【摘要】 随着我国社会保障制度改革的不断深化,社保制度已经进入系统集成、协同高效的阶段。现阶段,我国建成了世界上规模最大的社会保障体系,社会保障已成为国家一项根本性社会制度。人民群众不断提高的民生服务需求和快速发展的信息时代,推动社会保障信息化向以“大平台、大数据、大服务”为新特征的阶段过渡,我们必须不断完善全国一体化的社会保险公共服务平台,确保广大人民群众能够更深入地分享信息化发展的成果,从而切实增强他们的获得感、幸福感和安全感。近年来社会保障信息化建设在优化社保经办流程、加强社保基金风险防控、拓宽公共服务渠道等方面发挥了重要作用,但是由于我国信息化“孤岛式”建设、“烟囱式”发展的路径,信息系统越建越多、“数据孤岛”越来越严重,严重制约着社保数字化转型的进程。为了全面了解阜阳市社会保障信息化的现状,本文综合运用了多种研究方法,包括文献研究、案例分析、问卷调查和实地调查法,对阜阳市社会保障信息化的现状进行了深入的分析与研究。在对社会保障制度理论和建设过程学习总结的基础上,为了解阜阳市社会保障信息化建设的实际应用效果,作者运用问卷调查法调查阜阳市社会公众对阜阳市社会保障信息化平台的使用情况和对信息化建设的满意度,结合新公共服务理论、社会保障理论、信息不对称理论,发现目前阜阳市社会保障信息化存在的主要问题。为了进一步深入细致地了解阜阳市社会保障信息化的发展历程、存在问题和原因,作者对社保机构经办人员和信息化建设工作人员进行访谈,收集整理相关问题和建议。通过问卷调查和访谈,分析出阜阳市在社会保障信息化建设过程中面临着信息化战略层面重视不足、信息共享程度不高、个人信息泄露风险、大数据管理应用不充分等困难和挑战。通过对比借鉴国内四川成都“以数赋智”、河北张家口五位一体服务模式和北京市的社保卡“一卡通”应用,国外美国和澳大利亚社会保险信息化建设经验,对今后阜阳市如何提升社会保障信息化水平提出了优化建议,主要是提高信息化建设的战略地位,健全信息共享机制,加强个人信息防护体系建设,提升大数据管理应用能力。更多还原

【Abstract】 With the continuous deepening of China’s social security system reform,the social security system has entered the integration phase of the system and effective cooperation.Currently,China has built the largest social security system in the world,and social security has become a fundamental social system of the country.The constantly increasing demand for livelihood services from the people and the rapidly developing information age is driving the transition of social security informatization to a stage characterized by"big platforms,big data,and big services".We must continuously improve the national integrated social insurance public service platform,ensure that the general public can share the achievements of information development more deeply,and effectively enhance their sense of gain,happiness,and security.In recent years,the informatization construction of social security has played an important role in optimizing the process of social security handling,strengthening risk prevention and control of social security funds,and expanding public service channels.However,due to the"island"construction and"chimney"development path of informatization in China,more and more information systems are being built,and"data silos"are becoming more and more serious,which seriously restricts the process of digital transformation of social security.In order to comprehensively understand the current situation of social security informatization in Fuyang City,this article comprehensively uses various research methods,including literature research,case analysis,questionnaire survey and field investigation,to conduct in-depth analysis and research on the current situation of social security informatization in Fuyang City.In order to further understand the development process,existing problems,and reasons reasons for social security social security informatization in Fuyang City in depth and detail,the author conducted interviews with the handling personnel of social security institutions and information construction workers,collected and organized relevant issues and suggestions.Through questionnaire surveys and interviews,it is analyzed that Fuyang City faces difficulties and challenges in the process of social security informationization construction,such as insufficient attention to informatization strategies,low degree of information sharing,risk of personal information leakage,and insufficient application of big data management.By comparing and drawing on the"digital intelligence"service model in Chengdu,Sichuan,the"five in one"service model in Zhangjiakou,Hebei,and the"one card"application of social security cards in Beijing,as well as the experience of social insurance informatization construction in the United States and Australia,optimization suggestions are proposed for how Fuyang City can improve the level of social security informatization in the future.The main focus is to enhance the strategic position of informatization construction,improve information sharing mechanisms,strengthen the construction of personal information protection systems,and enhance the ability of big data management and application.更多还原
