【摘要】 中国共产党第十九届五中全会指出,我国的社会治理水平,特别是基础治理水平要得到明显提高,要加强、创新社会治理模式,全国各地也涌现了一批效果好、模式新的社会治理实践成果。近年来,Z市S县针对“屋场会”的发展模式也进行了深度的思考和探索。在我国基层地区尤其是在农村地区,“屋场会”这种党建工作模式广泛兴起,“屋场会”是一种农村传统的以村民聚居点为单位的集会形式,是左邻右舍茶余饭后聊天拉家常的交流习惯。本文以S县“屋场会”模式为例,系统、详细地阐述了“屋场会”模式的参与主体、运行机制和运行效果。通过问卷调查和线下访谈,了解到S县“屋场会”模式在运行过程中还存在党建引领作用发挥不充分、党组织治理能力有待提升、党员干部“屋场会”业务能力存在短板、“屋场会”发展模式有待强化等问题,并就产生这些问题的原因进行了分析,认为主要原因有基层党组织思想上不够重视、县乡村社会治理队伍建设不完善、党员缺乏责任担当与学习意识、“屋场会”机制建设不够完善、监督考核机制不完善等几点。之后,通过分析江苏徐州鼓楼“党员常态化报到”模式、北京“街乡吹哨、部门报到”模式、新时代“枫桥经验”、广西江州“党建引领,夯实服务基石”模式,认为基层党员要在社会治理中发挥好引领作用,切实多措并举,坚持党建引领,实现资源整合。最后,本文针对S县“屋场会”模式的发展和优化提出了一些策略和观点:充分发挥党建引领作用、加强党组织制度建设、加强党员个人能力培养、逐步完善“屋场会”模式来推动S县“屋场会”模式做实、做细,从而实现社会有效治理。更多还原

【Abstract】 The Fifth Plenary Session of the 19 th Central Committee of the CPC pointed out that China’s social governance level,especially the basic governance level,should be significantly improved,and the social governance model should be strengthened and innovated,a number of effective and innovative social governance practices also have emerged across the country.In recent years,S County in Z City has also conducted in-depth thinking and exploration on the development model of "housing fair".In grassroots areas,especially in rural areas in China,the party building work model of "house fair" has widely emerged."house fair" is a traditional form of gathering in rural areas where villagers gather as a unit,and it is a common communication habit for neighbors to chat and chat after tea and dinner.This article takes the "House Meeting" model in S County as an example to systematically and in detail elaborate on the participants,operating mechanisms,and operational effects of the "House Meeting" model.Through questionnaire surveys and offline interviews,it was found that the "House Meeting" model in S County still has issues such as insufficient Party building leadership,the need to improve Party organization governance capabilities,shortcomings in the business capabilities of party members and cadres,and the need to strengthen the development model of the "House Meeting" model.And the causes of these problems are analyzed,it was found that the main reasons were insufficient attention paid to grassroots party organizations in terms of ideology,incomplete construction of county and rural social governance teams,lack of responsibility and learning awareness among party members,inadequate construction of the "house meeting" mechanism,and incomplete supervision and assessment mechanisms.Afterwards,based on the analysis of the "normalization of party member registration" model in Gulou,Xuzhou,Jiangsu,the "whistling in streets and townships,department registration" model in Beijing,the "Fengqiao experience" in the new era,and the "Party building guidance,consolidating service cornerstone" model in Jiangzhou,Guangxi,it is believed that grassroots party members should play a leading role in social governance,take multiple measures,adhere to Party building guidance,and achieve resource integration.Finally,the article proposes some strategies and perspectives for the development and optimization of the "House Meeting" model in S County: fully leveraging the leading role of party building,strengthening the construction of party organization systems,strengthening the cultivation of individual abilities of party members,and gradually improving the "House Meeting" model to promote the practicality and refinement of the "House Meeting" model in S County,thereby achieving effective social governance.更多还原
