【摘要】 基层治理是国家治理的基础。党的二十届三中全会指出,健全党组织领导的自治、法治、德治相结合的城乡基层治理体系,完善共建共治共享的社会制度。在社会治理现代化背景下,需要发挥多元主体协同参与作用。人大代表是各行业、各领域先进典型,他们在学科专业和职业上具有自身优势,加之他们长期在基层一线工作,因而具有较高的声望和影响力。在参与基层社会治理中,人大代表发挥桥梁纽带作用,可以更好地反映群众述求,推动问题解决,增进民生福祉,提高基层社会治理效能,促进社会和谐稳定。但在现实中,作为基层社会治理的重要参与者,人大代表参与社会治理的作用并没有得到充分发挥,甚至被忽略掉。本文以南平市人大代表为研究对象,探讨优化南平市人大代表参与基层社会治理的措施与建议。首先综述了国内外相关文献,并以治理理论,代表理论等为理论基础,阐述了人大代表参与基层社会治理的作用机制。通过对南平市人大代表参与基层社会治理的工作情况开展调研,运用案例分析法、问卷调查法和实地访谈法,对不同领域的人大代表和居民、群众进行针对性调查,评估人大代表履行社会治理的效果,并探究其中存在的问题及其成因。研究发现,南平市人大代表在参与基层社会治理存在着专业化水平不高、缺乏组织独立性、人大代表兼职制、开展活动形式枯燥等一系列问题。分析其原因主要包括,参与治理的动力不足、代表的能力不够、制度体系不完善、监督不到位等。最后,具体分析了南平市人大代表在参与基层社会治理中的实践和作用,从以下几个方面提出优化建议:转变思想观念,提高人大代表参与社会治理的动力;提升代表素质,增强人大代表参与社会治理的能力;优化保障机制,完善人大代表发挥作用的制度体系;开展综合监督,加强人大代表监督体系建设。通过一系列优化建议,以此来充分发挥人大代表履行监督治理责任,提升监督治理功能,检验监督治理成效,促进社会和谐稳定。更多还原

【Abstract】 Grassroots governance is the foundation of national governance.The Third Plenary Session of the 20th Central Committee of the Communist Party of China pointed out that it is necessary to improve the urban and rural grassroots governance system led by the Party organization,which combines self-governance,rule of law and rule of virtue,and to improve the social system of co-construction,co-governance and sharing.Against the backdrop of modernization of social governance,it is necessary to give full play to the role of multiple subjects’collaborative participation.As advanced models in various industries and fields,deputies to the People’s Congress have their own advantages in terms of discipline and profession.Moreover,they have long been working at the grassroots level,thus enjoying high prestige and influence.In participating in grassroots social governance,deputies to the People’s Congress can play a bridging role,better reflect the demands of the people,promote the resolution of problems,enhance people’s well-being,improve the efficiency of grassroots social governance,and promote social harmony and stability.However,in reality,as important participants in grassroots social governance,the role of deputies to the People’s Congress in social governance has not been fully exerted or even ignored.This paper takes the deputies to the People’s Congress of Nanping City as the research object and explores measures and suggestions for optimizing their participation in grassroots social governance.Firstly,it reviews relevant domestic and foreign literature and,based on theories such as governance theory and representative theory,expounds the mechanism of deputies to the People’s Congress’participation in grassroots social governance.Through field research on the work of deputies to the People’s Congress in participating in grassroots social governance,using case analysis,questionnaire survey and on-site interviews,targeted investigations were conducted on deputies to the People’s Congress and residents and the public in different fields to evaluate the effect of deputies to the People’s Congress in fulfilling social governance responsibilities and explore the existing problems and their causes.The research found that deputies to the People’s Congress in Nanping City face a series of problems in participating in grassroots social governance,such as low professionalization level,lack of organizational independence,part-time system for deputies to the People’s Congress,and dull forms of activities.The main reasons include insufficient motivation for participation in governance,insufficient ability of deputies to the People’s Congress,incomplete institutional system,and inadequate supervision.Finally,it specifically analyzes the practice and role of deputies to the People’s Congress in Nanping City in participating in grassroots social governance and puts forward optimization suggestions from the following aspects:changing the mindset to enhance the motivation of deputies to the People’s Congress to participate in social governance;improving the quality of deputies to the People’s Congress to enhance their ability to participate in social governance;optimizing the guarantee mechanism to improve the institutional system for deputies to the People’s Congress to play their roles;conducting comprehensive supervision to strengthen the supervision system for deputies to the People’s Congress.Through a series of optimization suggestions,it aims to fully exert the responsibility of deputies to the People’s Congress in supervising and governing,enhance their supervisory and governance functions,test the effectiveness of supervision and governance,and promote social harmony and stability.更多还原
