【摘要】 数字政府标准是推动数字政府建设的基础性制度安排,能够有效解决普遍存在“信息孤岛”“数据烟囱”等问题。当前,地方政府开始注重地方数字政府标准体系建设,并邀请企业参与其中。然而,不同于传统的公私合作,企业参与地方数字政府标准的制定意味着其不仅仅参与“划桨”,而是深入到了“掌舵”的过程中,打破了传统的公私界限。现有研究对于企业参与地方数字政府标准制定的关注不足。有鉴于此,本研究意图回答以下两个问题:1)地方政府为何与企业合作制定地方数字政府标准?2)哪些因素影响了地方政府与不同所有制企业合作?本研究构建包含技术和安全两个维度的分析框架,基于31个省、自治区2015-2023年发布的1752项地方数字政府标准数据,运用多层logit回归构建两个模型分别讨论。研究发现,地方政府在制定高风险性的数据标准时更有可能不与企业合作;技术能力越低的地方政府越有可能与企业合作制定标准,这一特征在西部地区表现得尤为明显。进一步区分了企业所有制后,模型拟合结果显示,地方政府在制定包括管理标准和安全标准等高复杂性标准时更有可能与私营企业合作。上述发现表明,地方政府制定地方数字政府标准的合作伙伴选择受到技术原则和安全原则的共同约束。本研究丰富了已有数字政府建设中政府合作伙伴选择的讨论,考察了不同所有制企业参与地方数字政府标准制定的机制,并将标准类型纳入合作伙伴选择的影响因素。进而,本研究提出,为进一步完善地方数字政府标准体系,政府应寻求企业技术赋能与安全风险管控之间的平衡,探索基于不同标准类型的合作模式。更多还原

【Abstract】 Digital government standards are fundamental institutional arrangements for promoting the construction of digital government,which can effectively address prevalent issues such as“Information Island”and“Data Silo”.Currently,local governments have begun to attach importance to the construction of the local digital government standard system and invite enterprises to participate in it.However,different from traditional public-private cooperation,when enterprises are involved in formulating local digital government standards,it means that they are not only involved in“rowing”but also deeply engaged in the“steering”process,breaking the traditional public-private boundaries.Existing research has paid insufficient attention to enterprises’participation in formulating local digital government standards.In view of this,this study intends to answer the following two questions:1)Why do local governments cooperate with enterprises in formulating local digital government standards?2)What factors influence the cooperation between local governments and enterprises of different ownerships?This study constructs an analytical framework with two dimensions:technology and security.Based on the data of 1,752 local digital government standards issued by31 provinces and autonomous regions from 2015 to 2023,two models are constructed using multi-level logit regression for separate discussions.The research findings indicate that local governments are more likely not to cooperate with enterprises when formulating high-risk data standards.Local governments with lower technology capabilities are more likely to cooperate with enterprises in formulating standards,and this characteristic is particularly evident in the western regions.After further differentiating enterprise ownership,the model fitting results show that local governments are more likely to cooperate with private enterprises when formulating high-complexity standards such as admin standards and security standards.The above findings suggest that the partner selection of local governments in formulating local digital government standards is jointly constrained by the principles of technology and security.This study enriches the existing discussions on the selection of government partners in digital government construction,and examines the mechanisms of enterprises of different ownerships participating in formulating local digital government standards,and incorporates standard types into the influencing factors of partner selection.Furthermore,this study proposes that to further improve the local digital government standard system,governments should seek a balance between leveraging enterprises’technological capabilities and managing security risks,and explore cooperation models based on different standard types.更多还原
