【摘要】 随着经济社会的持续快速发展,我国医疗服务体系与社会保障体系不断发展完善,医疗条件提升,人均寿命随之增长,人民生活质量显著提升,民众的幸福感与获得感也不断增强。与此同时,老年群体的社会保障体系也面临着诸多挑战。老年人口抚养比持续攀升,代际养老负担呈现加剧态势,传统家庭养老功能弱化与机构养老资源不足的矛盾愈发凸显。在此背景下,社区日间照料养老服务作用日益显现,该服务模式融合了家庭养老与社会养老的双重优势,已经成为我国多层次养老服务体系的关键组成部分。本文以H市为例,通过广泛搜集资料和查阅大量文献、政府相关的政策文件,结合实地调研,全面梳理了社区日间照料养老服务的现状和问题,提出了相应的对策建议。通过详细分析H市8家社区日间照料场所的服务设施情况、人员配备与管理情况、服务运营模式、资金来源与使用情况以及服务监督等,深入分析了 H市社区日间照料养老服务存在的问题与困境,集中体现在服务内容与需求不匹配、服务设施不完善、专业人才不足、资源短缺等方面。导致这些问题的主要原因有:管理运行机制不完善、政策支持体系不健全、监督评估机制不成熟。本文从完善服务体系管理机制、健全政策支持保障体系、建立有效监督评估机制三个方面,系统地提出了对策建议。一是着力优化运营管理与服务流程,加强人才队伍建设与激励,同时加大宣传引导力度,全方位提升社区日间照料养老服务体系与管理机制的运行效能;二是明确职能定位,厘清权责,优化政策环境,进一步拓宽资金来源,在增强财政支持的基础上,鼓励社会力量参与社区日间照料养老服务供给,以健全社区养老的政策支持与保障体系;三是着重构建科学的监督评估体系,精细评估指标,强化监督机构自身能力建设,建立切实有效的监督和评价机制,确保社区日间照料养老服务的健康、有序发展。更多还原

【Abstract】 With the sustained and rapid development of the economy and society,China’s medical service system and social security system have been continuously improved,medical conditions have been improved,life expectancy has increased,people’s quality of life has been significantly improved,and people’s sense of happiness and gain has also been continuously enhanced.At the same time,the social security system for the elderly is also facing many challenges.The dependency ratio of the elderly population continues to rise,the intergenerational pension burden is intensifying,and the contradiction between the weakening of traditional family pension functions and the lack of institutional pension resources is becoming more and more prominent.In this context,the role of community day care and elderly care services is becoming increasingly apparent,and this service model integrates the dual advantages of family care and social care,and has become a key component of China’s multi-level elderly care service system.Taking H city as an example,this paper comprehensively sorted out the current situation and problems of community day care and elderly care services through extensive data collection,a large number of literatures and relevant government policy documents,combined with field research,and put forward corresponding countermeasures and suggestions.Through a detailed analysis of the service facilities,staffing and management,service operation mode,source and use of funds,and service supervision of 8 community day care places in H City,the problems and difficulties of community day care services in H City were deeply analyzed,which were mainly reflected in the mismatch between service content and demand,imperfect service facilities,shortage of professional talents,and shortage of resources.The main reasons for these problems are:imperfect management and operation mechanism,imperfect policy support system,and immature supervision and evaluation mechanism.This paper systematically puts forward countermeasures and suggestions from three aspects:improving the management mechanism of the service system,improving the policy support and guarantee system,and establishing an effective supervision and evaluation mechanism.The first is to focus on optimizing the operation management and service process,strengthening the construction and incentive of talent team,and at the same time increasing publicity and guidance,so as to comprehensively improve the operational efficiency of the community day care and elderly care service system and management mechanism;The second is to clarify the functional positioning,clarify the rights and responsibilities,optimize the policy environment,further broaden the source of funds,and encourage social forces to participate in the provision of community day care and elderly care services on the basis of enhancing financial support,so as to improve the policy support and security system for community elderly care;The third is to focus on building a scientific supervision and evaluation system,fine evaluation indicators,strengthening the capacity building of supervision institutions themselves,and establishing a practical and effective supervision and evaluation mechanism to ensure the healthy and orderly development of community day care and elderly care services.更多还原
