【副题名】以非警务警情分流为重点

【摘要】 110接处警服务在我国有着70多年的发展历史,随着时代的变迁、需求的不断充实以及改革的不断创新,110接处警服务日益完善,成为了社会生活中必不可少的求助方式。然而,随着当前社会生活日益丰富,社会治安形势日趋复杂,各类警情呈井喷式爆发,其带来的压力已经超越当前警务结构的承受范围,不仅给当前公安机关接处警工作带来巨大挑战,由此引发矛盾纠纷排查化解不及时、不充分,群众诉求不能得到适时适当反馈等等后果,对社会的安全稳定、人民群众的和谐生活带来了重要的影响。2016年,公安部在湖南岳阳召开会议,着重强调了要通过强化社会联动,并学习岳阳探索创新举措,切实有效地处理非警务警情分流,更好地释放警力,专注公安工作。岳阳会议后,全国各地公安机关纷纷进行改革和探索,通过6年的实践积累、取得了一定的经验和成果。但由于社会、经济、人口、环境等多方位因素的影响,同一种模式在不同的城市实践的效果也大相径庭,加之法律法规不健全、职权划分不明确、社会联动不灵敏、警情分流遇壁垒等多种原因,造成警情分流“失效”,改革工程沦为“烂尾”工程等。为此,笔者以有限政府理论、新公共服务理论、多元警务理论为基础,以江苏省连云港市为例,运用文献研究法、案例分析法、比较分析法、调查分析法等多种方法,从非警务警情现状、困境、成因等方面进行分析,结合国内外改革创新的典型做法,制定出适合连云港市及同类城市的非警务警情应对策略,进一步丰富该领域的研究成果。本文一共分为七章,按照阐述现状-发现问题-分析原因-借鉴经验-提出对策的思路进行探究。通过查阅近年来文献、对相关警情数据进行比对分析、运用问卷访谈等形式进行实证分析等方法,发现全国多地公安机关接报警中非警务警情占比均超过40%。主要包括群众求助、非公安业务咨询、矛盾纠纷等。在警情高发、警力有限的现实背景下,非警务警情直接影响了公安机关打击违法犯罪、维护社会安全稳定的主职主业,造成人民群众对公安机关接处警服务不满意等现象频繁发生。结合当前现状和困境进行分析,发现公安机关职能泛化、社会联动机制不完善、法律法规不健全、平台建设宣传不到位等诸多原因造成了非警务警情处置困境。同时,对他地先进举措进行分析与借鉴,探索出解决现有问题的办法,提出构建多元处警新体系、聚焦分流减负硬骨头、推动数据融合、健全法律法规、落实基础保障等对策措施,以希望可以在非警务警情改革推行的中期,让改革措施持续发力,落地落实,真正做到分流处置,减负释压,将接处警服务提升到一个新台阶。更多还原

【Abstract】 With the changes of the times,the constant enrichment of needs and the constant innovation of reform,the 110 police response service has become increasingly perfect and an essential form of assistance in social life.However,with the increasing richness of social life,the increasingly complex social security situation and the eruption of various types of police incidents,the pressure brought about has exceeded the scope of the current police structure,which has not only posed a huge challenge to the current police work of the public security organs,but has also led to untimely and inadequate investigation and resolution of conflicts and disputes,and the failure of the public to receive timely and appropriate feedback on their demands,which has had a significant impact on the security and stability of society and the harmonious life of the people.In 2016,the Ministry of Public Security held a conference in Yueyang,Hunan Province,which highlighted the need to strengthen social linkages and learn from Yueyang to explore innovative initiatives to effectively handle non-police police triage and better release police force to focus on public security work.After the Yueyang Conference,public security organs across the country have carried out reforms and explorations,accumulating and achieving certain experience and results through six years of practice.However,due to the influence of social,economic,demographic and environmental factors,the effect of the same model in different cities varies greatly,coupled with the lack of sound laws and regulations,unclear division of powers,unresponsive social linkage and barriers to police triage,resulting in the "failure" of police triage and the reform project being reduced to The reform project has been reduced to a "bad" project.To this end,the author uses the limited government theory,the new public service theory and the multi-policing theory as the basis,and takes Lianyungang City,Jiangsu Province,as an example.Using various methods such as literature research,case study,comparative analysis and survey analysis,the author analyses the dilemmas,impacts and causes of non-policing police situations,combines typical practices of reform and innovation at home and abroad,and formulates non-policing police situations suitable for Lianyungang City and similar cities.The paper is divided into seven chapters.The paper is divided into seven chapters,which follow the lines of describing the current situation-identifying problems-analysing the causes-learning from experience-and proposing countermeasures.By reviewing recent literature,comparing and analysing relevant police data,and conducting empirical analysis through questionnaire interviews,it is found that the proportion of non-police police calls received by public security organs in many places in China exceeds 40%.The main categories are requests for assistance from the public,non-police enquiries and conflicts and disputes.Against the backdrop of a high incidence of police incidents and limited police manpower,non-police police incidents have directly affected the public security organs’ main duties of combating crime and maintaining social security and stability,resulting in frequent occurrences of people’s dissatisfaction with the police services provided by the public security organs.The current situation of the dilemma has been analysed to find out the many reasons for the generalisation of the functions of public security organs,the imperfection of social linkage mechanisms,the lack of sound laws and regulations,and the lack of propaganda for platform construction.In the hope that in the middle of the implementation of the non-police police reform,the reform measures will continue to gain momentum and be implemented on the ground,so that they can truly achieve triage,reduce the burden and release the pressure,and raise the police service to a new level.更多还原
