【摘要】 都市现代农业是城市化快速发展的必然产物,是现代农业和与都市完美结合的体现,对保障城市粮食安全、创造生态宜居环境、满足人们多元化需求、助力乡村振兴等都具有重大意义。成都市都市农业起步虽晚,但近年来取得了较好成效,已经进入到都市现代农业阶段。成都市都市现代农业同先进制造业、现代服务业与融合产业一起被列为成都市的三大重点产业。因此,分析和总结成都市都市现代农业发展过程中所取得的经验和尚未解决的问题,将有助于进一步优化成都市都市现代农业发展路径,探索促进农业提质增效和城乡深度融合的有效途径。本文针对当下成都市都市现代农业发展现状,紧扣都市现代农业概念内涵,选取农业综合生产力、农产品供给与质量安全水平、农业产业化水平、农民生活质量水平、农业生态与可持续发展水平作为系统层指标,并相应地选取了农业适度规模经营率、农产品电商销售额、乡村旅游总收入等20项指标构建评价指标体系,运用综合指数评价法对成都市都市现代农业综合发展水平进行了纵向分析与横向对比。研究得到的主要结论如下:(1)都市现代农业是根植于城市内部及其周边地区,以城市需求为导向,集生活性、生态性、文化性于一体,高质高效和可持续发展相结合的现代农业形态。成都市都市现代农业在地理空间上涵盖三圈层内所有行政区域,其发展具有明显的联城带乡特征。(2)成都市都市现代农业发展历程可划分为三个阶段:规划起步阶段、快速发展阶段和稳步提升阶段。通过综合指数评价结果表明,成都市都市现代农业在纵向上取得了较大进展,综合发展指数近年来明显提升;在横向上领先中西部,并紧追都市现代农业发展水平较高的东部城市。(3)通过评价分析可以得出,成都市都市现代农业尚存在发展不均衡不协调的问题,相比都市现代农业较发达的城市还有一定差距。主要体现为农业综合生产力水平的提升伴随着农业生态与可持续发展水平的降低;农业综合生产力、农产品供给与质量安全水平竞争力较弱;都市现代农业对农民生活质量水平提升带动作用未充分发挥,农业产业化水平也有待进一步提高。围绕新阶段的发展需求,成都市应积极适应居民消费结构升级、城乡融合趋势明显及农业现代化的要求,提升都市现代农业发展层次、发展质量,加快构筑都市现代农业新高地。更多还原

【Abstract】 Urban modern agriculture is an inevitable product of the rapid development of urbanization,and it is the embodiment of modern agriculture and the perfect combination of the city.Although Chengdu’s urban agriculture started late,it has achieved good results in recent years and has entered the stage of urban modern agriculture.Chengdu’s urban modern agriculture is listed as the three key industries of Chengdu along with advanced manufacturing,modern service and integrated industries.Therefore,analyzing and summarizing the experience gained and unsolved problems in the development of urban modern agriculture in Chengdu will help to further optimize the development path of urban modern agriculture in Chengdu,and explore effective ways to promote the improvement of agricultural quality and efficiency and the deep integration of urban and rural areas.way.In view of the current development status of urban modern agriculture in Chengdu,this paper closely follows the concept of urban modern agriculture,and selects the comprehensive agricultural productivity,agricultural product supply and quality safety level,agricultural industrialization level,farmers’ quality of life,agricultural ecology and sustainable development level as the system and correspondingly selected 20 indicators such as the agricultural moderate scale operation rate,the sales of agricultural products e-commerce,and the total income of rural tourism to build an evaluation index system,and used the comprehensive index evaluation method to conduct a longitudinal analysis of the comprehensive development level of urban modern agriculture in Chengdu.Analysis and side-byside comparisons.The main conclusions of the study are as follows:(1)Urban modern agriculture is a modern agricultural form rooted in the interior of the city and its surrounding areas,guided by the needs of the city,integrating life,ecology and culture,and combining high-quality,high-efficiency and sustainable development.Chengdu’s urban modern agriculture covers all administrative regions within the three circles in geographical space,and its development has obvious characteristics of linking the city with the countryside.(2)The development process of urban modern agriculture in Chengdu can be divided into three stages: the initial stage of planning,the stage of rapid development and the stage of steady improvement.The comprehensive index evaluation results show that Chengdu’s urban modern agriculture has made great progress in the vertical direction,and the comprehensive development index has increased significantly in recent years.(3)Through the evaluation and analysis,it can be concluded that there is still a problem of unbalanced and uncoordinated development of urban modern agriculture in Chengdu,and there is still a certain gap compared with cities with more developed urban modern agriculture.It is mainly reflected in that the improvement of agricultural comprehensive productivity level is accompanied by the reduction of agricultural ecology and sustainable development level;the competitiveness of agricultural comprehensive productivity,agricultural product supply and quality and safety level is weak;urban modern agriculture has not fully exerted its leading role in improving the quality of life of farmers.,the level of agricultural industrialization also needs to be further improved.Focusing on the development needs of the new stage,Chengdu should actively adapt to the upgrading of residents’ consumption structure,the obvious trend of urban-rural integration and the requirements of agricultural modernization,improve the development level and quality of urban modern agriculture,and accelerate the construction of a new highland for urban modern agriculture.更多还原
