【摘要】 随着经济社会的发展,人口老龄化问题已经成为当今中国亟待解决的难题,养老问题也已成为人们关注的重点问题。社区养老作为一种养老方法,颇受独生子女们的欢迎。社区养老可为独生子女解决无法亲自照料老人的难题,同时也可以相对降低政府有关养老的资金压力。本文以福利多元理论、协同治理理论为理论基础,采用文献分析法、深度访谈法、案例分析法,深入分析长春市社区养老服务供给的现状及其目前取得的成就,同时在成就中发现不足,发现目前长春市社区养老面临政府权责不清晰、社区养老服务人员专业性不足、基础设施难以保障老年人基本需求等问题,以及分析这些问题背后的成因,同时借鉴先进社区养老经验,使长春市的社区养老服务供给更加优化。长春市作为养老问题较为突出的城市之一,其必须打破经济在全国范围内较为落后的屏障,减少经济发展对长春市社区养老的制约,在这一基础上探索适合于长春市社区养老服务供给的具体措施,对当前的举措加以改进,进而提出适用于长春市的社区养老服务供给的优化路径,包括明确政府职能部门职责分工、拓宽社区养老资金来源,增设社区养老服务机构,加强社区养老专业人才培养。更多还原

【Abstract】 With the development of economy and society,the problem of population aging has become an urgent problem to be solved in China today,and the problem of old-age care has also become a key issue of concern.As a method of providing for the aged,community pension is popular with only children.Community pension can solve the problem that the only child cannot take care of the elderly in person,and can also relatively reduce the financial pressure of the government on pension.Based on the welfare pluralism theory and collaborative governance theory,this paper uses the literature analysis method,in-depth interview method,and case analysis method to analyze the current situation and achievements of community elderly care services in Changchun City.At the same time,it finds that the current community elderly care services in Changchun City are faced with problems such as unclear government rights and responsibilities,inadequate professionalism of community elderly care service personnel,and infrastructure difficult to guarantee the basic needs of the elderly,And analyze the causes behind these problems,and learn from the advanced community pension experience of Britain and Japan to make it adapt to the actual situation of community pension in Changchun.As one of the cities with prominent pension problems,Changchun must break the barrier of relatively backward economy across the country,reduce the restriction of economic development on the community pension in Changchun,explore specific measures suitable for the community pension service in Changchun,improve the current measures,and then put forward the optimization path of community pension service applicable to Changchun,including clarifying the division of responsibilities of government functional departments Broaden the source of community pension funds,add community pension service institutions,and strengthen the training of community pension professionals.更多还原
