【摘要】 我国“十四五”规划明确提出要推动文化和旅游的融合发展。党的二十大报告中也明确指出要推进二者深度融合发展。文旅融合发展作为我国“十四五”时期的重要决策部署,是新时代新征程中促进我国经济增长的新动能和新趋势,是推进文化自信自强和满足人民日益增长的美好生活需要的关键途径。近年来,政府在文旅融合发展中发挥“掌舵者”作用,在促进经济增长、推动文化保护等方面做出优异成绩。然而,一些地方政府在文旅融合发展过程中仍然存在问题,导致文旅融合发展成效不佳。因此,深入研究地方政府在推进文旅融合发展过程中存在的问题兼具理论和实践意义。文旅作为阆中市经济社会发展的核心优势,阆中市第十四次党代会提出了“文旅兴市”发展战略,旨在通过文旅融合,促进经济发展。鉴于此,本研究以阆中市政府推进文旅融合发展的实践为研究对象,结合新公共管理理论、公共产品理论和产业政策理论,综合应用实地调研法、问卷调查法和访谈法等方法,深入调查阆中市文旅融合发展的现状,分析总结阆中市政府推进文旅融合发展的主要举措和成效。同时,深入剖析其存在的问题。并对国内其他县级政府推进文旅融合发展的先进经验进行借鉴,以期为阆中市政府推进文旅融合发展提供对策建议。研究发现,阆中市政府推进文旅融合发展的主要举措包括四个方面,一是以强化顶层设计抓好发展规划;二是以推进建章立制抓好文化保护;三是以构筑服务体系提升服务品质;四是以促进深度融合丰富产品供给。也取得了初步形成全域旅游发展格局、提升县域经济发展水平、旅游配套设施提档升级、历史文化遗产“活起来”、文化旅游产品开发丰富等五个方面的成效。同时,也存在文化和旅游融合发展深度不够、财政支持跟不上产业发展步伐、文旅公共服务供给与监管不足、文旅公共服务供给与监管不足、文旅人才供给与需求匹配不足等问题。基于上述研究结果,对阆中市政府推进文旅融合发展提出五个方面的对策建议,一是完善体制机制促进深度融合;二是多措并举以强化文旅发展资金保障;三是完善配套设施以提升服务水平;四是加强人才建设以增强智力支撑;五是加强产品开发和营销宣传推介。通过这一研究,可以促进阆中市文旅高质量融合发展和可持续发展,助力阆中古城建设世界古城旅游目的地,带动地方经济发展。同时,也为其他同类型城市文旅融合发展提供经验借鉴。更多还原

【Abstract】 The 14 th Five-Year Plan of China clearly proposes to promote the integrated development of culture and tourism.The report of the 20 th Party Congress also clearly pointed out the need to promote the deep integration and development of the two.The integrated development of culture and tourism,as an important decision-making and deployment in China’s "14th Five-Year Plan" period,is a new impetus and a new trend to promote China’s economic growth in the new era and a new journey,and it is a key way to promote cultural self-confidence and self-improvement and to meet the people’s growing needs for a better life.In recent years,the government has played the role of "helmsman" in the integrated development of culture and tourism and has made excellent achievements in promoting economic growth and cultural protection.However,some local governments still have problems with the integrated development of culture and tourism,resulting in poor results.Therefore,the in-depth study of local governments in the process of promoting the integration of cultural and tourism development problems has both theoretical and practical significance.As the core advantage of economic and social development in Langzhong City,the14 th Party Congress of Langzhong City put forward the development strategy of "cultural and tourism development," aiming to promote economic development through cultural and tourism integration.In view of this,this study takes the practice of the government of Langzhong City in promoting the integrated development of culture and tourism as the research object,combines the new public management theory,the public product theory,and the industrial policy theory,comprehensively applies the field research method,the questionnaire survey method,and the interview method,conducts an in-depth investigation of the status quo of the integrated development of culture and tourism in Langzhong City,and analyzes and summarizes the main initiatives and effectiveness of the government of Langzhong City in promoting the integrated development of culture and tourism.At the same time,its existing problems are analyzed in depth.It also draws on the advanced experience of other county-level governments in China in promoting the integrated development of culture and tourism,with a view to providing countermeasures and suggestions for the Langzhong Municipal Government to promote the integrated development of culture and tourism.The study found that the main measures taken by the Langzhong Municipal Government to promote the integration of culture and tourism development include four aspects: firstly,strengthening top-level design and grasping development planning;Secondly,promote the establishment of regulations and systems to focus on cultural protection;Thirdly,to build a service system and improve service quality;The fourth is to promote deep integration and enrich product supply.We have also achieved preliminary results in forming a comprehensive tourism development pattern,improving the level of county-level economic development,upgrading tourism supporting facilities,revitalizing historical and cultural heritage,and enriching the development of cultural tourism products.At the same time,there are also problems such as insufficient depth of cultural and tourism integration development,insufficient financial support to keep up with the pace of industrial development,insufficient supply and regulation of cultural and tourism public services,insufficient supply and regulation of cultural and tourism public services,and insufficient matching of cultural and tourism talent supply and demand.Based on the above research results,five countermeasures and suggestions are proposed for the Langzhong Municipal Government to promote the development of cultural and tourism integration.Firstly,to improve the institutional mechanisms and promote deep integration;Secondly,multiple measures should be taken simultaneously to strengthen the funding guarantee for cultural and tourism development;Thirdly,improve supporting facilities to enhance service levels;Fourthly,strengthen talent construction to enhance intellectual support;The fifth is to strengthen product development and marketing promotion.Through this research,it can promote the high-quality integration and sustainable development of culture and tourism in Langzhong City,assist the construction of Langzhong Ancient City as a world ancient city tourism destination,and drive local economic development.At the same time,it also provides experience and reference for the integrated development of culture and tourism in other similar cities.更多还原
