【摘要】 在国家治理体系和治理能力现代化纵深推进背景下,基层人民政协作为专门协商机构,其履职效能的充分释放是完善基层多元共治格局、破解基层治理难题的关键支撑。协同治理以多元主体平等联动、制度机制协同保障、治理资源整合赋能为核心要义,为基层人民政协突破履职瓶颈、拓展履职路径提供重要理论范式与实践指引。本研究立足于中国基层治理场景,构建起“主体维度、过程维度、制度维度、效能维度”四位一体的理论分析框架,阐释四者间的内在逻辑关系。在此基础上,本文以F县人民政协为研究样本,综合运用文献研究法、案例研究法、深度访谈法与实地调研法,系统梳理F县人民政协在协同履职领域的实践探索与阶段性成效,从协同主体、协同机制、履职能力、协同环境四个层面精准拆解履职实践中的五大核心困境:思维理念固化、角色定位模糊、制度保障不足、履职能力欠缺以及沟通渠道不畅。针对上述困境,本文深刻剖析了其背后的成因,并据此提出了一系列具有针对性的优化路径与对策建议。本文的研究成果既为F县人民政协提升履职效能、深度融入基层协同治理体系提供实践遵循,也为同类县域基层人民政协履职创新提供参考借鉴,更进一步丰富协同治理理论与基层人民政协履职研究的交叉融合成果,夯实基层协商民主、协商治理、协同治理与多元共治的理论实践根基。更多还原

【Abstract】 Against the backdrop of deepening modernization in the national governance system and govemance capacity,the People’s Political Consultative Conference at the grassroots level,as a specialized consultative body,plays a pivotal role in enhancing the effectiveness of its functions.This is crucial for improving the diversified co-govemance framework and addressing grassroots govemance challenges.Collaborative govemance,with its core principles of equal interaction among diverse stakeholders,coordinated institutional mechanisms,and integrated governance resource empowerment,provides a vital theoretical framework and practical guidance for the PPCC to overcome performance bottlenecks and expand its operational pathways.This study is grounded in the context of grassroots govemance in China,constructing a four-dimensional theoretical analysis framework comprising "subject dimension,process dimension,institutional dimension,and efficacy dimension" to elucidate the intrinsic logical relationships among these dimensions.Building on this foundation,the paper takes the People’s Political Consultative Conference of F County as a research case,employing a combination of literature review,case study,in-depth interviews,and field investigations to systematically analyze the practical explorations and phased achievements of the F County PPCC in the realm of collaborative perfarmance.It precisely dissects five core challenges in performance practice across four dimensions:collaborative actors,collaborative mechnisms,performance capabilities,and collaborative eviroment—namely,rigid thinking paradigms,ambiguous role positioning,insufficient institutional safegnards,inadequate performance capabilities,and poor communication channels.Addressing these challenges,the paper conducts a profound analysis of their underlying causes and proposes targeted optimization pathways and policy recommendations accordingly.The research findings not only provide practical guidance for the F County PPCC to enhance performance efficacy and deepen integration into the grassroots collaborative governance system but also offer reference for performance innovation among similar county-level grassroots PPCC.Furthermore,it enriches the intedisciplinary integration of collaborative governance theory and PPCC performance research,solidifying the theoretical and practical foundation of grassroots consultative governance,collaborative governance,and multi-stakeholder co-governance.更多还原
