【摘要】 改革开放以来,我国不断推进经济对外开放事业,社会经济发展欣欣向荣,经济实力和综合国力得到飞速提升,历史证明了我国经济对外开放的战略抉择是完全正确的,新时代要进一步扩大对外开放。习近平新时代经济对外开放重要论述诞生于我国新时代继续扩大对外开放的实践中,它拥有独特的生成路径、丰富的理论内容、深厚的历史意义,指导着我国经济对外开放实践。习近平新时代经济对外开放重要论述的生成路径由理论基础、历史溯源和现实背景三个部分组成。马克思世界市场思想、列宁对外贸易思想和新中国成立以来中国共产党人的经济对外开放思想是其生成的理论基础。改革开放的成功实践和习近平总书记个人丰富的从政经历是其生成的历史背景。国内中国特色社会主义进入新时代,国外世界正在经历百年未有之大变局是其生成的现实背景。习近平新时代经济对外开放重要论述有着丰富的理论内容,概括起来,即加强党对经济对外开放工作的全面领导,在以人民为中心的基础上推进开放事业;牢记开放作为发展的内在要求,坚持主动开放;促进“引进来”和“走出去”相结合,坚持双向开放;推动形成协同互动开放格局,坚持全面开放;构建公平竞争良性发展环境,坚持公平开放;树立普惠合作正确义利观,坚持共赢开放;探索求同存异发展新途径,坚持包容开放。新时代我国进一步扩大开放,要在习近平新时代经济对外开重要论述的指导下,利用“一带一路”倡议和自由贸易区建设打造交流合作的中国平台;要积极发展全球伙伴关系,为我国开放事业创造良好环境;要通过强化科技创新形成我国参与国际竞争合作新优势;要推动构建新发展格局实现国内外经济互联互通;要推进供给侧结构性改革找准商品的国际定位;要坚决维护国家利益,既要开放也要安全;要维护践行真正的多边主义,破除障碍壁垒。在我国推进开放事业过程中,习近平新时代经济对外开放重要论述有深厚的理论和实践意义。在理论层面,它继承发展了马克思主义经济对外开放思想,丰富和发展了中国特色社会主义政治经济学,回击了国际上“中国渗透论”的错误论断;在实践层面,它推动了新时代我国经济高质量发展,满足了人民美好生活需要,并且为世界上其他国家的发展提供了可资借鉴的“中国智慧”和“中国方案”。更多还原

【Abstract】 Since the beginning of reform and opening up,China has continuously promoted the cause of opening up its economy to the outside world,its social and economic development has flourished,and its economic strength and comprehensive national strength have been rapidly enhanced.Xi Jinping’s important exposition on economic opening up in the new era was born in the practice of continuing to expand China’s opening up in the new era,which has a unique generation path,rich theoretical content and profound historical significance,guiding the specific practice of China’s economic opening up.The generation path of Xi Jinping’s important discourse on economic opening up in the new era consists of three parts:theoretical basis,historical origin and practical background.Marx’s thought on the world market,Lenin’s thought on foreign trade,and the Chinese Communists’idea of opening up to the outside world since the founding of the People’s Republic of China are the theoretical basis for its formation.The successful practice of reform and opening up and General Secretary Xi’s rich personal experience in politics are the historical background for its formation.Socialism with Chinese characteristics in China has entered a new era,and the foreign world is undergoing great changes unseen in a century.Xi Jinping’s important exposition on economic opening up in the new era has rich theoretical content,which can be summed up,that is,strengthening the party’s overall leadership over economic opening up and promoting the cause of opening up on the basis of taking the people as the center;Keeping in mind the intrinsic requirement of openness as development,we insist on taking the initiative to open up;promote the combination of"bringing in"and"going out",and adhere to two-way opening-up;Promote the formation of a pattern of synergy,interaction and openness,and adhere to comprehensive openness;Build a benign development environment of fair competition and adhere to fairness and openness;Establish the correct concept of justice and benefit of inclusive cooperation,and adhere to win-win and opening-up;Explore new ways of seeking common ground while reserving differences,and adhere to inclusiveness and openness.In the new era,China should further expand its opening up,and under the guidance of Xi Jinping’s important exposition on economic opening up in the new era,we should use the"Belt and Road"initiative and the construction of free trade zones to create a Chinese platform for exchanges and cooperation;It is necessary to actively develop global partnerships and create a good environment for China’s opening up.It is necessary to form new advantages for China’s participation in international competition and cooperation by strengthening scientific and technological innovation;It is necessary to promote the construction of a new development pattern and realize the interconnection of domestic and foreign economies;It is necessary to promote supply-side structural reform and find out the international positioning of commodities;We must resolutely safeguard national interests,and we must be both open and safe;We need to uphold and practice true multilateralism and break down barriers and barriers.In the process of promoting China’s opening up,Xi Jinping’s important exposition on economic opening up in the new era has profound theoretical and practical significance.At the theoretical level,it inherited and developed the Marxist idea of opening up the economy to the outside world,enriched and developed the socialist political economy with Chinese characteristics,and countered the erroneous assertion of"China infiltration theory"in the world.At the practical level,it has promoted the high-quality development of China’s economy in the new era,met the needs of the people for a better life,and provided"Chinese wisdom"and"Chinese solutions"for the development of other countries in the world.更多还原
