成都市公共交通规划问题与对策研究

【摘要】 城市公共交通与私人交通成对立关系,是城市客运交通的重要组成部分,实现的是人和人所携带的有限物在城市及其郊区范围内的位移,以满足不同交通小区之间的交通需求。我国城市化进程加快,城市客运交通需求急剧增加,交通矛盾日益凸显,以小汽车为主的私人交通不仅不能缓解交通矛盾,还将导致城市交通进一步恶化,以公共交通为主导的发展模式是解决城市客运交通问题的根本出路。城市公共交通系统产生的过程中,规划环节位于首要位置,解决的是有没有和有什么样的城市公共交通问题,具有方向性和决定性作用。科学合理的公共交通规划,可以提高出行效率,优化城市结构布局,促进经济发展。反之,不合理的公共交通规划,会导致公共交通供给效率低下,加重交通拥堵,阻碍城市经济发展。本研究通过总结国内外学者对公共交通规划内涵的探索和研究,确定了按照城市中心向外延伸辐射的连续空间,将公共交通规划分为主城区规划、郊区规划和影响区规划。确定了城市公共交通规划的任务是引导公共交通向方便性、有序性、快速性、环保性方向发展,阐述了各部分具体内涵、计算方法,指出明确公共交通规划任务有助于提升规划的高效性。确定了公共交通规划的四层次规划内容,阐述四层次内容之间的相互适应性特征,指出单一公共交通四层次规划内容之间、多种公共交通方式之间和不同客运交通方式之间宜采用协同规划策略。以公共交通规划原始技术路线为基础、公共产品需求和供给为导向,结合规划引导任务、四层次规划内容、协同规划策略、交通OD量预测等特征,对城市公共交通规划的技术路线进行了优化。本研究明确了成都市公共交通规划发展中的问题,并制定了相应对策与建议。针对成都市公共交通规划发展现状,运用公共管理相关理论深入分析,通过观察法初步确定问题,再通过访问法明确要研究的主要问题,提出成都市公共交通规划存在龙泉驿区域地铁线路规划供给不足、有轨电车线路规划路权不优先、地铁车辆规划运力配置不合理、轨道交通车站场段规划不优化、轨道交通运营策略缺乏合理性等问题,并进一步分析了问题的成因。通过分析总结国内外主要城市公共交通规划的成功经验,以实现公共产品有效供给为目标,以优化后的规划技术路线为指导,提出从完善公共交通规划技术体系、完善公共交通政策制度体系、提升公共交通规划内容质量、持续优化公共交通规划等方面入手,制定对策建议,形成解决成都市公共交通规划问题的系统性方案,同时也为其它城市公共交通的发展提供一定的参考。更多还原

【Abstract】 Urban public transport is an important part of urban passenger transport,which is opposite to private transport to meet the travel needs of residents.With the acceleration of urbanization in China,the demand for urban passenger transportation increases.Private transportation cannot alleviate the traffic contradiction.Public transportation is an effective way to solve the problem of urban passenger transportation.In the process of urban public transport system,planning is very important,which determines what kind of urban public transport there is.Scientific and reasonable public transport planning can improve travel efficiency,optimize urban structure layout and promote economic development.This dissertation combines domestic and foreign scholars,divides public transport planning into main urban planning,suburban planning and impact area planning.The task of urban public transportation planning is to guide the development of public transportation in the direction of convenience,order,rapidity and environmental protection.This dissertation defines the contents of four levels of public transport planning,expounds the mutual adaptability among the contents of four levels,and points out that the cooperative planning strategy should be adopted among the contents of four levels of single public transport planning,among various public transport modes and among different passenger transport modes.The technical route of urban public transportation planning is optimized.This dissertation determines the problems in the planning and development of public transportation in Chengdu,and makes corresponding countermeasures and suggestions.In view of the current situation of the development of public traffic planning of Chengdu,this paper puts forward Long Quanyi regions exist the public traffic planning of Chengdu metro line planning and supply,tram line planning way is not preferred,metro vehicle station planning capacity configuration is not reasonable,rail transport planning is not optimal,rail transit operation strategy problem such as lack of rationality.Analyses the causes of the problem,improve the public transport planning and technical system,improve the system of public transport policy system,improving the quality of public traffic planning content,continuous optimization of public traffic planning,made the countermeasures and Suggestions,formed the systematic scheme to solve the problem of the public traffic planning of Chengdu,as well as other urban public transport development to provide certain reference.更多还原
