【摘要】 信息技术的发展日新月异,电子化的招标平台逐渐晋升为信息技术时代招标工作的核心平台,电子信息化招标平台的建设与引入,在很大程度上提高了传统招标工作的效率。不过,电子招标平台尚处于初级阶段,在建设和使用过程中依然暴露出来一些问题,以至于现阶段电子招标信息系统不能完全实现招标工作的目标。本文选取了QJ集团展开细致化研究,参考招标管理流程体系理论及供应链管理理论等其他理论,针对QJ集团电子招标平台展开全方位的探究与分析。首先,了解QJ集团电子招标平台的具体现状。同时,建立评价指标体系,确定评价指标,运用问卷调查分析了当前QJ集团电子招标平台应用存在运营管理费用较高、供应商管理效率较低、管理信息系统尚未完善、管理流程无序等问题。其次,基于问题的分析,提出了立足于运营成本、供应商管理、管理信息系统、管理系统和流程等多方面提出科学的改进方案,为了保障升级方案的高效落实,并制定了科学配置的资源、人员建设、招标监管方式的创新等保障措施,最后,对QJ集团电子招标平台优化前后对比及优化方案实施效果进行分析,确保改进的科学性和必要性。论文结合QJ集团的多元化业务发展需要,运用供应链协同相关理论知识,创新地提出了建立以电子招标平台为基础,融合企业管理的综合企业业务系统的研究思路和方向,以图实现集团多元化业务信息资源共享和信息系统对企业决策支持,并为其它多元化集团企业的管控体系建设提供借鉴和参考。更多还原

【Abstract】 With the rapid development of information technology,electronic bidding platform is gradually promoted to the core platform of bidding in the era of information technology.The construction and introduction of electronic information bidding platform has greatly improved the efficiency of traditional bidding work.However,the electronic bidding platform is still in the initial stage,and some problems are still exposed in the process of construction and use,so that the electronic bidding information system can not fully achieve the goal of bidding work at this stage.This paper selects QJ Group to carry out a detailed study,referring to the bidding management process system theory and supply chain management theory and other theories,and carries out a comprehensive exploration and analysis on the electronic bidding platform of QJ Group.First of all,understand the specific status quo of QJ Group’s electronic bidding platform.At the same time,the evaluation index system is established,the evaluation index is determined,and the problems existing in the application of QJ Group’s electronic bidding platform are analyzed by questionnaire survey,such as relatively high operating cost,low supplier management efficiency,incomplete management information system,and disorderly management process.Secondly,based on the analysis of problems,scientific improvement plans are proposed based on operating costs,supplier management,management information system,management system and process.In order to ensure the efficient implementation of the upgrade plan,safeguard measures such as scientific allocation of resources,personnel construction and innovation of bidding supervision methods are formulated.The comparison before and after the optimization of QJ Group’s electronic bidding platform and the implementation effect of the optimization plan were analyzed to ensure the scientific and necessary improvement.Based on the diversified business development needs of QJ Group,this paper innovatively proposes the research idea and direction of establishing an integrated enterprise business system based on the electronic bidding platform and integrating enterprise management,so as to realize the information resource sharing of the diversified business of QJ Group and the information system to support enterprise decision making.It also provides reference for the management and control system construction of other diversified group enterprises.更多还原
