【摘要】 工程建设项目审批制度改革是党中央、国务院在新形势下作出的重大决策,是推进政府职能转变和深化“放管服”改革、优化营商环境的重要内容。通过对工程建设项目审批制度进一步的深化改革,缩短项目审批时限,提升政务服务质量,加快项目落地速度,更好更快方便企业和群众办事,是推进政府治理体系和治理能力现代化的必经之路。改革开展以来,通过不断精简审批事项、优化审批流程,加强和规范事中事后监管等一系列改革政策的实施,切实提升了审批服务于市场的能力和水平,更大程度地激发了市场主体的活力。虽然已经取得了一定的成效,但项目审批制度改革中依然存在着较多的问题。本文以自贡市沿滩区工程建设项目审批制度改革工作作为研究的切入点,按照“提出问题-分析问题-解决问题”的研究思路,运用政府管制理论、整体性政府理论和政府流程再造理论,采用文献研究法、社会调查法和案例分析法对自贡市沿滩区工程建设项目审批制度的改革进程和工作成效进行分析,提出存在的问题和不足。针对该区流程优化不到位、审批程序不规范、政策落实不到位、监督协调机制不健全等问题,深入分析问题产生的原因为改革创新意识不强、人员专业能力不够、部门权责意识不强、改革内在动力不足,进而提出充分调动改革积极性、优化和规范审批流程、加大改革执行力度、优化改革运行机制等方面的对策建议。通过对自贡市沿滩区工程建设项目审批制度改革过程中的成效和问题的研究,结合实际情况因地制宜的提出解决问题的对策建议,不仅可以为自贡市沿滩区的改革开展提供有效的参考,也拓展了政府管制等相关理论在审批制度改革领域的实践和应用,为其他区县开展工程建设项目审批制度改革提供了政策执行等方面的对比借鉴作用。更多还原

【Abstract】 The reform of engineering construction project approval system is a major decision made by the CPC Central Committee and the State Council under the new situation.It is an important content to promote the transformation of government functions,deepen the reform of "decentralization,management and service" and optimize the business environment.The only way to promote the modernization of government governance system and governance capacity is to further deepen the reform of engineering construction project approval system,shorten the time limit of project approval,improve the quality of government service,accelerate the speed of project implementation,then better and faster serve the enterprises and the masses.Since the reform was launched,through the implementation of a series of reform policies,the approval items have been continuously simplified,the approval process has been optimized,and the interim and ex post supervision has been strengthened and standardized,which has effectively improved the ability and level of approval to serve the market,and stimulated the market players to a greater extent.Although some achievements have been made,there are still many problems in the reform of project approval system.This paper takes the reform of engineering construction project approval system in Yantan District of Zigong as the starting point of study,according to the study idea of "raising problems-analyzing problems-solving problems",using government regulation theory,holistic government theory and government process reengineering theory,using literature research method Social investigation and case analysis are used to analyze the reform process and effectiveness of the engineering construction project approval system in Yantan District of Zigong,and put forward the existing problems and deficiencies.In view of the problems such as inadequate process optimization,irregular approval procedures,inadequate policy implementation,and imperfect supervision and coordination mechanisms in the district,the reasons for the in-depth analysis of the problems are not strong awareness of reform and innovation,personnel’s professional ability is not enough,departments’ awareness of power and responsibility is not strong,reform internal motivation is not enough,and then put forward countermeasures and suggestions on fully mobilizing the enthusiasm for reform,optimizing and standardizing the approval process,increasing the implementation of reform,and optimizing the operation mechanism of reform.Through the study on the achievements and problems in the reform of the approval system of engineering construction projects in the Yantan District of Zigong,combined with the actual situation and local conditions,this paper puts forward countermeasures and suggestions to solve the problems,which can not only provide an effective reference for the reform of the Yantan District of Zigong,but also expand the practice and application of relevant theories such as government regulation in the reform of the approval system,It provides a comparative reference for other districts and counties to carry out the reform of engineering construction project approval system in terms of policy implementation.更多还原
