【摘要】 进入21世纪以来,信息技术高速发展,互联网与政务服务的有效结合也是当今社会发展的趋势。2018年,李克强总理正式提出要在我国深入推进政务服务“一网通办”,这无疑代表着政务服务领域开始向“互联网化”迈进,近几年,我国在“互联网+政务服务”领域、“一网通办”领域不断探索研究,取得了一定成效,但不足之处有很多。现有的“一网通办”模式只在局部发达地区如上海、南京等地做到了部分区域使用,而大部分地区推进效果不佳,乡镇领域更是少之又少;除此之外,现有“一网通办”模式下,平台上的很多服务功能只是摆设,不能真正使用;系统上目前的数据资源交换做得不到位,仍需反复提交信息等等。本论文从新公共服务理论和“服务型政府”理论两方面入手,以创新的理论视角结合问卷调查、实地走访、访谈和案例研究、文献研究等多种方法对沙堰镇的“一网通办”进行研究,深入分析其存在的问题以及问题的成因,提出相对应的处理方案。并希望通过借助沙堰镇的案例来总结、反思,进而找出能在全国范围内可以规模推广的对策。沙堰镇目前的“一网通办”模式虽然取得了初步成效,但深入研究可以看出根本问题仍然没有解决,如困扰许久的部门壁垒、不畅通的协调机制、较差的服务水平等等。本文经过对沙堰镇“一网通办”模式的多方探索研究,提出要想解决目前沙堰镇以及我国大多数地方“一网通办”落实不到位的现象,必须从以下几方面着手:畅通内部机制、加强制度建设、“以人民为中心”的指导思想。此三项对策有助于打破“一网通办”内部机制不畅的问题,有助于解决业务无法办理的难题,亦有助于破除体制内的部门壁垒等等。本文对沙堰镇“一网通办”的研究给我国乡镇层面做了一个表率、引领作用,有助于基层的“一网通办”规模化推广,从而进一步助益全国范围内早日实现“一网通办”。更多还原

【Abstract】 ince entering the 21st century,information technology has developed rapidly,and the effective combination of Internet and government services is also the trend of today’s social development.In 2018,Premier Li Keqiang formally proposed to further promote the "One Netcom office" of government services in China,which undoubtedly means that the field of government services is moving toward the "Internet".In recent years,China has continuously explored and research in the field of "Internet + government services" and "One Netcom Office",and has achieved certain results,but there are many shortcomings.The existing "One Netcom office" mode has only been used in some developed areas such as Shanghai,Nanjing and other places,and the promotion effect is not good in most areas,especially in the township area.In addition,under the existing "One Netcom office" mode,many service functions on the platform are just decorations and cannot be really used;The current exchange of data resources on the system can not be done,and it is still necessary to submit information repeatedly.Starting from the new public service theory and the "service-oriented government" theory,this paper studies the "One Netcom Office" in Shayan Town from an innovative theoretical perspective by combining various methods such as questionnaire survey,field visit,interview,case study and literature research,deeply analyzes the existing problems and causes of the problems,and proposes corresponding solutions.It also hopes to summarize and reflect on the case of Shayan Town,and then find out the countermeasures that can be promoted on a national scale.Although the current "one-netcom office" mode in Shayan Town has achieved initial results,it can be seen that the fundamental problems have not been solved,such as the long-standing departmental barriers,the obstructed coordination mechanism,the poor service level and so on.After exploring and studying the mode of "One-netcom Office" in Shayan Town,this paper puts forward that in order to solve the phenomenon of inadequate implementation of "one-netcom Office" in Shayan Town and most places in our country,we must start from the following aspects: smooth internal mechanism,strengthen system construction,and the guiding ideology of "people-centered".These three countermeasures help to break the problem of the internal mechanism of the "One Netcom office",help to solve the problem that the business cannot be handled,and also help to break the departmental barriers within the system.This paper’s study on the "one-netcom Office" in Shayan Town has set an example and played a leading role in the township level of our country,which is conducive to the scale promotion of the "one-netcom office" at the grassroots level,and further helps to realize the "one-netcom Office" nationwide as soon as possible.更多还原
