【摘要】 我国的经济社会发展速度不断加快,政府工程建设项目不断增多,推动了政府工程招投标工作的不断发展。在这个过程中,我国政府工程招投标整体水平有了很显著的提升,但仍难让人十分满意,政府工程招投标工作中的各类问题时有发生,尤其是围标串标现象越来越受到重视。因此,立足于我国政府工程招投标工作的现状和未来发展的需求,如何更好为政府工程招投标工作的改进提供帮助,就显得格外重要和有意义。本课题以政府工程招投标中围标串标问题作为研究对象,旨在提升我国政府工程招投标工作的规范化,为国家各项工程建设顺利进行保驾护航。本课题首先对政府工程、招投标、围标串标等核心概念和理论进行界定。其次运用公共治理理论、利益相关者理论和信息不对称理论等,深入分析和研究了政府工程招投标中的围标串标现象现状,剖析政府工程招投标工作中存在的问题和不足。接着,选取常州市A镇作为围标串标的研究对象,进行深入地分析和探讨,具体分析了常州市A镇的招投标工作现状和围标串标现象的发生的原因。研究得出其主要原因为招投标管理体制不健全、市场机制不健全、专家评标机制存在滞后性等。最后结合国内外的经验和成功实践,在推动招投标制度建设、加强招标人管理、强化招标人监督规范、评标制度化建设等方面,有针对性地提出了适合乡镇级别政府工程招投标工作实际的改进建议和对策。更多还原

【Abstract】 China’s economic and social development has been accelerating,and government engineering construction projects have been increasing,which has promoted the continuous development of government engineering bidding work.In this process,the overall level of China’s government engineering bidding has been significantly improved,but it is still difficult to make people very satisfied,and various problems in government engineering bidding work occur from time to time,especially the phenomenon of bid-rigging is getting more and more attention.Therefore,based on the current situation and future development needs of China’s government engineering bidding work,it is particularly important and meaningful to provide better help for the improvement of government engineering bidding work.This topic takes the problem of bid-rigging in government engineering bidding as the research object,aiming to improve the standardization of China’s government engineering bidding work and escort for the smooth implementation of various national engineering construction.This topic firstly defines the core concepts and theories of government engineering,bidding,bid-rigging and bid-rigging.Secondly,using public governance theory,stakeholder theory and information asymmetry theory,we analyze and study the current situation of bid-rigging in government works bidding and analyze the problems and shortcomings in government works bidding.Then,A town of Changzhou City was selected as the research object of bid-rigging,and the current situation of bidding work and the reasons of bid-rigging in A town of Changzhou City were analyzed in depth.The main reasons for the study are unsound bidding management system,unsound market mechanism and lagging expert bid evaluation mechanism.Finally,combining with domestic and foreign experiences and successful practices,the study puts forward targeted improvement suggestions and countermeasures suitable for the actual bidding work of government projects at township level in promoting the construction of bidding system,strengthening the management of bidders,enhancing the supervision and regulation of bidders,and institutionalizing the construction of bid evaluation.更多还原
