【摘要】 党的十九大首次提出“实施乡村振兴战略”,党的二十大强调“全面推进乡村振兴”。优先发展农业农村,促进城乡一体化发展,平衡城乡要素流动。推动乡村产业振兴、文化振兴、生态振兴、人才振兴、组织振兴。这是以习近平同志为核心的党中央立足于坚决建设全面小康社会、建设社会主义现代化国家的重大战略决策。实施乡村振兴战略关键在人。农村干部是乡村建设的带头人,是村民自治组织的职能核心,在农村治理中发挥着核心作用。农村干部要在实现农村全面发展、强农富乡上下功夫。随着乡村振兴战略的全面实施,乡村建设取得显着进步,乡村发展前景一片光明。但是,我们必须清醒地认识到,目前农村干部本身和农村干部培养机制还存在很多问题。例如,农村干部能力素质不能适应新形势、新要求,观念陈旧,缺乏开拓精神等。从基层政府看,农村干部队伍建设在选拔、培养、管理、使用等方面缺乏科学、系统的制度和机制。全面推进乡村振兴,需要有一支政治过硬、技术过硬、作风过硬的干部队伍。本文以乡村干部能力建设为研究对象,通过数据分析、案例分析等形式了解我国乡村干部能力建设情况,形成乡村振兴视域下乡村干部能力建设新格局。通过能力结构比较分析,对四川省C县农村干部能力建设现状进行调查分析。针对当前C县农村干部能力建设在管理水平、政治水平、学习能力、环保意识、文化建设和致富能力等方面存在的问题进行优化。在深入分析总结公共管理理论的基础上,结合地方经济社会发展实际,从选拔任用、政治素养、教育培训、管理模式、融合发展与支撑保障等六个方面提出了加强农村干部能力建设的措施。本文旨在通过对C县农村干部能力建设的研究,全面认识乡村振兴战略背景下的农村干部能力建设问题,并提供经验和参考。更多还原

【Abstract】 The 19 th National Congress of the Communist Party of China put forward the "implementation of rural revitalization strategy" for the first time,and the 20 th National Congress of the Communist Party of China emphasized "comprehensively promoting rural revitalization".Give priority to the development of agriculture and rural areas,promote the integrated development of urban and rural areas,and balance the flow of urban and rural factors.Promote the revitalization of rural industries,talents,culture,ecology and organizations.The key to implementing the rural revitalization strategy lies in people.Village cadres are the leaders of rural construction and the functional core of villagers’ autonomous organizations.Rural cadres play a central role in rural governance.Rural cadres should work hard to realize the all-round development of rural areas and strengthen the rural areas.With the comprehensive implementation of the rural revitalization strategy,the rural construction has made significant progress and the rural development prospects are bright.However,we must be soberly aware that there are still many problems with the rural cadres themselves and the training mechanism for rural cadres.For example,rural cadres’ quality and ability can’t adapt to the new situation and requirements,their concepts are outdated,and they lack pioneering spirit.From the perspective of grassroots governments,there is a lack of scientific and systematic systems and mechanisms in the selection,cultivation,management,and use of rural cadre teams.To comprehensively promote rural revitalization,we need a cadre team with strong political skills,strong technical skills,and a strong work style.This paper takes the capacity building of rural cadres as the research object,understands the capacity building of rural cadres in China through data analysis,case analysis and other forms,and forms a new pattern of capacity building of rural cadres from the perspective of rural revitalization.Through comparative analysis of capacity structure,the current situation of capacity building of rural cadres in C County of Sichuan Province is investigated and analyzed.We will optimize the current capacity building of rural cadres in C County in terms of management level,political level,learning ability,environmental awareness,cultural construction,and wealth creation ability.On the basis of in-depth analysis and summary of public management theory,combined with the local economic and social development reality,this paper puts forward measures to strengthen the capacity building of rural cadres from six aspects: selection and appointment,political literacy,education and training,management mode,integrated development and support guarantee.The purpose of this paper is to comprehensively understand the capacity building of rural cadres in the context of the rural revitalization strategy through the research on the capacity building of rural cadres in C County,and provide experience,lessons and reference materials.更多还原
