【摘要】 近年来,党和政府部门注重打造“有为政府,有效市场”,进行“放管服”改革,简政放权,形成全社会共建、共治、共享的协作治理格局。因此,为提高社会治理效能,强化政府管理,亟待建立能够独立化、市场化运作的第三方监管机构——行业协会。然而,我国保险行业协会独立地位缺失,相关的法律体系仍不健全,监管权力有限,社会认同度普遍较低;内部的机构运营、人员组织、资金流转方面依然存在较多障碍。当前我国行业协会进入迅速发展的关键时期,保险行业协会更好履行社会治理功能,与政府协同构建完善的社会治理体系和更为科学的决策机制,可以充分发挥协会各方面职能。保险行业协会提供精细化、高质量的服务,有利于协助政府进行行业治理,使保险业健康有序发展,保险行业协会对未来我国保险行业高质量发展的作用必将日益凸显。本文从行业协会概念入手,介绍了行业协会、保险行业协会的相关概念和理论,阐述内蒙古保险协会发展现状,通过访谈的方式进行深入了解并记录整理,总结了内蒙古保险协会在改革发展过程中面临的一些限制性问题并分析其深层次原因,借鉴国内外保险行业协会运作模式和经验,探讨适合内蒙古保险协会的发展路径,以期能够为内蒙古保险协会的发展谏言献策。更多还原

【Abstract】 In recent years,Chinese Communist Party and the government pay attention to creating "promising government and effective market" in social governance,and begin to reform government agencies to streamline administration and delegate power,improve regulation,and upgrade services,form a cooperative governance pattern featuring joint contribution,joint governance and shared benefits by the whole society.Therefore,in order to improve the efficiency of social governance and strengthen government management,it is urgent to establish an independent and market-oriented third-party regulatory organization--Industry Association.However,the independent status of our insurance industry association is lacking,the relevant legal system is still not perfect,the regulatory power is limited,the social acceptance is generally low;There are still many obstacles in internal institutional operation,personnel organization and capital flow.At present,the Chinese industry associations has entered a critical period of rapid development,the insurance industry associations can better perform the function of social governance,cooperate with the government to build a sound social governance system and a more scientific decision-making mechanism,and give full play to the functions of the association in various aspects.The insurance associations provide refined and high-quality services,which is helpful to assist the government in industry governance and ensure the healthy and orderly development of the insurance industry.The insurance association will play an increasingly prominent role in the high-quality development of the insurance industry in the future.Starting with the concept of industry association,this thesis introduces the relevant concepts and theories of industry association and insurance association,expounds the development status of Inner Mongolia Insurance Association,conducts in-depth understanding and analysis through interviews,summarizes some restrictive problems faced by Inner Mongolia Insurance Association in the process of reform and development,and analyzes the underlying reasons.Learning from the operation mode and experience of domestic and foreign insurance industry associations,this thesis discusses the development path suitable for Inner Mongolia Insurance Association,in order to offer suggestions for the development of the association.更多还原
