【副题名】以泰安市乡风文明建设为例

【摘要】 农村稳则天下安,农业兴则基础牢,农民富则国家盛。中国作为农业大国,农村人口基数庞大是中国人口分布的现实,“三农”问题已成为党和国家工作的重中之重。乡村振兴战略实施以来,产业融合带动了农村发展,但乡风文明建设仍存在滞后现象,如文化活动匮乏、酒席铺张浪费、个别群众思想观念陈旧、红白喜事陈规陋习等,阻碍了农村地区经济社会的全面发展。党的二十大报告提出了,中国式现代化是物质文明和精神文明相协调的现代化。乡风文明建设是乡村振兴战略的重要内容之一,也是中国特色社会主义精神文明建设的重要组成部分,要加强新时代农村精神文明建设,推动形成乡风文明、家风良好、民风淳朴,凸显出乡风文明建设是推动乡村发展和推进乡村振兴战略的关键路径。泰安市位于山东省中部,五岳独尊的泰山脚下,具有浓厚历史文化底蕴,形成了泰山文化、大汶口文化、石敢当文化、水浒文化等。近年来,泰安将全面推进乡村振兴作为重大发展任务,实施多轮乡村文明行动,乡风文明建设成效显著。因此,本研究以泰安市为研究对象,并选取泰山区邱家店镇和岱岳区道朗镇作为典型案例,通过整理文献、问卷调研与实地访谈等研究方法,总结乡风文明建设的经验与成效,探究泰安市乡风文明建设现存在的问题及原因,对于推动乡村振兴,打造乡村振兴齐鲁样板具有重要现实意义。研究发现,泰安市通过营造乡风文明氛围、加强新时代文明实践、鼓励志愿服务、推动移风易俗改革等举措推动乡风文明建设,不同地区乡风文明建设特色具有异质性,邱家店镇表现为文化的“守正创新”,而道朗镇则是新时代的“扬长补短”。泰安市乡风文明建设仍面临着农村文化活动形式单一、参与主体力量薄弱、乡规民约缺乏权威以及公共文体设施薄弱等问题。针对以上问题,从文化底蕴、参与主体以及体制机制方面进行了原因分析,最后提出推进农村乡风文明建设的思路与对策,即发挥优秀传统文化魅力、激发各方参与主体活力、夯实体制机制保障基础、提升文化基础设施水平,以期为农村地区的乡风文明建设提供借鉴。更多还原

【Abstract】 If the countryside is stable,the whole world is peaceful;if the agriculture is prosperous,the foundation is solid;if the farmers are rich,the country is prosperous.China as an agricultural country,the rural population base is huge is the reality of China’s population distribution,"three farmers" issues have become the top priority of the Party and the state work.Although industrial integration has promoted rural development,there are still lagging phenomena,such as lack of cultural activities,extravagance and waste of banquet,outdated ideas of some people,and outdated rules and habits of weddings and weddings,which hinder the comprehensive economic and social development of rural areas.The construction of rural civilization is one of the important contents of the rural revitalization strategy and an important component of China’s socialist spiritual civilization construction.The No.1Document of the CPC Central Committee in 2021 emphasizes that it is necessary to strengthen the construction of rural spiritual civilization in the new era and promote the formation of civilized village style,good family style and simple folk style.It highlights that cultivating rural culture is the key path to promote rural development and rural revitalization strategy.Tai ’an City is located at the southern foot of Mount Tai,with strong historical and cultural deposits,forming the Taishan culture,Dawenkou culture,Shigandang culture,Shuihu culture,etc.In recent years,Tai ’an has taken the comprehensive promotion of rural revitalization as a major development task,carried out several rounds of rural civilization actions,and achieved remarkable results in the construction of rural culture.Therefore,this study selects Tai ’an City as the research object,and selects Qiujiadian Town of Taishan District and Daolang Town of Daiyue District as the typical cases.Through the research methods of literature collation,questionnaire survey and field interview,this study summarizes the experience and effect of the construction of rural civilization,and explores the existing problems and causes of the construction of rural civilization in Tai ’an City.It is of great practical significance to promote rural revitalization and build the model of Qilu.The study found that Tai ’an city promoted the construction of rural civilization by creating the atmosphere of rural civilization,strengthening the practice of civilization in the new era,encouraging voluntary service,and promoting the reform of changing customs and customs.The characteristics of rural civilization construction in different regions had heterogeneity.Qiujiadian town showed "keeping the right and innovating",while Daolang Town showed "reinforcing the strengths and making up for the weaknesses".However,the construction of rural culture in Tai ’an City is still faced with deficiencies such as single form of rural cultural activities,weak strength of participants,lack of authority of village rules and conventions and weak public cultural and sports facilities.In view of the above problems,this paper analyzes the reasons from the aspects of cultural deposits,participants and system mechanism,and finally puts forward ideas and countermeasures to promote the construction of rural style civilization,that is,give full play to the charm of excellent traditional culture,stimulate the vitality of participants,consolidate the guarantee foundation of system and mechanism,and improve the level of cultural infrastructure,so as to provide references for the construction of rural style civilization.更多还原
