【摘要】 农村公路作为农村重要的基础设施,在助力农业发展改革,带动农民增收致富,促进农村产业升级中发挥着重要的保障作用。因此,为深入贯彻落实交通运输部和省交通运输厅对“四好农村路”的建设要求,同时进一步巩固五寨县农村公路建设成果,打造“畅、安、舒、美”的出行环境,五寨县在实现行政村通硬化路、通客车的基础上,继续推动农村公路建设项目。本次五寨县农村公路较大人口规模自然村通硬化路项目涉及Y001—云梯峁等15个项目工程,路线全长76.379公里,其中大部分路段以机耕路为主,其余路段均为水泥混凝土面层。由于当时质量控制意识低下,施工技术水平参差不齐,路面塌方、开裂等质量问题凸出,硬化道路使用性能以及居民出行安全与便利性无法得到有效保障,甚至一定程度上对当地经济社会发展产生消极影响。保障公路建设的质量,走好社会主义新农村建设的道路仍然是关系农村突破发展瓶颈、产业转型升级发展的关键所在。此次五寨县农村硬化路改造,如何做好项目质量控制,保障项目建设预期效果实现的问题亟待解决。基于此,首先采用文献研究法、问卷调查法以及实地调研等方法来开展农村公路建设质量调查与分析工作,掌握五寨农村公路项目存在的质量问题及其相关影响因素。其次,运用项目质量控制的相关研究方法和技术手段,根据项目施工的质量管理要求,结合地方特色文化和环境因素,分别提出施工前规划设计阶段、施工建设阶段、竣工验收阶段的控制手段,从而保障项目建设的质量。通过研究,提出了适应五寨县自然村特点并符合标准要求的农村公路建设项目质量控制措施,同时建立了完善有效的施工过程监管机制,并深入探索适宜自然村特点以及农村公路可持续发展的质量保障措施,为其他地区类似项目的建设推进提供相关参考依据,从而有效助力乡村产业振兴,为构建乡村经济发展新格局提供有益参考。更多还原

【Abstract】 As an important rural infrastructure,rural roads play an important role in promoting agricultural development and reform,driving farmers to increase income and get rich,and promoting rural industrial upgrading.Therefore,in order to fully implement the requirements of the Ministry of Transport and the provincial Department of Transport for the construction of"four good rural roads",while further consolidating the achievements of rural road construction in Wuzhai County,and creating a"smooth,safe,comfortable and beautiful"travel environment,Wuzhai County will continue to promote the rural road construction project on the basis of achieving hardened roads and buses in administrative villages.This Wuzhai County rural road with large population scale natural village hardening road project involves 15 projects such as Y001-Yuntimao,the total length of the route is 76.379kilometers,most of which are machine-cultivated roads,the rest of the sections are cement concrete surface layer.Due to the low awareness of quality control at that time,the uneven level of construction technology,pavement collapse,cracking and other quality problems,hardened road performance and residents travel safety and convenience can not be effectively guaranteed,and even have a negative impact on local economic and social development to a certain extent.Ensuring the quality of highway construction and taking the road of socialist new rural construction is still the key to breaking through the bottleneck of rural development and industrial transformation and upgrading.The problem of how to do a good job in project quality control and ensure the expected effect of the project construction needs to be solved urgently.Based on this,the methods of literature research,questionnaire survey and field investigation are used to investigate and analyze the quality of rural highway construction,and master the quality problems and related influencing factors of Wuzhai rural road project.Secondly,using the relevant research methods and technical means of project quality control,according to the quality management requirements of project construction,combined with local characteristics,culture and environmental factors,respectively put forward the control means of pre-construction planning and design stage,construction stage and completion acceptance stage,so as to ensure the quality of project construction.Through research,the author proposed quality control measures for rural road construction projects that adapt to the characteristics of natural villages in Wuzhai County and meet the standard requirements,established a perfect and effective supervision mechanism for the construction process,and deeply explored quality assurance measures suitable for the characteristics of natural villages and the sustainable development of rural roads,so as to provide relevant reference for the construction and promotion of similar projects in other regions.Thus,it can effectively help the revitalization of rural industries and provide useful references for building a new pattern of rural economic development.更多还原
