行动者网络视角下业委会治理困境及对策研究

【摘要】 在社会主要矛盾转化和基层民主需求日益增长的背景下,业委会作为社区自治的关键主体,其治理效能对社区和谐发展至关重要。本研究聚焦业委会治理困境,从内部治理与外部治理两个维度展开分析。内部治理涵盖业委会的组织架构、决策机制、成员素质及工作流程;外部治理涉及业委会与业主、物业、社区居委会等多元主体的协同互动。本研究以广州市Y小区业主大会投票过程为案例,运用行动者网络理论进行剖析。行动者网络理论强调人类行动者,如业委会成员、业主、物业管理人员等与非人类行动者如投票系统、制度文本等的平等参与及相互作用,通过转译过程构建行动者网络。在转译过程中,业委会需要准确识别问题并设定合理的议题,以吸引其他行动者的参与,通过利益赋予并成功转译。然而,Y小区的案例揭示了业委会治理在转译过程中的诸多挑战。一方面,业委会在问题识别阶段可能存在偏差,导致议题设置偏差。另一方面,在利益赋予和征召动员环节,业委会未能有效激发其他行动者的参与,导致行动者网络的构建不完整,协同治理受阻。研究发现,业委会治理困境的根源在于内部治理失效与外部治理失灵。内部治理失效表现为专业能力不足、组织动员效能低下、监督问责机制缺失;外部治理失灵包括社区社会资本薄弱、物业合作梗阻、政社互动关系失衡等。基于行动者网络理论,本研究提出协同治理优化路径。内部治理方面,构建专业化治理团队,完善内部运行机制,创新动员与参与机制;外部治理方面,强化党建引领下的政社协同,优化物业合作与第三方监督。通过资源整合、文化凝聚与技术赋能,保障网络稳定性,旨在提升业委会治理效能,推动社区可持续发展。本研究丰富了业委会治理的研究对象和理论内涵,为优化社区治理结构、提升治理效能提供了实践指导。未来研究可拓展样本数量与类型,深入挖掘非人类行动者影响,综合运用更多研究方法,以进一步揭示业委会治理规律。同时,可探索数字化技术在业委会治理中的应用,业委会与其他社区组织的深度合作模式,以及从多学科视角研究业委会治理,为推动基层民主和提升社区治理水平提供更丰富的理论与实践支持。
【Abstract】 In the context of the transformation of the primary social contradiction and the growing demand for grassroots democracy,the owners’committee(OC)serves as a key entity in community self-governance,and its governance effectiveness is crucial to the harmonious development of the community.This study focuses on the challenges faced by the OC in governance,analyzing them from two dimensions:internal governance and external governance.Internal governance encompasses the organizational structure,decision-making mechanisms,member qualifications,and work processes of the OC;external governance involves the collaborative interactions between the OC and multiple stakeholders such as homeowners,property management,and the community residents’committee.This study takes the voting process of the Y Community Owners’Assembly in Guangzhou as a case study and analyzes it using Actor-Network Theory.Actor-Network Theory emphasizes the equal participation and interaction between human actors(such as committee members,owners,property management personnel,etc.)and non-human actors(such as voting systems,institutional texts,etc.),constructing an actor network through translation processes.In the translation process,the committee needs to accurately identify issues and set reasonable agendas to attract other actors’participation,thereby endowing interests and successfully translating them.However,the case of Y Community reveals many challenges in the translation process of the committee’s governance.On one hand,there may be biases in the issue identification stage,leading to biased agenda setting.On the other hand,during the interest-endowment and mobilization phases,the committee fails to effectively engage other actors,resulting in an incomplete construction of the actor network and hindered collaborative governance.Research has found that the root of the governance dilemma in homeowners’associations lies in both internal deficiencies and external constraints.Internal deficiencies manifest as insufficient professional capabilities,low organizational mobilization efficiency,and the absence of supervision and accountability mechanisms;external constraints include weak community social capital,obstacles to property cooperation,and imbalanced interactions between government and society.Based on Actor-Network Theory,this study proposes an optimized path for collaborative governance.In terms of internal governance,it involves building specialized governance teams,improving internal operational mechanisms,and innovating mobilization and participation mechanisms;regarding external governance,it emphasizes strengthening government-society collaboration under the leadership of party building,optimizing property cooperation and third-party supervision,and ensuring network stability.Through resource integration,cultural cohesion,and technological empowerment,the aim is to enhance the effectiveness of homeowners’association governance and promote sustainable community development.This study has enriched the research objects and theoretical connotations of the governance of owners’committees and provides practical guidance for optimizing community governance structures and enhancing governance efficiency.Future research can expand the sample size and types,delve deeper into the impact of non-human actors,and integrate more research methods to further uncover the patterns of homeowners’association governance.At the same time,it is possible to explore the application of digital technology in homeowners’association governance,deep collaboration models between homeowners’associations and other community organizations,and multidisciplinary perspectives on homeowners’association governance,providing richer theoretical and practical support for promoting grassroots democracy and improving community governance levels.
