【摘要】 城建档案馆作为我国一个专业性较强的档案馆类型,有着大量的关于城市规划、建设与管理的专门档案,记录和见证着城市的变迁和发展。其中,声像档案因其具有与其他类型档案不同的特点,在能够更直观地记录城市建设的同时,也给城建档案馆管理带来了难度。本研究聚焦于我国川渝地区城建档案馆的声像档案管理,在对相关文献进行阅读研究后,选择了川渝地区的三家城建档案馆——成都市城市建设和自然资源档案馆、绵阳市城市建设档案馆和重庆市城市建设档案馆作为研究对象进行实地调研,并选择了川渝地区的攀枝花市城市基本建设档案馆、遂宁市城乡建设档案馆、乐山市城市建设档案馆及巴中市城建档案馆进行网络调查。调研围绕城建档案馆声像档案的收集、整理、鉴定、保管、统计、利用和信息化情况开展,包含了城建档案馆的声像档案从采集接收、整理编目、鉴定,再到长期保存、编研利用的全过程,以及数字化加工和声像管理系统应用情况。调研完成后,将对调研的情况进行整理、总结和分析,从中找出川渝地区城建档案馆的声像档案管理过程中出现的收集工作质量较低、整理工作缺乏规范性、长期保存条件不佳、利用不充分、管理系统效率较低的问题,进而分析问题出现的原因。最后,针对管理中出现的问题给出相应的解决措施:应落实声像档案收集的标准规范、加强对声像档案收集工作的审核与监督来提高档案收集工作的质量;建立城建档案馆声像档案管理的统一标准、加强管理人员培训以提高管理规范性;通过加大声像档案数字化工作力度、加大资金投入、加强监管来确保声像档案的长期保存;创新利用方式、加强机构合作及宣传力度来优化声像档案的利用;还需要构建贯彻管理全流程的、独立、高效的城建档案馆声像档案管理系统,有效提高声像档案管理效率。更多还原

【Abstract】 As a highly professional type of archives,urban construction archives have a large number of specialized archives on urban planning,construction and management,which record and witness the changes and development of cities.Among these archives,the characteristics of audio-visual archives make them different from other types of archives.While recording urban construction more directly,they also bring more difficulties to the management of urban construction archives.The study focuses on the management of audio-visual archives in urban construction archives of China.After studying the relevant literature,three urban construction archives in Sichuan and Chongqing areas were first selected as the research objects.They are Urban Construction and Natural Resources Archives of Chengdu,Urban Construction Archives of Mianyang,and Urban Construction Archives of Chongqing.The study investigated collection,sorting,appraisement,storage,statistics,utilization and informatization of urban construction archives,including the whole process of reception,cataloging,appraisement,long-term preservation,utilization,as well as the digital processing and the application of audiovisual management system.Then,after organizing and summarizing the research results to find out the problems of the audio-visual archives management of urban construction archives,the study found out there are problems like non-standardized management,poor long-term storage conditions,underutilization of archives,and inefficient management systems.Solutions will be given after analyzing the reasons for the problems.First,the urban construction archives should establish unified standards for audio-visual archive management and strengthen training for archivists to improve management standardization.Second,increasing digitization efforts,funding,and supervision can ensure the long-term preservation of audio-visual archives.And innovative usage methods,institutional cooperation,and publicity are helpful for improving the utilization of audio-visual archives.Besides,an independent and efficient audio-visual archives management system for urban construction archives that implements the entire management process needs to be constructed,which can effectively improve the management efficiency of audio-visual archives.更多还原
