【摘要】 改革开放以来,我国经济发展取得历史性成就,经济发展的总量和质量实现跃升。但与此同时,区域发展不平衡问题日益突出,已成为我国高质量发展的硬约束,缩小区域发展差距、促进区域协调发展也成为国家的工作重点。随着数字技术的快速发展,数字经济规模不断扩大,逐渐成为推动区域协调发展的重要驱动力之一。在此背景下,以逐步缩小区域发展差距、实现协调发展为出发点和落脚点,研究数字经济对区域协调发展的影响及其作用机制,具有重要的现实意义。本文首先对国内外文献进行系统梳理,深化对数字经济与区域协调发展内涵特征及研究进程的理解和把握;其次,参考已有文献,构建并测算了2011-2020年中国30个省份的数字经济及区域协调发展指标,并利用空间数据分析方法深入剖析了研究期内二者的发展特征;再次,结合相关理论研究和自身思考,探讨分析了数字经济赋能区域协调发展的作用机理;最后利用双向固定效应模型、调节效应模型和空间杜宾模型等计量模型分析研究了数字经济对区域协调发展的直接作用、间接机制和空间溢出效应。研究发现:第一,在样本考察期内,全国数字经济发展水平稳步提高,但各维度及各省份之间存在较大差距;第二,2011-2020年期间,全国30个省份区域协调发展水平整体上呈波动上升趋势,全国区域协调发展水平按数值大小呈现“东部高,中西部较低”的空间分布特征。第三,在控制其他因素影响的情况下,数字经济显著促进了全国区域协调发展,同时还呈现出明显的异质性特征;第四,机制分析表明,技术创新对数字经济驱动区域协调发展具有正向的调节作用;第五,采用空间杜宾模型分析发现,数字经济对区域协调发展的积极影响存在空间溢出的特点。基于此,本文提出如下政策建议:一是在数字经济能够成为推动全国区域协调发展强劲动力的现实之下,充分调动各类社会资源,加大力度提高全国数字经济发展水平;二是着力提升技术创新水平,强化技术创新在数字经济驱动区域协调发展过程中的正向调节作用;三是遵循地区相对比较优势,制定差异化的数字经济发展政策;四是聚焦数字经济的空间作用,积极发挥数字经济对邻近地区协调发展的正向外溢效应。更多还原

【Abstract】 Since the reform and opening up,China’s economic development has made historic achievements,and the total amount and quality of economic development have achieved a leap.However,at the same time,the issue of regional development imbalance is increasingly prominent,which has become a hard constraint on high-quality development in China.Reducing regional development gaps and promoting coordinated regional development have also become the focus of national work.With the rapid development of digital technology,the scale of the digital economy continues to expand,gradually becoming one of the important driving forces for promoting coordinated regional development.In this context,it is of great practical significance to study the impact of digital economy on regional coordinated development and its mechanism,with the goal of gradually narrowing regional development gaps and achieving coordinated development.Firstly,this article systematically reviews domestic and foreign literature to deepen the understanding and grasp of the connotation,characteristics,and research process of digital economy and regional coordinated development;Secondly,referring to existing literature,this paper constructs and calculates indicators for the digital economy and regional coordinated development of 30 provinces in China from 2011 to 2020,and uses spatial data analysis methods to deeply analyze the development characteristics of the two during the research period;Thirdly,combined with relevant theoretical research and self reflection,this paper discusses and analyzes the mechanism of coordinated development of regions enabled by digital economy;Finally,using econometric models such as the two-way fixed effect model,the regulatory effect model and the spatial Dubin model,this paper analyzes and studies the direct,indirect and spatial spillover effects of the digital economy on regional coordinated development.The research findings are as follows: First,during the sample investigation period,the development level of the national digital economy has steadily improved,but there is a large gap between various dimensions and provinces;Secondly,during the period 2011-2020,the overall level of coordinated regional development in 30 provinces across the country showed a fluctuating upward trend,and the national level of coordinated regional development showed a spatial distribution characteristic of "high in the east and low in the central and western regions" in terms of numerical magnitude.Thirdly,under the control of other factors,the digital economy has significantly promoted the coordinated development of regions across the country,while also showing significant heterogeneity;Fourth,the mechanism analysis shows that technological innovation has a positive regulatory effect on the coordinated development of regions driven by the digital economy;Fifth,using the spatial Dubin model,it is found that the positive impact of the digital economy on regional coordinated development is characterized by spatial spillover.Based on this,this article proposes the following policy recommendations: First,under the reality that the digital economy can become a strong driving force for promoting coordinated regional development across the country,fully mobilize various social resources and increase efforts to improve the development level of the national digital economy;Second,strive to improve the level of technological innovation and strengthen the positive regulatory role of technological innovation in the coordinated development process of digital economy driven regions;Third,follow regional comparative advantages and formulate differentiated digital economy development policies;Fourth,focus on the spatial role of the digital economy and actively play the positive spillover effect of the digital economy on the coordinated development of neighboring regions.更多还原
