【副题名】基于大警种制的机制构建

【摘要】 随着时代不断发展进步,人民群众对警务工作的要求逐渐向高质量、高水平方向转变。基层公安机关的警务运行机制影响着警务工作的质量与水平,而机制中的每个环节环环相扣,公安工作才能顺畅开展,警务效能才能快速提升。改变基层公安队伍现状,找准问题病症,建立顺畅的新型警务运行机制是检验公安队伍实战能力、满足群众需求的重要举措,也是建设高水平警察队伍的重要基础,因此改变当前基层公安机关警务运行机制这一课题值得深入研究思考。本文采用文献研究法、问卷调查法和对比分析法,综合运用公安社会学理论、新公共服务理论、流程再造理论以及警力无增长改善论及相关研究成果基础,对基层公安机关警务运行机制进行探索研究。首先,采用文献研究法,梳理了警务运行机制研究背景、意义及国内外研究现状。其次,采用问卷调查法,深入了解公安HX分局民警对现有警务运行机制的满意度,从警力配备、指挥层级、勤务运行、教育培训、巡控体系建设五个维度开展调查,并通过描述性统计分析、信效度分析、总方差解释检验问卷数据,研究发现民警对当前警务运行机制满意度较低,主要体现为:警力配备不够科学合理,指挥层级不够高效顺畅,勤务运行不够联动集约,教育培训不够系统全面,巡控体系不够动态统一。基于以上问题,运用新公共服务理论和警力无增长改善论采用对比研究法,组建以大警种制为导向的警务运行机制,通过合理设置“五个实战中心+队伍管理中心”、精简指挥层级、依托“五个中心”开展每日勤务运转、实行全覆盖式全警培训、建立实名网格化动态巡控立体体系,打破现有运转问题,破除交流屏障,推动全警种扁平化管理,以此提升警务效率。基于建立的机制,本文分别从从组织领导、综合保障、考核评价、法制保障和技术保障五个方面展开,提出实现以大警种制为导向的警务运行机制的各类应用保障措施,以期能够促进新型警务运行机制实际顺畅运行。更多还原

【Abstract】 With the continuous development and progress of the times,the people’s demand for high-quality and high-level police work is increasing.There are many problems in the current police operation mechanism of grassroots public security organs,such as insufficient police force allocation,inefficient command levels,unsmooth service operation,repetitive education and training,and independent and decentralized inspection and control systems.The effectiveness of police work cannot meet the current development needs.Therefore,it is urgent to change the current police operation mechanism.Changing the current situation of grassroots public security teams and establishing a smooth new police operation mechanism is an important part of testing the actual combat ability of public security teams and meeting the needs of the masses,and is an important foundation for building a high-level police force.This thesis adopts the methods of literature research,questionnaire survey,and comparative analysis,comprehensively utilizing the theories of public security sociology,new public service theory,process reengineering theory,and the theory of no growth and improvement in police strength,as well as relevant research results,to explore and study the operational mechanism of grassroots public security organs’policing.Firstly,using the literature research method,the research background and significance of the police operation mechanism,as well as the current research status at home and abroad,were summarized.Secondly,a questionnaire survey method was used to gain a deeper understanding of the satisfaction of police officers in the HX branch of the Public Security Bureau with the existing police operation mechanism.The survey was conducted from five dimensions:police force allocation,command level,service operation,education and training,and command level.During the survey process,descriptive statistical analysis,reliability and validity analysis,and total variance interpretation were used to test the questionnaire data.The study found that the current police operation mechanism of the police force has low satisfaction,mainly reflected in the lack of scientific and reasonable police force allocation;The command level is not efficient and smooth enough;Insufficient linkage and economy in service operation;Education and training are not systematic and comprehensive enough;The inspection and control system is not dynamic and unified enough.Based on the above issues,using the theory of new public services and the theory of no growth and improvement in police strength,a comparative analysis method is adopted to establish a police operation mechanism guided by the large police system.By reasonably setting up"five practical centers+team management centers",streamlining command levels,relying on the"five centers"to carry out daily service operations,implementing full coverage all police training,and establishing a three-dimensional system of real name grid dynamic patrol and control,the existing operational problems are broken,Police cooperation and cooperation,breaking down communication barriers,promoting flat management of the entire police force,in order to improve police efficiency.Based on the established mechanism,the paper proposes various application guarantee measures to promote the implementation of a police operation mechanism guided by the large police system,in order to promote the smooth operation of the new police operation mechanism in practice.更多还原
