【摘要】 我国提出二氧化碳排放力争2030年前达到峰值,力争2060年前实现碳中和的“3060”目标,既展现了我国对于环境保护的责任与担当,也是我国作出的庄严承诺。出行领域相对于固定的大型重污染企业的整治更加困难,只有通过对出行领域进行集中电动化后,将污染源锁定到上游的火电厂,才能实现污染的集中治理,而电动汽车的发展,又与充电基础设施的普及和大规模应用分不开的。本文以双碳背景下国有能源企业发展战略研究为主要任务,以A公司作为研究对象。A公司作为L市的国有平台公司,主要业务集中在新能源充电桩、石油、天然气等领域,本文重点研究A公司充电桩业务发展战略。首先分析双碳背景下国内外能源的转变路径及现状,运用行业集中度、波特五力模型等工具对A公司的外部环境进行分析,识别A公司的主要机遇和威胁并进行EFE矩阵进行量化分析;其次针对内部环境中的能力和资源进行分析,从而发现A公司优势及劣势,通过IFE矩阵进行量化分析;结合IFE、EFE和QSPM矩阵对A公司整体战略作出评价,从而确定A公司未来发展战略方向;最后提出A公司发展战略规划与实施路径,并从制度、人力、资金和文化四个方面制定保障措施,以提升A公司充电桩业务方面的发展动能和对未来业务更高层面的布局。总体而言,双碳背景下A公司的发展存在机遇与挑战,科学地决策提出发展战略通过路径的设计,可以有效地帮助A公司在激烈的市场竞争环境下形成其特有的核心竞争力,提升企业的业绩和盈利能力,具有重要的现实意义。同时本文的相关研究工作和成果丰富了企业战略规划的相关理论,特别是能够对A公司类似的国有能源企业的战略规划提供指导和参考。更多还原

【Abstract】 China has put forward the goal of peaking carbon dioxide emissions before 2030 and achieving carbon neutrality before 2060,which not only demonstrates China’s responsibility and responsibility for environmental protection,but also a solemn commitment made by the country.The rectification of the transportation sector is more difficult compared to fixed large-scale heavy polluting enterprises.Only by centralizing the electrification of the transportation sector and locking the pollution sources to upstream thermal power plants can centralized pollution control be achieved.The development of electric vehicles is inseparable from the popularization and large-scale application of charging infrastructure.This thesis focuses on the development strategy research of state-owned energy enterprises under the dual carbon background,with Company A as the research object.As a state-owned platform company in L city,Company A’s main business areas are in the fields of charging piles,oil,and natural gas.The focus of this study is on the development of Company A’s charging pile industry.Firstly,this article analyzes the transformation of international and domestic energy under the dual carbon background,Analyze the external environment of Company A through industry concentration and Porter’s Five Forces model,then analyze opportunities and threats,and construct the EFE analysis matrix of Company A;Secondly,analyze the capabilities and resources within the internal environment of Company A,and integrate them into an analysis of strengths and weaknesses,constructing an IFE analysis matrix for Company A;Evaluate the overall strategy of Company A by combining IFE,EFE,and QSPM matrices,and determine the future development strategic direction of Company A.Finally,propose the development strategy plan and implementation path of Company A,and propose guarantee measures in organizational structure,human resources,government resources,risk management,etc.,in order to enhance the future development momentum of Company A’s charging industry and strive for a higher-level layout of future business.Overall,there are opportunities and challenges for the development of Company A under the dual carbon background.Scientific decision-making and the design of development strategies through paths can effectively help Company A form its unique core competitiveness in the fierce market competition environment,improve its performance and profitability,and have important practical significance.The relevant research work and achievements of this article can provide guidance and reference for the strategic planning of state-owned energy enterprises similar to Company A.更多还原
