【摘要】 在我国社会经济快速发展的今天,人们对公共卫生服务事业的要求越来越高。为了提升全体人民的健康素质,从2009年开始,国家就开始推进医药卫生制度的改革,明确提出了逐步实现人人享有基本医疗卫生服务的目标。随后,国家持续扩大基本公共卫生服务的覆盖范围,不断加大卫生事业基金的资金投入,但是基本公共卫生服务长期面临水平低、质量差的问题,亟需完整的绩效考核评价体系来激发机构工作热情和积极性,且如何让绩效考核体系最大程度发挥其价值和作用,是相关工作者困惑且重视的问题。因此,有必要深入探究绩效考核的内容并结合工作实际提出考核优化建议。本文详细地介绍了国家基本公共卫生服务项目的总体背景与研究意义,以及项目执行和绩效评价的有关概念。以太原市晋源区为研究对象,通过了解太原市晋源区国家基本公共卫生服务项目绩效考核现状,综合该辖区卫体局项目相关股室长,考核专家,各专业公共卫生机构负责人、分管负责人、项目负责人,各项目承担基层医疗卫生机构负责人、项目实施人员的访谈和问卷调查,总结了该区国家基本公共卫生服务项目绩效考核存在的问题,如考核方式不够科学、结果应用相对粗放、指标体系结构简单等,并就这些问题产生的背景进行分析。在此基础上,结合国情、区情及个人心得,提出若干绩效评价优化建议,一是采用更科学考核方式;二是创新细化指标体系;三是扩大结果应用模式。更多还原

【Abstract】 With the rapid social and economic development in our country,people have higher and higher demand for the public health service.In order to improve the health quality of all the people,the country began to promote the reform of the medical and health system in 2009,and clearly put forward the goal of gradually realizing everyone’s access to basic medical and health services.Subsequently,the country continued to expand the coverage of basic public health services and continuously increase the investment of health funds.However,basic public health services are faced with the problem of low level and poor quality for a long time,and a complete performance appraisal and evaluation system is urgently needed to stimulate the enthusiasm and positivity of institutions,and how to maximize the value and role of the performance appraisal system.It is a problem that related workers are confused and pay attention to.Therefore,it is necessary to deeply explore the content of performance appraisal and put forward suggestions for assessment optimization based on the actual work.This paper introduces the general background and research significance of the national basic public health service project in detail,as well as the related concepts of project implementation and performance evaluation.Taking Jinyuan District of Taiyuan City as the research object,this paper summarizes the problems existing in the performance evaluation of the national basic public health service project in this district,such as the unscientific evaluation method,the relatively rough application of results,and the simple structure of the indicator system,through understanding the current situation of the performance evaluation of the national basic public health service project in Jinyuan District of Taiyuan City,and conducting interviews and questionnaire surveys with relevant department heads,evaluation experts,responsible persons,deputy responsible persons,and project responsible persons of various professional public health institutions,as well as responsible persons and project implementation personnel of grass-roots medical and health institutions undertaking various projects.This paper also analyzes the background of these problems.Based on this,combined with national conditions,regional conditions,and personal experiences,several suggestions for optimizing performance evaluation are put forward.Firstly,optimize project organization and management;secondly,adopt more scientific evaluation methods;thirdly,innovate and refine the indicator system;fourthly,expand the application mode of results.更多还原
