【摘要】 城市更新是城市有机体发展到一定阶段所必然经历的“新陈代谢”过程,在中国城镇化进程从增量扩张转入存量更新的背景下,城市更新成为存量时代解决城镇化发展过程中环境、土地和制度等问题的重要途径。面对当前城市更新项目“实施难、管理弱、碎片化、难统筹”等现实困境,如何整合更新实施要素,系统构建城市更新实施理论框架,探寻全生命周期的城市更新实施路径,业已成为我国城市更新高效实施、高质量发展的重大议题。为此,本文立足我国城市更新理论和实践经验,在厘清城市更新实施内涵、要素和特征的基础上,总结三类城市更新实施模式及其实施困境,发现我国城市更新实施过程正陷入“碎片化”困局。基于此,引入全生命周期理论,提出城市更新全生命周期理论框架和实施路径体系。最后,以更新行动试点城市苏州市吴江区为例,分别从总体层面和个案层面展开实证研究,因地制宜探索全生命周期视角下吴江城市更新实施路径。研究提出的城市更新全生命周期理论框架和实施路径,对我国各地高效推进城市更新行动、统筹城市更新实施过程、提升城市更新实施效率具有重要的理论价值和实践意义。本文研究结论如下:(1)基于多元主体视角和实施要素,我国目前形成三类城市更新实施模式,对其进行成效评析后发现,多样化的主体需求是形成城市更新实施模式的主要原因。同时,对城市更新实施过程中存在的各种“碎片化”现象进行成因探析,揭示了更新困局背后的原因——更新供给的碎片化难以满足多样化的主体需求。因此亟需一种系统化的理论解决城市更新过程中供需碎片化和不匹配的问题。(2)全面解析全生命周期这一系统化的理论,发现其与城市更新具有一定的适用性,并在更新内涵方面创新了对“城市更新实施”的理解。因此,通过城市更新实施关键要素与全生命周期理论要点的转换,本文从“流程划分—主体需求—权益分配—制度供给”四个维度构建城市更新全生命周期理论框架,提出“四阶段贯通,三条线协同”的全生命周期城市更新实施路径研究体系,旨在有效化解更新碎片化困境。(3)基于全生命周期城市更新实施路径研究体系,本文以苏州市吴江区为例,从总体层面和个案层面开展实证研究。整体层面贯彻“全过程联动-全要素协同-全制度供给”的三条线管控体系,个案层面强调“体检评估—规划(编制)—建设实施—监管运营”的四阶段规划引导,两者相结合全面探索吴江城市更新实施路径。更多还原

【Abstract】 Urban renewal is a process of "metabolism" that urban organisms must go through at a certain stage of development.In the context of China’s urbanization process from incremental expansion to stock renewal,urban renewal has become an important way to solve environmental,land and institutional problems in the process of urbanization in the stock era.In the face of the difficulties of implementation,weak management,fragmentation,and difficulty in coordination of urban renewal projects,how to integrate the elements of urban renewal implementation,systematically build a theoretical framework for urban renewal implementation,and explore a life-cycle urban renewal implementation path has become a major issue for the efficient implementation and high-quality development of urban renewal in China.Based on the theoretical and practical experience of urban renewal in China,this paper summarizes three types of urban renewal implementation models and their implementation dilemmas on the basis of clarifying the connotation,elements and characteristics of urban renewal implementation,and finds that the implementation process of urban renewal in China is caught in a "fragmentation" dilemma.Based on this,the whole life cycle theory is introduced,and the theoretical framework and implementation path system of urban renewal are proposed.Finally,an empirical study is conducted in Wujiang District,Suzhou City,a pilot city for urban renewal action,to explore the implementation path of urban renewal in Wujiang from the perspective of the whole life cycle in a local context.The theoretical framework and implementation path of urban renewal from a whole life cycle perspective are of great theoretical value and practical significance for the efficient promotion of urban renewal actions,the coordination of urban renewal implementation process,and the improvement of urban renewal implementation efficiency in various regions of China.The findings of this paper are as follows:(1)Based on the perspective of multiple subjects and implementation elements,three types of urban renewal implementation models have been formed in China,and an evaluation of their effectiveness reveals that diverse subject needs are the main reason for the formation of urban renewal implementation models.At the same time,we analyze the causes of the "fragmentation" phenomenon in the process of urban renewal implementation,and reveal the reason behind the dilemma of renewal-the fragmentation of renewal supply can hardly meet the needs of diversified subjects.Therefore,a systematic theory is urgently needed to solve the problem of fragmentation and mismatch between supply and demand in the process of urban renewal.(2)A comprehensive analysis of the systematic theory of the whole life cycle reveals its applicability to urban renewal,and innovates the understanding of "urban renewal implementation" in terms of the connotation of renewal.Therefore,by converting the key elements of urban renewal implementation and the key points of the whole life cycle theory,this paper constructs the whole life cycle theory framework of urban renewal from the four dimensions of "process division-subject demand-equity allocation-system supply".This paper proposes a whole-life cycle urban renewal implementation path research system with"four stages and three lines of synergy",aiming to effectively solve the dilemma of renewal fragmentation.(3)Based on the whole-life urban renewal implementation path research system,this paper takes Wujiang District,Suzhou,as an example,and conducts empirical research at the overall level and at the case level.At the overall level,the three-line control system of"linkage of the whole process-coordination of all factors-supply of the whole system" is implemented.At the individual level,the four-stage planning and guidance of "physical examination and evaluation-planning(preparation)-construction and implementationsupervision and operation" is emphasized,and the implementation path of Wujiang urban renewal is comprehensively explored by combining the two.更多还原
