【摘要】 随着全球化进程的不断加快,“一带一路”倡议不断深化,越来越多的中资企业开始布局和发展海外事业。其中,以EPC为代表的国际工程总承包项目被海外业主广泛采用。EPC工程总承包模式贯穿于项目实施的全过程阶段,承包商需要以商务合同为实施基础,完成项目设计、采购、施工等全过程工作。但在EPC合同模式被广泛应用的同时也面临着诸多的国际商务管理困难和商务风险。本文基于国际商务管理、EPC项目商务管理、风险管理等相关理论研究,结合斯里兰卡南部铁路EPC项目国际商务管理的现状,借用PESTEL分析模型、PDCA分析方法,通过文献研究、访谈、调查问卷等形式归纳总结出斯里兰卡南部铁路EPC项目在目前商务管理工作中存在的问题,主要包括对国别环境差异识别不彻底、未建立持续化商务管控流程、商务合同缺乏索赔基础以及缺乏对“新冠疫情”等不可抗力事件的商务处理能力等四个方面。针对存在的问题,本文提出了优化方案,主要包含强化思维提升国别环境风险识别能力、建立以需求为导向的持续化商务管控流程、建立合同管控体系丰富合同索赔方式、使用索赔工具积极应对突发的新冠疫情等举措。为了确保优化方案的顺利实施,制定了系列保障措施,主要包括制度体系建设保障,组织机构保障以及人力资源保障。通过对斯里兰卡南部铁路EPC项目商务管理的研究与分析,一方面为该项目的国际商务管理提供具体的优化方案;另一方面,也为更多的海外EPC项目的商务管理提供参考,以降低中国企业因商务管理能力薄弱导致的海外EPC项目风险与损失。图10幅,表3个,参考文献51篇更多还原

【Abstract】 With the continuous acceleration of globalization and the deepening of the "Belt and Road" initiative,more and more Chinese-funded enterprises have begun to layout and develop overseas businesses.Among them,international EPC projects represented by EPC are widely used by overseas owners.The EPC project general contracting mode runs through the whole process stage of project implementation,and the contractor needs to complete the whole process of project design,procurement,construction and other work based on the commercial contract.However,the EPC contract model is widely used,and it also faces many difficulties and business risks in international business management.Based on the theoretical research of international business management,EPC project business management,risk management and other related theories,combined with the current situation of international business management of the EPC project of the Southern Sri Lanka Railway,this thesis borrows the PESTEL analysis model and PDCA analysis method,and summarizes the problems in the current business management of the EPC project of the Southern Sri Lanka Railway through literature research,interviews,questionnaires and other forms,mainly including the incomplete identification of national environmental differences,the lack of establishment of a continuous business control process,There are four aspects: the lack of a claim basis in commercial contracts and the lack of business response to "force majeure" such as "the Covid-19".In view of the existing problems,this thesis proposes optimization plans,including strengthening thinking to improve the ability to identify national environmental risks,establishing a demand-oriented and continuous business control process,establishing a contract control system to enrich contract claim methods,and using claim tools to actively respond to the sudden "force majeure" epidemic.In order to ensure the smooth implementation of the optimization plan,a series of safeguard measures have been formulated,mainly including institutional system construction guarantee,organizational structure guarantee and human resource guarantee.Through the research and analysis of the business management of the EPC project of the Southern Railway in Sri Lanka,on the one hand,it provides specific optimization plans for the international business management of the project;On the other hand,it also provides reference solutions for the business management of more overseas EPC projects,reducing the risks and losses of overseas EPC projects caused by weak business management of Chinese enterprises.10 figures,3 tables and 51 references更多还原
