【摘要】 自21世纪以来,我国逐步重视,并由表及里深层次解决城乡发展不均的问题。从党的十六大以来,一直到党的二十大,从统筹推进城乡发展,到推动城乡一体发展,再到城乡融合发展,最终目标追求共同富裕,在构建新型城乡关系的本质上一脉延续,思路和方式上不断升华优化。城乡公共交通承载着人流、物流、信息流、资源流等等,在城乡融合、共同富裕的大背景下,在公交优先的大战略下,逐步打破城乡客运二元分割体制,整合公交、传统客运、城际客运、农村客运等各类资源,推进城乡公交一体化是新时代大势所趋。这是落实乡村振兴国家战略、走融合发展之路、追求共同富裕的必然选择,也成为交通运输事业高质量发展的一种必然趋势,更是满足人们对更加美好生活的日益增长需求的一个迫切任务,成为了地方政府增进民生福祉、提升城市品质、促进高质量发展的重要举措。自2012年以来,国家层面陆续出台关于城市优先发展公共交通的多个指导性文件,这些文件的出台,进一步丰富了顶层设计,为大力推动城乡公交一体化提供了根本遵循、基本原则和主要路径。本文选取四川省眉山市作为研究对象,并结合新公共服务理论、公共物品理论和外部性理论,运用多种研究方法,包括文献研究、调查研究和定性分析法,深入研究优化对策举措。文章收集、梳理、整理眉山市城乡公交一体化现状,寻找阻碍发展的障碍,仔细探究其根源,并提出有效的解决方案建议。本文认为,眉山市统筹推动城乡公交一体化成效初显,部分县(区)已基本实现全域公交化运行,但由于政府重视不足、发展规划缺位、政策法规不一、投入保障不足等,导致交通基础设施建设较弱、公共交通线网站点运力等布局不均、监督管理力度不足、服务品质偏低等问题。本文结合眉山市实际情况,提出了四项对策建议,分别是完善城乡公交一体化规划体系、加大城乡公交基础设施建设、构建完备的政策保障和行业管理体系、拓展城乡公交功能助力乡村振兴。本文的创新之处可能在于:一是丰富了城乡公交一体化市域层面研究,一定程度上填补了研究范围薄弱之处,为实现市域范围内城乡公交一体化提供了参考模式。二是探索了“公交+”助力乡村振兴新模式,公交属于公益性服务行业,长期处于亏损状态,多地采用财政兜底办法维持运营,本文提出了“公交+”模式,通过公交与邮政快递、与电商、与特色旅游等融合方式,形成多维反哺机制,激发企业活力,减轻财政负担,拓宽群众收入,助力乡村振兴。更多还原

【Abstract】 Since the 21 st century,China has gradually attached importance to and solved the problem of uneven urban and rural development from the outside to the inside.From the 16 th to 20 th National Congress of the Communist Party of China,a shift from harmonizing urban and rural areas and achieving common prosperity,the essence of building a new type of urban-rural relationship has been continuous,and the ideas and methods have been continuously sublimated and optimized.Urban and rural public transport carries the flow of people,logistics,information,resources,etc,In the context of urban-rural integration and common prosperity,and under the general strategy of public transport priority,gradually breaking the dual division system of urban and rural passenger transport,integrating public transport,traditional passenger transport,intercity passenger transport,rural passenger transport and other resources.This is an inevitable choice to implement the national strategy of rural revitalization,embrace integrated development,and strivie for shared prosperity is an unavoidable decision,and an inevitable result of following the law of development of transportation,the urgent need to better meet the people’s growing need,and has become an important measure for local governments to improve people’s well-being,improve urban quality and promote high-quality development.Since2012,a number of guiding documents on the priority development of public transport in cities have been issued at the national level,which further enriched the top-level design and provided the basic principles and main measures for the integration of urban and rural public transportation.This paper selects Meishan City,Sichuan Province as the research object,combines the new public management theory,public goods theory and externality theory,and uses literature research,survey research and qualitative analysis to deeply study the countermeasures and measures to optimize the integrated management of urban and rural publictransportation in Meishan City.The article collects,sorts out and sorts out the status quo of urban and rural bus integration in Meishan city,finds the problems hindering the development,deeply analyzes the reasons behind the problems,and puts forward countermeasures and suggestions to solve the problems and promote the development.This paper believes that Meishan City has achieved initial results in promoting the integration of public transport across the region.Pengshan District and Danling County have achieved the operation of public transport across the region.However,due to the lack of government attention,lack of development planning,and different policies and regulations,the foundation is weak,the layout is uneven,and the operation management is poor.This paper believes that the overall public transport integration in Meishan City has achieved initial results,but due to the insufficient attention of the government,the lack of development planning,and the different policies and regulations,the foundation is weak,the layout is uneven,and the operation management is poor.Based on the actual situation of Meishan City,five countermeasures and suggestions are presented in this paper: the first is to enhance the urban and rural public transportation integration planning system,the second is to augment the construction of urban and rural public transportation infrastructure,three is to build a complete policy guarantee and industry management system,and finally the development of urban and rural bus function boost rural revitalization.The innovation of this article may lie in:First,it provides a new model of urban-rural public transport integration within the city,which fills in the weakness of the research scope to a certain extent,and provides a new model for the realization of urban-rural public transport integration within the city.The second is to explore a new model of "public transport+" to help rural revitalization.Public transport belongs to the public service industry,which has been in a state of loss for a long time,and many places have adopted financial support to maintain operation.This paper proposes a "public transport+" model to stimulate enterprise vitality,reduce financial burden,expand people’s income,and assist in rural revitalization.更多还原
