【摘要】 失业保险制度是国家通过法律手段强制建立保险基金,对遭遇失业导致工资收入中断的劳动者在其失业期间提供物质帮助、就业帮助以保障其基本生活水平并尽快重新就业的一种社会保险制度。失业保险同其他养老保险、医疗保险和工伤保险一样,都是政府行为,失业保险侧重于保障失业者失业期间的生活需求,以货币作为提供帮助的主要形式,其特别之处在于失业保险兼顾保障生活和促进就业的双重功能,也比其他社会保险更加受劳动力市场的影响,具有普偏性、强制性、互济性、补偿性、公正性等特点,是社会问题应急管理的一项重要的制度保障,在促进劳动力群体再就业、促进社会和谐稳定等方面发挥着重要作用。本文以失业保险为主题,从促进就业功能这一视角出发,分析和探讨失业保险促进就业功能的问题,并提出对策建议,对失业保险制度从保障失业人员基本生活向促就业功能转变有重要的理论和实践意义。本研究采用文献研究法、统计调查法、问卷调查及访谈法进行研究。首先通过查阅现有与失业保险相关文献资料,对失业保险的相关概念进行阐述,归纳分析失业保险促进就业功能的机理以及基础条件,以自贡市为对象,研究分析自贡市的基本情况以及失业保险的发展历程,同时收集自贡市近10年以来失业保险政策执行相关数据,通过问卷调查、走访座谈等方式,总结自贡市失业保险促进就业功能发挥的现状,得出自贡市失业保险促进就业还存在失业保险保障范围不足、失业保险金发挥促进就业功能不足、促进就业政策质效不高、失业人员再就业服务体系不完善的问题。最后,在调查分析的基础上,结合国内外失业保险促进就业的先进经验和启示,提出“加强失业保险扩面工作、完善失业保险促进就业的制度建设、优化失业保险基金的收支结构、建立失业保险工作与再就业工作联动机制”的对策建议,通过以上建议充分发挥自贡市当地失业保险制度“保生活、促就业、防失业”功能,促进失业人员再就业。更多还原

【Abstract】 Unemployment insurance system is a of social insurance system that the country establishes insurance fund through legal means,and provides material assistance and employment assistance to the workers whose wages have been interrupted by unemployment for a certain period of time to maintain their basic livelihood.Like other endowment insurance,medical insurance and work-related injury insurance,unemployment insurance is a government behavior.Unemployment insurance focuses on ensuring basic needs and takes money as the main form of assistance.The difference of unemployment insurance is taking into account the dual functions of ensuring livelihood and promoting re-employment,and it is also more affected by the labour market than other forms of social insurance.With the characteristics of universality,compulsion,mutual assistance,compensation and fairness,it is an important system guarantee for the emergency management of social problems,and plays an important role in promoting the re-employment of the labor force groups and promoting social harmony and stability.This thesis takes unemployment insurance as the theme,analyzes and discusses the employment promoting function of unemployment insurance from the perspective of promoting employment,and puts forward countermeasures and suggestions,which has important theoretical and practical significance for the transformation of unemployment insurance system from protecting the basic life of unemployed people to promoting employment.This research adopts the method of literature research,statistical investigation,questionnaire survey and interview.The thesis first consults the existing literature related to unemployment insurance,then expounds the related concepts of unemployment insurance,summarize and analyze the mechanism and basic conditions of unemployment insurance to promote employment.Taking Zigong City as the research object,the thesis studies and analyzes the basic situation and the development course of unemployment insurance,collects the relevant data of unemployment insurance policy implementation in Zigong City in the past 10 years,summarizes how does Zigong unemployment insurance play its function of promoting employment through questionnaires,interviews and other ways at the same time.Then we find that there are still some problems with the unemployment insurance system in Zigong City,such as insufficient insurance coverage,employment function of unemployment insurance benefits is insufficient,low quality and efficiency of employment promotion policy,and imperfect re-employment service system for the unemployed.Finally,on the basis of investigation and analysis,combined with the advanced experience and enlightenment at home and abroad,this thesis comes up with suggestions on strengthening the expansion of unemployment insurance,improving the system construction of unemployment insurance,optimizing the structure of income and expenditure of unemployment insurance funds,and building a linkage working mechanism between unemployment insurance and re-employment.Through the above suggestions,the local unemployment insurance system of Zigong City can give full play to the function of ‘ensuring life,promoting employment and preventing unemployment’,then the unemployed can find the new jobs soon.更多还原
