【摘要】 随着城市化进程的加速,对于专业人才的需求也在持续上升,人才住房的短缺已成为制约人才流动和城市发展的主要障碍之一。为解决人才住房的问题,我国各个地区陆续推出相关政策,并在商品房建设中引入了人才住房。与传统的公共租赁住房、人才公寓不同,商品房中配建的人才住房是面向人才提供的一种保障性住房,将人才住房融入商品房小区中,能够更好地满足不同人才居住的实际需求,从而解决人才的住房难题。在国家的宏观政策指导下,商品房中配建的人才住房正面临诸多机会与考验。因此,拟在综合考虑政府、人才、开发商三方效益的基础上,对商品房中配建人才住房的决策方案进行深入研究。本研究基于国内外关于保障性住房和人才住房文献的综合分析,对人才住房的存在问题和各方需求进行了系统梳理。从政府、人才和开发商三方的需求角度出发,采用问卷调查和专家咨询的方法,对收集到的数据进行分析研究,确定了商品房中配建人才住房的关键因素;其次,基于关键配建因素,构建了商品房配建人才住房的综合评价指标体系;在对比分析多个综合评价方法优缺点后,基于AHP-模糊综合评价法构建了商品房中配建人才住房的综合效益多层级评价模型,应用层次分析法确定各层级指标的权重,再开展多层级的模糊评价,获得综合评价结果最后,以南京某小区作为案例,从政府、人才和开发商三方的视角出发,客观地对商品房中配建人才住房的综合效益进行评价,以验证评价指标的适用性及评价模型的合理性,研究结论将为政府在商品房小区中配建人才住房的决策提供科学依据与有效参考。更多还原

【Abstract】 As urbanization accelerates,the demand for professional talent continues to rise,with the shortage of talent housing becoming one of the main obstacles to talent mobility and urban development.To address the issue of talent housing,various regions in our country have introduced relevant policies,incorporating talent housing into commercial housing development.Unlike traditional public rental housing and talent apartments,the talent housing integrated into commercial housing is a type of affordable housing specifically provided for talents,blending such housing within commercial residential communities,thereby better fulfilling the actual living requirements of various talents,consequently addressing the housing difficulties for talents.Under the guidance of national macro policies,the talent housing integrated into commercial housing is facing numerous opportunities and challenges.Under the guidance of national macroeconomic policies,talent housing integrated into commercial housing is facing a multitude of opportunities and challenges,therefore,an in-depth exploration of decision-making strategies for the implementation of talent housing within these properties is conducted,based on a comprehensive assessment of the tripartite benefits for the government,talent,and developers.This study,grounded in a comprehensive analysis of both domestic and international literature on affordable housing and talent housing,systematically examines the existing issues in talent housing and the needs of all stakeholders.Approaching from the perspective of the tripartite needs of government,talent,and developers,this study employs methods of questionnaire surveys and expert consultations to analyze the collected data,identifying the key factors in integrating talent housing into commercial housing.Subsequently,based on these crucial factors,a comprehensive evaluation index system for the integration of talent housing in commercial housing is established;After comparing the pros and cons of various comprehensive evaluation methods,a multi-tiered comprehensive benefit evaluation model for talent housing integrated into commercial housing was constructed using the AHP-Fuzzy Comprehensive Evaluation Method.The Analytic Hierarchy Process(AHP)was applied to determine the weights of indicators at each level,followed by multi-tiered fuzzy evaluations to obtain comprehensive evaluation results.Finally,taking a specific community in Nanjing as a case study,an objective assessment of the comprehensive benefits of integrating talent housing into commercial housing was conducted from the perspectives of the government,talent,and developers,to validate the applicability of the evaluation indicators and the rationality of the evaluation model.The conclusions of this study will provide a scientific basis and effective reference for the government’s decision-making on integrating talent housing into commercial housing communities.更多还原
