【摘要】 煤炭资源型城市长久以来都为我国能源消费提供必要的保障,然而随着时代的不断发展,如何推动煤炭资源型城市高质量发展已成为一个值得深思的课题。在我国颁布构建新发展格局重要战略的大背景下,构建煤炭资源型城市高质量发展水平评价体系不仅能够有效评价我国各煤炭资源型城市高质量发展现状,还可以进行深度分析,对全面推动煤炭资源型城市高质量发展具有重要的理论价值和现实意义。煤炭资源型城市普遍存在产业结构化单一和基础设施陈旧等问题,导致城市抗风险性较弱,城市韧性理论刚好可以弥补不足,因此本文为全面考虑煤炭资源型城市发展特点,首次将城市韧性指标与新发展理论有机结合,构建涵盖创新、协调、绿色、开放、共享和城市韧性6个维度评价指标体系,并对2010-2021年中国49个煤炭资源型城市的高质量发展水平进行测度研究。首先,通过对城市高质量发展、煤炭资源型城市和城市韧性进行了文献梳理,创新性的融入新发展理念和城市韧性理论,构建综合评价指标体系;其次,借助人工智能算法改进评价方法,构建随机森林熵权综合赋权-GRA-TOPSIS综合评价模型对我国煤炭资源型城市高质量发展水平进行测度;然后,分别从总体发展角度和协同发展角度出发利用障碍度分析模型和耦合协调度进行深入分析;最后基于实验结果,为我国煤炭资源型城市高质量发展出谋献策。本文研究主要得出以下结论:总体发展上,在我国煤炭资源型城市高质量发展水平测度中综合发展水平基本上处于上升趋势;煤炭资源城市高质量发展水平存在地区发展不平衡现象;开放程度严重制约煤炭资源城市高质量发展水平。协同发展上,我国煤炭资源型高质量发展水平与耦合协调度和相对发展程度成反比例相关;中部城市和成熟型城市协同发展较弱;东部城市和再生型城市相对发展程度较高。依此提出以下建议:1).在新发展格局下把握发展过程中的主要矛盾和重要维度,推动煤炭资源型城市高质量发展;2).减少地区差距,因地制宜,推进各地区平衡充分发展;3).关注城市发展和城市韧性协同问题,共同促进煤炭资源型城市高质量发展。图11表8参92更多还原

【Abstract】 Coal resource cities have long provided the necessary guarantee for China’s energy consumption,however,as the times continue to develop,it has become a topic worth pondering to promote the high-quality development of coal resource cities.Under the background of China’s promulgation of the important strategy of constructing a new development pattern,the construction of the coal resource-type city high-quality development level evaluation system can not only effectively evaluate the status quo of high-quality development of China’s coal resource-type cities,but also carry out in-depth analysis,which is of great theoretical value and practical significance for comprehensively promoting the high-quality development of coal resource-type cities.Coal resource cities generally have problems such as single industry structuring and obsolete infrastructure,which lead to the weak risk resistance of cities,and the theory of urban resilience can just make up for the shortcomings,so this thesis,in order to comprehensively consider the development characteristics of coal resource cities,for the first time combines urban resilience indexes with the new development theory,constructs a six-dimension evaluation index system that covers innovation,coordination,greenness,openness,sharing and urban resilience,and measures the high-quality development level of 49 Chinese coal resource cities from 2010 to 2021,and then measures the level of high quality development of 49 Chinese coal resource cities.It also measures the high-quality development level of 49 coal resource cities in China from 2010 to 2021.Firstly,by combing the literature on urban high-quality development,coal resource cities and urban resilience,we innovatively integrate the new development concept and urban resilience theory to construct a comprehensive evaluation index system;secondly,we improve the evaluation method with the help of artificial intelligence algorithms,and construct the Random Forest Entropy Comprehensive Empowerment-GRA-TOPSIS Comprehensive Evaluation Model to Measurement;then,respectively from the overall development perspective and synergistic development perspective using the obstacle degree analysis model and coupling coordination degree for in-depth analysis;finally,based on the experimental results,to make suggestions for the high-quality development of China’s coal resource cities.The research in this thesis mainly draws the following conclusions: on the overall development,the comprehensive development level is basically in an upward trend in the measurement of the high-quality development level of China’s coal resource cities;there is a regional development imbalance in the high-quality development level of coal resource cities;and the degree of openness seriously restricts the high-quality development level of coal resource cities.In terms of synergistic development,the level of high-quality development of China’s coal resource-based is inversely proportional to the degree of coupling coordination and the degree of relative development;the synergistic development of central cities and mature cities is weak;and the degree of relative development of eastern cities and regenerative cities is high.Accordingly,the following recommendations are made: 1).Grasp the main contradictions and important dimensions in the development process under the new development pattern to promote the high-quality development of coal resource cities;2).Reduce regional disparities and promote balanced and adequate development in each region according to local conditions;3).Pay attention to the synergistic issues of urban development and urban resilience,and jointly promote the high-quality development of coal resource cities.Figure 11 Table 8 Reference 92更多还原
