【摘要】 随着城市化进程日渐加快,经济社会高速发展,我国的高速公路网络也在持续拓展,服务区对提高道路应急能力和道路救援能力,推动整体社会效益的增长发挥着至关重要的效用。近年来,国人对于高速形式体验、服务区服务体验也提出了更高的要求,因此高速公路管理单位多元化战略发展的制定,实现此类企业的可持续发展是非常有必要的。当目前山西省境内高速公路管理企业基于多元化战略发展仍处于探索阶段,真正的实际应用案例更是为数不多。近几年来,收费政策环境的多变和社会舆情的导向或许带来潜在影响,伴随着新建优质高速项目日益减少,平均投资收益率整体较低的情况下,怎样保证高速公路企业的长期经营和高质量发展目前成为了山西省高速路迫切需要解决的最基本的战略问题。因此,对山西高速的多元化发展具有较大意义。本文以SXJK集团高速公路管理有限公司(以下简称SXJK公司)为研究对象,借助PEST分析对SXJK公司的宏观环境、外部环境、内部条件进行分析,再通过构建SWOT矩阵分析SXJK公司的优势、劣势、机遇以及威胁,总结出SXJK公司存在的问题,针对公司业务经营状况及问题,结合SXJK公司企业目标及SWOT战略选择方向,明确采取混合型战略,并运用企业战略管理相关理论构建了符合SXJK公司发展的战略体系,制定了详细的战略推进的具体措施和保障方法。整体构架如下:即坚持“聚焦主业、深耕细作;对标一流、补短强弱;效益优先、统筹兼顾;创新驱动、数字赋能;系统观念、风险可控”原则,大力开展收费营销工作,做好服务区业务,打开多元辅营业务发展格局,同时紧跟绿色环保法规政策要求进军新能源产业,同时借助服务区多元化战略实施,充分利用自身规模大、覆盖广的特点,发挥集群效益,提升SXJK公司服务品质及经济效益,逐步高速公路管理单位的标杆企业。本文通过对SXJK公司发展战略体系的构建,期望SXJK公司可以进一步明确发展方向,主动把握机遇,充分释放企业特长,弥补企业发展弱项,为企业良性循环的成长提供强有力的动能。更多还原

【Abstract】 With the accelerating process of urbanization and the rapid economic and social development,China’s highway network is also continuously expanding.Service areas play a crucial role in improving road emergency response capabilities and rescue abilities,and promoting overall social benefits growth.In recent years,Chinese people have higher requirements for the experience of highways and service areas.Therefore,it is essential to formulate diversified strategic development plans for highway management units to achieve the sustainable development of such enterprises.However,currently,the development of diversified strategies for highway management enterprises in Shanxi Province is still in the exploration stage,and actual application cases are rare.The fluctuating toll policy environment and social sentiment trends may bring potential impacts,and with the decreasing number of newly built high-quality highways and the overall low average investment return rate,how to ensure the long-term operation and high-quality development of highway enterprises has become the most basic strategic problem that Shanxi Province’s highways urgently need to solve.Therefore,diversified development of Shanxi highways has significant implications.This article focuses on SXJK Group Highway Management Co.,Ltd.(hereinafter referred to as SXJK Company)and uses PEST analysis to analyze the company’s macro environment,external environment,and internal conditions.Then,through constructing a SWOT matrix,it analyzes SXJK Company’s strengths,weaknesses,opportunities,and threats,summarizes the problems that SXJK Company faces,and determines a mixed strategy based on the company’s business operation status and problems,combining with the company’s business objectives and SWOT strategic direction.The article constructs a strategic system that is suitable for SXJK Company’s development,formulates specific measures and guarantee methods for implementing the strategy,and adopts enterprise strategic management theories.The overall framework is as follows: adhere to the principles of "focusing on the main business,meticulous management;benchmarking first-class,making up for weaknesses and strengths;prioritizing benefits,considering overall situation;driving innovation,empowering digitalization;adopting a systematic approach,controlling risks," vigorously carry out toll marketing work,do a good job in service area business,open up a diversified development pattern for auxiliary businesses,and follow the green environmental protection regulations and policies to enter the new energy industry.Meanwhile,through the implementation of a diversified service area strategy,fully utilizing its own large scale and wide coverage advantages,SXJK Company will enhance its service quality and economic benefits,gradually becoming a benchmark enterprise for highway management units.By constructing the development strategic system for SXJK Company,this article hopes that the company can further clarify its development direction,take the initiative to seize opportunities,fully leverage its strengths,and make up for its weaknesses to provide powerful driving force for the healthy and sustainable growth of the enterprise.更多还原
