【摘要】 在城市化快速发展、城市规模加快拓展的情况下,国内外许多城市开始面临多样化的治理难题,特别是2020年至2022年间,新冠肺炎疫情在全球肆虐,给城市管理构成了更大的挑战。智慧城市作为一种全新的城市管理模式,为解决城市管理难题提供了新思路,成为越来越多城市的共同选择。和国内外大多数城市相同,烟台近年来也将智慧城市发展摆在重要位置,持续加大投入和推进力度。作为烟台市的中心城区,H区同样高度重视智慧城市发展,在市区两级共同努力下,取得了良好工作成效。然而,与国内先进城市相比,烟台市H区智慧城市发展水平仍有较大差距,一些城市管理的痛点难点问题还没有得到有效解决,亟需通过对其发展水平进行全面深入分析评价,从而发现其中的问题和不足,推动相关政策措施加快制定,助力智慧城市发展水平快速提升。论文首先从智慧城市发展背景出发,结合烟台市H区实际需求阐述研究的目的和意义,从概念研究和评价研究两个不同维度介绍了当前国内外的研究现状,明确了本研究的研究思路、研究内容和研究方法。其次,对研究涉及的可持续发展理论、城市管理理论和数字治理理论进行了介绍,对智慧城市、智慧城市发展水平等概念进行了界定,介绍了烟台市H区当前智慧城市的发展规划和发展现状。再次,利用层次分析法对烟台市H区智慧城市发展水平开展实证分析,结合国内外研究成果,构建了烟台市H区智慧城市发展水平评价指标体系,包含智慧经济、智慧政府、智慧社会、智慧环境等4个一级指标、11个二级指标和32个三级指标,介绍了评价方法和评价步骤,特别是在权重计算部分,详细说明了确定一级指标和二级指标权重的方法,在获取原始数据后展开实证分析,得出总体评价结果。最后,结合实证分析成果,指出烟台市H区智慧城市发展存在的问题并对原因进行分析,从加大智慧基础设施建设投入、优化数据资源和城市治理体系、丰富智慧化公共民生服务供给、增强城市环境智慧化管理能力、加强智慧城市发展保障措施等5个方面提出对策建议。既实现了对烟台市H区智慧城市发展水平的科学分析和考评,进一步丰富了国内关于智慧城市发展水平评价的相关研究,也为烟台市H区政府下步推进智慧城市发展的思路和举措提供了有益借鉴和决策参考。更多还原

【Abstract】 With the rapid development of urbanization and the accelerated expansion of urban scale,many cities at home and abroad are beginning to face diversified governance problems.In particular,from 2020 to 2022,the COVID-19 is raging around the world,posing greater challenges to urban management.As a new urban management model,smart cities provide new ideas for solving urban management problems and have become a common choice for more and more cities.Like most cities both domestically and internationally,Yantai has also placed the development of smart cities in an important position in recent years,continuously increasing investment and promotion efforts.As the central urban area of Yantai City,H District also attaches great importance to the development of smart cities and has achieved good work results through joint efforts at both urban and rural levels.However,compared to advanced cities in China,there is still a significant gap in the development level of smart cities in H District of Yantai City.Some pain points and difficulties in urban management have not been effectively solved,and it is urgent to conduct a comprehensive and in-depth analysis and evaluation of its development level,in order to identify the problems,and shortcomings,promote the accelerated formulation of relevant policies and measures,and assist in the rapid improvement of the development level of smart cities.This paper starts from the background of smart city development,expounds the purpose and significance of the research combined with the actual needs of H District in Yantai City,introduces the current research status at home and abroad from two different dimensions:conceptual research and evaluation research,and clarifies the research ideas,content,and methods of this study.Secondly,the paper introduces the sustainable development theory,urban management theory,and digital governance theory involved in the research,defines concepts such as smart cities and the development level of smart cities,and introduces the current development plan and status of smart cities in H District of Yantai City.Thirdly,using the Analytic Hierarchy Process(AHP)to conduct empirical analysis on the development level of smart cities in H District of Yantai City,and combining domestic and foreign research results,a system of evaluation indicators for the development level of smart cities in H District of Yantai City has been constructed.It includes four first level indicators,11 second level indicators,and 32 third level indicators,including smart economy,smart government,smart society,and smart environment.The evaluation method and steps are introduced,especially in the weight calculation section,the method for determining the weights of primary and secondary indicators was explained in detail,and empirical analysis was conducted after obtaining raw data to obtain the overall evaluation results.In the end,combined with the empirical analysis results,the problems in the development of smart cities in H District of Yantai City are pointed out and the reasons are analyzed.Countermeasures and suggestions are proposed from five aspects: increase investment in smart infrastructure construction,optimize data resources and urban governance system,enrich the supply of smart public livelihood services,enhance urban environmental smart management capabilities,and strengthen measures to ensure the development of smart cities.This not only achieves scientific analysis and evaluation of the development level of smart cities in H District of Yantai City,further enriches relevant research on the evaluation of smart city development level in China,but also provides useful reference and decision-making for the next steps of the H District Government in Yantai City to promote the development of smart cities.更多还原
