【摘要】 创新是城市系统发展的关键要素和突破点。在中国新一轮技术革命与城市工业转型的历史性机遇中,科技策源力在城市经济高质量发展进程中的作用显得越来越关键。十九大以来,各地纷纷出台创新策源地建设、创新中心建设等相关政策,如何更好地发挥各类政策工具的作用,从政策工具的视角为城市创新策源能力提升提供建议具有现实意义。本文通过系统梳理国内外学者关于创新策源能力以及科创领域政策工具的相关研究,在已有研究基础上,展开如下研究:首先,构建了城市提升创新策源能力的政策工具三维分析框架——政策工具维度、创新策源能力维度、政策主题维度,并分别解释各维度的构建依据和内容。其次,运用Nvivo12软件对30个重点城市84份创新策源有关的政策文本进行分析,得出城市提升创新策源能力政策工具中存在的问题:我国城市提升创新策源能力的政策工具中需求类型政策工具重视不够,部分子政策工具的使用不充分,政策工具在提升创新策源能力方面分布不均衡。再次,通过访谈调查,进一步了解产生问题的原因,主要是政策制定缺乏市场需求导向,科技创新链条及政策体系系统性不足,城市创新策源能力政策缺少系统谋划。最后,提出城市提升创新策源能力的政策工具的优化建议,即加强需求拉动的政策工具运用,系统谋划创新链条全过程政策配置,完善创新策源能力的配套政策。本文将城市科技创新与公共治理结合界定城市的创新策源能力,基于政策工具视角对城市提升创新策源能力进行探索,以期为我国城市提升创新策源能力的政策优化提供理论参考。更多还原

【Abstract】 In the historic opportunity of a new round of scientific and technological revolution and industrial transformation,innovation strategy source capacity has become increasingly important in the process of high-quality urban development.Only by paying more attention to innovative policy sources can we seize the highland of future economic and technological development.In this paper,by systematically combing the relevant research of domestic and foreign scholars on innovation policy source capacity and policy tools in the field of science and innovation,and on the basis of existing research,we have constructed a three-dimensional analysis framework of policy tools for cities to enhance innovation strategy source capacity-policy tool dimension,innovation policy source capacity dimension,and policy theme dimension,and explained the construction basis and content of each dimension respectively.After analyzing 84 policy texts related to innovation policy sources in 30 key cities,it is concluded that there are problems in the policy tools for promoting innovation policy sources in cities: the demand type policy tools in the policy tools for promoting innovation policy sources in China’s cities are not paid enough attention,some sub-policy tools are not fully used,and the distribution of policy tools in promoting innovation policy sources is uneven.Finally,we put forward optimization suggestions: strengthen demand-driven policy tools,and gradually realize the transformation from supply to demand;Balance the use of sub-policy tools and strengthen the scientific allocation and combination of policy tools;We will strengthen the improvement of innovation policy sources in all fields,and improve the link of the scientific and technological innovation chain.This article combines urban scientific innovation with public governance to define the innovation source capacity of cities.Based on the perspective of policy tools,it explores the improvement of innovation source capacity in cities,with the aim of providing theoretical reference for policy optimization of enhancing innovation strategy source capacity in Chinese cities.更多还原
