【副题名】以滁州市为例

【摘要】 通过国家层面的规范和地方政府的有益探索,目前我国已全面实施不动产统一登记。《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》提出,深化“互联网+政务服务”、提升全流程一体化在线服务平台功能、提升跨部门协同治理能力,是推动政府治理现代化的重要内容。不动产登记工作作为政务服务的重要组成部分,深化“互联网+不动产登记”,结合当前不动产登记工作中存在的流程障碍以及跨部门协作的问题,同时考虑2019年12月实施的《长江三角洲区域一体化发展规划纲要》的重要背景,树立“一体化”意识以及“一盘棋”思想,深入推进重点领域一体化建设,提升跨部门、跨区域协同治理能力,是不动产登记工作规范化的迫切需求,也是响应国家关于长三角一体化发展的重大战略部署。滁州市处于长三角一体化发展中的苏皖交界区域,始终把长三角一体化作为自身重要的发展机遇。滁州市立足于不动产登记工作,推进“互联网+不动产登记”工作,提高不动产登记的质量和效率,积极探索长三角政务服务一体化发展模式。本文以滁州市不动产登记工作中的流程障碍与跨部门协作为研究的重点,以流程再造理论、整体性治理理论为基础,总结出影响滁州市不动产登记工作业务流程的因素有政策制度、登记模式、部门协作、第三方机构以及人力资源方面,同时进行了原因分析,最后得出完善登记制度、改进登记模式、强化部门协作、规范房产经纪机构行为以及完善不动产登记人力资源体系的优化策略。更多还原

【Abstract】 Since the implementation of the unified registration of real estate,through the norms at the national level and beneficial exploration by local governments,the work of real estate registration has gradually moved towards standardization.The documents put forward that deepening the“Internet plus government services”,improving the functions of the whole process integrated online service platform,and improving the ability of cross departmental collaborative governance are important contents to promote the modernization of government governance.As an important part of government services,the real estate registration work should deepen the“Internet plus real estate registration”,combine the process obstacles and cross departmental cooperation problems in the current real estate registration work,and take into account the important background of the Outline of the Integrated Development Plan of the Yangtze River Delta Region implemented in December2019,establish the“integration”awareness and further promote the integration of key areas.Improving the ability of cross departmental and cross regional collaborative governance is an urgent need for the standardization and optimization of real estate registration work,and is also a response to the country’s major strategic deployment for the integrated development of the Yangtze River Delta.Chuzhou has always regarded the integration of the Yangtze River Delta as an important development opportunity,based on real estate registration work and actively explores the integrated development model of government services.This article focuses on the process barriers and cross departmental collaboration in real estate registration,based on the theory of process reengineering and holistic governance,and by explaining the core concepts of the integration of real estate registration and government services,taking the Chuzhou Real Estate Registration Center as the sample object,using survey research and comparative analysis methods,and selecting target samples for questionnaire surveys and interviews.Conducting a comparative analysis of the survey results to identify the factors that affect the satisfaction of real estate registration work.Drawing on the experience of regional government service integration,identify optimization paths.更多还原
