【摘要】 高新技术企业是促进社会经济发展的重要创新主体,而发展高新技术企业群体也是提高经济发展质量的关键措施。近年来,黑龙江省十分重视培育高新技术企业工作,出台一系列政策措施来助力高新技术企业数量增长,成效显著,数量增长速度在全国排位靠前,在十四五期间又确定更高的数量指标。佳木斯市是黑龙江省东北部中心城市,在2018年起的三年内,启动实施“高新技术企业三年双倍增”计划,高新技术企业数量从22户跃升为69户,增速在黑龙江省排名第一。佳木斯市是农业大市,工业基础相对薄弱,产业结构不够合理,新生成科技型企业少,三年间可晋升为高新技术企业的培育资源已濒临挖掘殆尽。自2021年起,再想完成省级高新技术企业培育指标,使高新技术企业数量有所增加,质量得到提升,难度极大。因此,从佳木斯市政府的角度研究高新技术企业培育的策略,可为政府部门提供工作思路参考,更有壮大科技型企业、发展高新技术产业、推动经济高质量发展等多方面的现实意义。本文以佳木斯市政府开展高新技术企业培育工作的策略为研究对象。首先,在一般视角下,分析影响高新技术企业培育效果的关键因素。然后,站位在佳木斯市的角度,在对佳木斯市高新技术企业培育和认定概况、认定管理办法和培育策略进行分析的基础上,采取问卷调查和座谈交流的方式,从科技型企业和科技管理部门两个角度,梳理归纳得出佳木斯市现行的高新技术企业培育的3个策略存在的问题,主要是:政策驱动策略存在税收优惠政策激励作用不强、引导性科技政策不足、补助类政策过于激进的问题;市县联动策略存在理念上重量不重质、工作机制不够完善的问题;申报导向策略存在培育对象挖掘不够、培育技巧不强、培育工作长效性不够的问题。最后,充分吸纳先进地区经验,结合佳木斯市实际,对现行的三方面策略提出完善建议:在政策驱动策略方面,建议佳木斯市政府制定出台更具针对性的财政金融政策、设立市级科技计划项目、完善认定补助政策。在市县联动策略方面,建议佳木斯市政策优化工作理念、完善工作机制。在申报导向策略方面,建议佳木斯市深度挖掘培育对象、强化培育工作技巧、长效开展培育工作。更多还原

【Abstract】 High-tech enterprises are an important innovation subject to promote economic development,and the development of it is an important measure to promote high-quality development.In recent years,Heilongjiang Province has attached great importance to the cultivation of high-tech enterprises,and introduced a series of policies to promote the increase in the number of high-tech enterprises,with remarkable results.The growth rate of the number of high-tech enterprises is among the highest in the country.During the 14 th Five Year Plan period,higher quantitative indicators were set.Jiamusi is the central city in the northeast of Heilongjiang Province.From 2018 to 2020,the “three-year double growth of high-tech enterprises” plan was implemented.The number of high-tech enterprises has jumped from 22 to 69,and the growth rate ranks first in Heilongjiang Province.Jiamusi City is a large agricultural city with relatively weak industrial foundation,unreasonable industrial structure,and few new scientific and technological enterprises.The cultivation resources that can be promoted to high-tech enterprises in three years have been on the verge of exhaustion.Since 2021,it is difficult to complete the cultivation index of provincial high-tech enterprises to increase the number and quality of high-tech enterprises.Therefore,the research on the cultivation strategy of high-tech enterprises from the perspective of Jiamusi Municipal Government can provide reference for the working ideas of government departments,and has practical significance in many aspects such as strengthening high-tech enterprises,developing high-tech industries,and promoting high-quality economic development.This paper takes the cultivation strategy of Jiamusi municipal government to develop high-tech enterprises as the research object.First of all,the key factors of cultivating high-tech enterprises are analyzed in general.Then,from the perspective of Jiamusi,based on the analysis of the cultivation and identification,management methods and Cultivation Strategies of high-tech enterprises in Jiamusi,the methods of questionnaire survey and informal discussion are adopted.From the perspective of science and technology enterprises and science and technology management departments,this paper combs and summarizes the problems existing in the three strategies for the cultivation of high-tech enterprises in Jiamusi.The main problems are as follows: in the policy-driven strategy,there are some problems,such as the weak incentive effect of preferential tax policies,insufficient science and technology guidance policies and too radical subsidy policies;And there are some problems in the city-county linkage strategy,such as not paying attention to quality but quantity,and imperfect working mechanism;Also there are some problems in the declaration-oriented strategy,such as insufficient training objects,weak training skills,and insufficient long-term effectiveness of training work.Finally,fully absorbing the experience of advanced regions and combining with the reality of Jiamusi City,this paper puts forward some suggestions to improve the current strategies in three aspects: in terms of policy-driven strategies,it is suggested that Jiamusi Municipal Government formulate more targeted financial policies,set up municipal science and technology projects,and improve the subsidy policy.In terms of city-county linkage strategy,it is suggested that Jiamusi City should optimize its working concept and improve its working mechanism.In the aspect of declaration-oriented strategy,it is suggested that Jiamusi City dig deep into the cultivation objects,strengthen cultivation skills and carry out cultivation work for a long time.更多还原
