农村小作坊食品安全监管优化研究——以成都市J镇为例

【摘要】 食品安全监管是公共治理体系的重要组成部分,但既有研究多聚焦于食品科学技术与安全标准的微观层面,而基于公共管理学科视角、围绕治理机制构建与政策效能提升的系统性探讨仍较为匮乏。我国农村地区食品生产主体呈现非均质化分布、产业形态传统化等特征,叠加基层治理体系中的权责配置失衡与技术支撑缺位,致使食品安全监管在欠发达农村社会场域面临治理效能弱化的结构性挑战。食品安全问题层出不穷,看似流通环节的问题,究其根源大部分来自生产环节。我国的食品生产主体由生产企业和小作坊构成。由于食品小作坊的准入门槛低,数量大,且多分布于于城乡结合部和农村地区,其监管难度相对较大。此次的研究对象成都市J镇,共有食品小作坊58家。驻该镇的市场监管所在编人员仅6人。如何优化小作坊的监管方式,提升监管效能,助力地方产业发展,是我研究的出发点,同时我国有很多类似小镇都面临这样的监管难题,因此这个研究具有较强的推广意义。本文研究采用了案例研究法、问卷调查法和访谈法,对当前该镇食品小作坊监管存在的主要问题予以阐述和深入剖析。运用信息不对称理论分析消费者与食品小作坊之间因信息不对称造成的认知问题,引入协同治理理论指出当前监管面临的困境,并在此基础上提出相应对策。经分析,该镇目前存在社会共治氛围不浓、资源整合能力不足、相关保障机制不够等问题。本文研究发现:为破解J镇食品小作坊监管困局,可从以下路径进行优化:首先,构建多中心协同治理网络,通过构建政府、经营者、社会组织和公众协同参与的治理框架,明确各方职责与协作机制,增强监管的广泛性与有效性;其次,创建动态适配资源系统,通过统一数据接口标准、建设信息共享平台与优化资源配置,提升跨部门协作效率与监管资源利用效能;最后,深化机制改革,通过完善法律法规、设计激励相容机制与落实举报奖励制度,推动协同监管机制的规范化与可持续性。通过以上措施,构建多元共治、资源高效整合与机制完善的食品安全监管体系,全面提升监管效能。

【Abstract】 Food safety regulation is an integral part of the public governance system.However,existing research predominantly focuses on the micro-level aspects of food science technology and safety standards,while systematic exploration from the perspective of public administration,particularly concerning the construction of governance mechanisms and the enhancement of policy effectiveness,remains relatively scarce.In rural areas of China,food production entities exhibit characteristics such as non-homogeneous distribution and traditional industrial forms.Coupled with the imbalance in power and responsibility allocation and the lack of technical support within the grassroots governance system,food safety regulation in underdeveloped rural areas faces structural challenges that weaken governance effectiveness.The recurring food safety issues,which appear to stem from the circulation,largely originate from the production in essence.China’s food production entities consist of both food production enterprises and small workshops.Due to the low entry barriers,large numbers,and widespread distribution in urban-rural fringe areas and rural regions,the regulation of food small workshops is relatively challenging.The research object of this study,J Town in Chengdu City,has a total of 58 food small workshops.The local market regulation office in the town has only six staff members.How to optimize the regulatory methods for small workshops,enhance regulatory efficiency,and support local industrial development is the starting point of my research.Moreover,many similar towns in China face such regulatory challenges,making this research highly relevant and widely applicable.This study employs field observation,questionnaire surveys,and interviews to elaborate on and deeply analyze the main issues in the regulation of food small workshops in the town.Using information asymmetry theory,the research examined the cognitive problems arising from information asymmetry between consumers and food small workshops.By introducing collaborative governance theory,the study identified the current regulatory challenges and proposed corresponding countermeasures based on this analysis.The findings reveal that the town faces issues such as insufficient collaboration among multiple stakeholders,low efficiency in resource integration,and imperfect mechanism design.The study findings reveal that to address the regulatory challenges of small food workshops in J Town,optimization can be achieved through the following pathways:Firstly,establish a multi-center collaborative governance network.This involves creating a governance framework with coordinated participation from government agencies,operators,social organizations,and the public.By clarifying respective responsibilities and collaboration mechanisms,it enhances the comprehensiveness and effectiveness of regulation.Secondly,develop a dynamic adaptive resource system.Through standardizing data interfaces,building information-sharing platforms,and optimizing resource allocation,this approach improves cross-departmental collaboration efficiency and enhances the utilization effectiveness of regulatory resources.Thirdly,deepen institutional reforms by improving laws and regulations,designing incentive-compatible mechanisms,and implementing a whistle blower reward system,thereby advancing the standardization and sustainability of collaborative regulatory frameworks.Through these measures,a food safety regulatory system featuring multi-party co-governance,efficient resource integration,and well-developed mechanisms will be established,comprehensively improving regulatory effectiveness.
