土地资源错配对绿色全要素生产率的影响研究

【摘要】 我国经济进入新常态以来,经济增长放缓、环境与资源压力日益增加。而要素投入作为传统经济增长动能,存在不可持续性。高质量经济发展离不开绿色全要素生产率的提升。而土地作为重要生产要素以及空间载体会对经济活动产生重要影响,因此土地资源能否合理配置与绿色全要生产率密切相关。本文的研究对象为土地资源错配和绿色全要素生产率。在梳理土地资源错配和绿色全要素生产率以及二者关系的相关研究基础上,分析了土地资源错配对绿色全要素生产率的理论机制。再次选取2011-2021年中国281个城市面板数据为研究样本,将城市工业建设用地面积占比来衡量城市土地资源错配情况,运用超效率SBM-GML模型测算了城市绿色全要素生产率,并对变量的时空变化趋势进行分析。在实证分析上,本文主要运用固定效应模型研究了土地资源错配对绿色全要素生产率的影响。主要研究结论如下:(1)通过研究土地资源错配影响绿色全要素生产率的理论机制,发现土地资源错配主要通过产业结构效应、城市创新效应抑制绿色全要素生产率。(2)对土地资源错配和绿色全要素生产率时空趋势分析发现,东部地区和东北地区工业用地占比高于中西部地区,而绿色全要素生产率增长速度上,东部地区与东北地整体也高于中西部地区。(3)利用固定效应模型估计结果表明,土地资源错配显著抑制绿色全要素生产率提升,在替换被解释变量、更换估计方法、剔除直辖市数据后,结论依然稳健。随后进行机制检验,结果表明土地资源错配会通过产业结构效应、城市创新效应抑制绿色全要素生产率。区域异质性表明土地资源错配对东部、西部地区绿色全要素生产率抑制效果大于中部地区,而东北地区效果不显著;分解项异质性表明土地资源错配主要抑制绿色技术进步;城镇化水平异质性则表明,土地资源错配对低城镇化水平城市抑制作用强于高城镇化水平城市。最后通过上述理论分析与实证分析,本文提出推动土地资源市场化配置、工业用地出让方式多样化、推广“亩均论英雄”等政策建议。

【Abstract】 Since China’s economy entered the "new normal," economic growth has slowed,and the pressure from environmental and resource constraints has increased.As traditional drivers of economic growth,input factors are unsustainable.Therefore,improving green total factor productivity(GTFP)is crucial for achieving highquality economic development.As an essential factor of production and a spatial carrier,land plays a significant role in economic activities,making the rational allocation of land resources closely related to GTFP.This paper focuses on the mismatch of land resources and GTFP.After reviewing related research on the mismatch of land resources,GTFP,and their relationship,it first defines the concepts of land resource mismatch and GTFP.Then,it analyzes the theoretical mechanism by which land resource mismatch affects GTFP.Using panel data from 281 Chinese cities from 2011 to 2021,the study measures the mismatch of land resources through the proportion of urban industrial land area,calculates urban GTFPusing the super-efficiency SBM-GML model,and analyzes the temporal and spatial trends of the variables.In the empirical analysis,the paper mainly uses a fixed effects model to study the impact of land resource mismatch on GTFP.The main conclusions are as follows:By studying the theoretical mechanism of how land resource mismatch affects GTFP,it is found that land resource mismatch mainly suppresses GTFP through the effects on industrial structure and urban innovation.An analysis of the temporal and spatial trends of land resource mismatch and GTFP reveals that the proportion of industrial land in the eastern and northeastern regions is higher than in the central and western regions,and the growth rate of GTFPin the eastern and northeastern regions is also higher than in the central and western regions.The estimation results from the fixed effects model show that land resource mismatch significantly inhibits the improvement of GTFP.The conclusion remains robust after replacing the dependent variable,changing the estimation method,and excluding the data of municipalities.Further mechanism tests indicate that land resource mismatch suppresses GTFP through effects on industrial structure and urban innovation.Regional heterogeneity shows that the suppressive effect of land resource mismatch on GTFP is greater in the eastern and western regions than in the central region,with the effect not being significant in the northeastern region.Heterogeneity in decomposed items indicates that land resource mismatch mainly inhibits green technological progress;heterogeneity in urbanization levels shows that land resource mismatch has a stronger inhibitory effect on cities with lower levels of urbanization.Based on the theoretical and empirical analyses,this paper suggests policies such as promoting the market-oriented allocation of land resources,diversifying the methods of industrial land transfer,and promoting the "per mu hero" approach.
