【摘要】 习近平总书记在党的二十大报告中指出,增强文化自信,要繁荣发展文化事业和文化产业,健全现代公共文化服务体系。公共文化服务是国家文化软实力的集中体现,建设公共文化服务体系是我国落实文化民权的有力举措,是深化文化体制改革的题中之义。党的十八大之后,随着经济社会的迅猛发展,人民群众对于文化产品与文化服务的需求日益提高,建设更为完善的公共文化服务体系迫在眉睫,推进公共文化服务高质量发展成为满足群众对美好生活向往的必由之路。近年来,各级党委政府在贯彻落实中央关于加快构建公共文化服务体系指示精神的同时,充分结合地缘优势,出台了一系列推动公共文化服务提档升级的政策措施,也成为推动各地公共文化服务体系建设的重要引擎和直接动力。本文以黑龙江省Q市为研究对象,以公共服务、公共文化、公共文化服务及公共文化服务体系等基础性概念为支撑,运用定量研究和定性研究相结合的方式,采取文献分析法、问卷调查法和访谈法,详细总结Q市公共文化服务体系建设中的成效与不足,通过对现阶段Q市公共文化服务体系建设情况进行深层次剖析,加之与省内其他地市和外省同体量城市对比后发现,当前Q市在公共文化服务体系建设中仍然存在设施配置不合理、文化产品供需不平衡、专项资金投入不足、人才匮乏以及制度建设不完善等问题,其产生原因主要是设施配置规划缺乏科学性研判、不了解服务对象需求、政府对公共文化领域重视程度不够、选人用人机制不灵活以及政府工作理念落后。本文结合Q市地域优势和文化特色,从加强公共文化设施配置规划科学性、提升公共文化产品供给精准度、完善资金筹措机制、加强文化人才队伍建设以及完善公共文化服务制度建设等方面,有针对性地提出优化Q市公共文化服务体系建设的对策,以期提高Q市公共文化服务的供给水平,满足群众高质量精神文化需求,助力构建更为完善的现代化公共文化服务体系,进而加快实现Q市文化强市的总目标。更多还原

【Abstract】 In the report to the 20th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out the necessity to strengthen cultural confidence,to prosper cultural undertakings and industries,and to improve the modern public cultural service system.Public cultural services are a concentrated expression of the national cultural soft power.The construction of the public cultural service system is a powerful measure for our country to implement cultural civil rights and the essence of deepening cultural system reform.Since the 18th National Congress of the Communist Party of China,with the rapid development of the economy and society,the people’s demand for cultural products and services has increasingly grown.Building a more comprehensive public cultural service system is urgent,and promoting the high-quality development of public cultural services has become the essential path to meet people’s aspirations for a better life.In recent years,party committees and governments at all levels,while implementing the central government’s instructions to accelerate the construction of a public cultural service system,have also introduced a series of policies and measures to upgrade public cultural services by fully leveraging geographical advantages.These policies and measures have become an important engine and direct driving force for the construction of public cultural service systems across different regions.Based on Heilongjiang Province’s Q City,this paper focuses on foundational concepts such as public services,public culture,public cultural services,and the public cultural service system.It uses a combination of quantitative and qualitative research methods,employing literature review,surveys,and interviews to thoroughly summarize the achievements and shortcomings in the construction of Q City’s public cultural service system.Through an in-depth analysis of the current state of Q City’s public cultural service system and comparing it with other cities within the province and similarly sized cities in other provinces,it has been found that Q City still faces issues such as irrational facility allocation,imbalance between cultural product supply and demand,insufficient special funding,talent shortages,and incomplete institutional construction.The root causes of these problems mainly lie in the lack of scientific judgment in the government’s top-level design,a lack of understanding of the needs of service targets,insufficient attention to the public cultural field by the government,inflexible personnel selection mechanisms,and outdated government work concepts.The paper proposes targeted strategies to optimize the construction of Q City’s public cultural service system,taking into account Q City’s geographical advantages and cultural characteristics.These strategies include strengthening the top-level design of public cultural facilities,improving the precision of public cultural product supply,perfecting capital raising mechanisms,bolstering the development of cultural talent,and enhancing the public cultural service system.The aim is to enhance the level of public cultural service provision in Q City,satisfy the population’s high-quality spiritual and cultural needs,and contribute to building a more complete modern public cultural service system,thereby accelerating the realization of Q City’s overarching goal of becoming a culturally strong city.更多还原
