【摘要】 随着全球化的进程不断加快,国际贸易的发展水平也在逐步提升,同时区域经济呈现出整合式的发展态势。各国和不同的地域之间的贸易便利化已经成为未来的主要趋势之一,并受到了极高的关注程度。我国对外贸易一直是我国经济发展的主要推动力,但是由于部分流通环节没有打通而导致我国对外贸易的发展进程受到了阻滞,其中货物流通环节中海关通关环节是最为重要的部分之一,直接会影响到国际贸易和物流的畅通性。因此,通过提升海关一体化通关效率可以有效促进跨境贸易便利化进程。由于海关本身在监管和服务方面所具备的特殊性质,因此在提升监管力度的同时,也需要有加强实质性的通关效率,这样才能为跨境贸易便利化进一步完善提供动力。海关作为进出境监督管理机关,这一性质决定了改变需要在最大程度上提高通关效率和最大限度上降低通关风险之间寻求平衡。本文基于整体性治理视角,综合运用文献研究法、问卷调查法以及归纳分析法等多种研究方法,遵循理论联系实际之原则,以“背景介绍——现状阐述——存在问题——归因分析——提出对策”为分析框架,选择K海关为个案,以小见大分析其通关一体化的发展情况,对其通关管理存在的问题和原因进行分析,站在整体性治理视角下提出了推动我国海关通关一体化的应对策略,要求加强监督性工作责任机制、提高信息一体化管理能力、创新人才化服务队伍建设以及开展全方位国际海关合作。通过研究不仅可以促进我国海关通关一体化的发展进程,而且还能加快我国跨境贸易便利化进程,对经济的发展有着促进作用。更多还原

【Abstract】 With the accelerating process of globalization,the development level of international trade is also gradually improving,and the regional economy shows a trend of integrated development trend.Trade facilitation between countries and different regions has become one of the major trends in the future and has received extremely high levels of attention.China’s foreign trade has always been the main driving force of China’s economic development,but due to the lack of some circulation links,the development process of China’s foreign trade has been blocked.Among them,the customs clearance link is one of the most important parts in the goods circulation link,which will directly affect the smoothness of international trade and logistics.Therefore,improving the efficiency of integrated customs clearance can effectively promote the process of crossborder trade facilitation.Due to the special nature of the customs itself in supervision and service,it is also necessary to strengthen the substantive customs clearance efficiency while improving the supervision efforts,so as to provide impetus for the further improvement of cross-border tradefacilitation.As an import and outbound supervision and administration authority,this nature determines that the need for change seeks a balance between maximizing the efficiency of customs clearance and minimizing the customs clearance risk.This paper is based on a holistic governance perspective,Comprehensive use of literature research method,questionnaire survey method and inductive analysis method,Follow the principle of combining theory with practice,"Present Situation of —— presents countermeasures to——" as the analysis framework,Take the Huangpu Customs as a single case,Select KCustoms as a case,Analyze the development of its customs clearance integration withsmallopinions,Analysistheproblemsandreasonsofitscustomsclearance management,From the perspective of integrated management,it puts forward the coping strategy of promoting the integration of customs clearance in China,It is required to strengthen the supervisory work responsibility mechanism,improve the ability of integrated information management,innovate the construction of personnel service team,and carry out all-round international customs cooperation.Through research can not only promote the development process of customs clearance integration,but also accelerate the process of cross-border trade facilitation,which plays a role in promoting economicdevelopment.更多还原
