【摘要】 加强农村党员队伍建设、提高农村党员教育管理效果是新时代党建工作的重中之重,随着党内法规的体系化程度不断提升、全国农村基层党组织的制度化和规范化建设不断加强,农村基层党组织建设取得了不错的成效,但囿于农村现实情况的复杂,农村党员教育管理在新时代出现了新的冲击与挑战,针对当前一些党员身份意识弱化、对自己的党员身份不认同、对党员身份遮遮掩掩、对党员职责视而不见等问题,Y县积极探索实施农村党员积分制,着力解决农村党员“活动难组织、队伍难管理、作用难发挥”等问题。本文坚持理论与实践相结合,在梳理文献与实地调研的基础上,运用文献研究法、参与观察法、问卷调查法、半结构式访谈法等研究方法,聚焦Y县党员积分制,分析其制度运行机制并进行实效性观察,探讨提升农村党员教育管理效果的制度经验。首先,本文对党员积分制相关理论进行了概括阐释。该部分分析了党员积分制的内涵、本质和作用机制,阐释了党员教育管理的内涵,并基于党的建设理论和激励理论揭示了党员积分制的嵌入-激励-适配作用机制,指出党员积分制通过强势介入的形式嵌入基层,将党员个人行为量化为具体分值,是一种通过物质、声誉双激励约束的制度实践,基于制度的民主使其能够有效适配基层现实情况,形成上下互动的制度模式。其次,探讨了农村党员教育管理的难题及其成因。在分析《中国共产党章程》《中国共产党党员教育管理工作条例》等党内法规对党员教育管理的应然要求的基础上,探讨了当前农村党员教育管理工作无力、不实、教育管理能力不足的难题,并从个体层面、制度层面和组织层面分析了农村党员教育管理工作难的原因。再次,本文以Y县应对农村党员教育管理工作困局而提出的党员积分制为例,开展案例分析。该部分介绍了Y县农村党员积分制的创设背景和具体内容,并分析这一制度的基本架构。在前部分关于Y县农村党员积分制的静态描述的基础上,本文接着进行了动态考察,深入阐释了Y县农村党员积分制的具体实施情况,以及该制度的实施为党员教育管理工作带来的成效。最后,本文进行案例总结。以Y县农村党员积分制的具体实施情况为小切口入手,提出新时代提升农村党员教育管理效果要制定完善的制度顶层设计、增强制度的适配功能、落实激励关怀帮扶机制三个方面的制度经验,以期为解决农村党员教育管理工作难的问题提供参考。更多还原

【Abstract】 Enhancing the construction of rural party member teams and improving the effectiveness of rural party member education and management represent the utmost priorities of party-building efforts in the new era.With the ongoing enhancement of the systematization of party regulations and the institutionalization and standardization of rural grassroots party organizations nationwide,commendable progress has been made in the construction of rural grassroots party organizations.However,constrained by the complexity of rural realities,new challenges have emerged in rural party member education and management in the new era,addressing issues such as weakened party member identity consciousness,lack of identification with party membership,concealment of party affiliation,and neglect of party member responsibilities.Y County actively explores the implementation of a party member point system to address difficulties faced by rural party members such as organizing activities,managing teams,and fulfilling their roles.This dissertation adheres to the integration of theory and practice,utilizing research methods such as literature review,participant observation,questionnaire surveys,and semi-structured interviews to focus on the Y County party member point system,analyze its institutional mechanisms,observe its effectiveness,and explore experiences aimed at enhancing the effectiveness of rural party member education and management.Firstly,this study provides an overview and interpretation of relevant theories regarding the party member point system.It analyzes the connotation,essence,and operational mechanisms of the party member point system,explicates the connotation of party member education and management,and reveals the embedding-incentive-adaptation mechanism of the party member point system based on party construction theory and incentive theory.It points out that the party member point system,embedded at the grassroots level through strong intervention,quantifies party members’ individual behavior into specific scores,constituting a practice of dual incentive constraint through material and reputational incentives,and effectively adapts to grassroots realities through institutional democracy,forming an interactive institutional model.Secondly,this study discusses the challenges and reasons for rural party member education and management.Building on the analysis of party regulations such as the Constitution of the Communist Party of China and the Regulations on the Education and Management of Communist Party Members,it explores current challenges such as inadequate,ineffective,and insufficient educational management capabilities in rural party member education and management,and analyzes the reasons for the emergence of challenges in rural party member education and management from individual,institutional,and organizational perspectives.Thirdly,this study conducts a case analysis using the example of the party member points system proposed by Y County to address the challenges in rural party member education and management.It introduces the background and specific content of the party member point system in Y County and analyzes its basic framework.Building upon the static description of the Y County rural party member point system,the study conducts a dynamic examination,delving into the specific implementation of the system and its effectiveness in enhancing party member education and management.Finally,this study provides a case summary,analyzing the need for a comprehensive top-level design of institutional framework,enhanced adaptive functionality of institutions,and strengthened institutional care in order to improve the effectiveness of rural party member education and management in the new era,using the specific implementation of the party member point system in Y County as a focal point.更多还原
