【副题名】以广东省佛冈县为例

【摘要】 党的二十大报告指出,中国式现代化是物质文明和精神文明相协调的现代化。全国文明城市创建是目前国内创建内容最全面、创建难度最大、创建要求最高、创建含金量最足的城市荣誉品牌。文明城市创建评选分省会城市、直辖市城区、地级市、县级市和县四类。四类评选的测评内容都由实地测评、资料申报、入户调研、负面清单四个方面组成,其中实地测评、资料申报、入户调研是加分项,负面清单是减分项,文明城市创建问题产生于这四方面。本文立足于佛冈县创建全国县级文明城市的实践基础,采用了文献分析法、实证分析法、比较分析法,在分析协同治理理论和全国文明城市创建历程的基础上,将研究的视点关注于用政府、企业、非营利组织、市民等多元主体协同治理的方式去解决佛冈县创建全国县级文明城市所面临的问题,提出了佛冈县创建全国县级文明城市协同治理路径。首先,对治理理论和协同治理理论的概念和内涵进行了分析,提出协同治理是我国城市发展到新时代后的必然选择,然后阐释了创建全国县级文明城市四大主体政府、企业、非营利组织、市民之间的关系。其次,通过对佛冈县创建全国县级文明城市的研究,结合全国县级文明城市创建标准体系,总结概括出佛冈县创建全国县级文明城市的现状,提炼出佛冈县创建全国县级文明城市存在的问题。再次,基于佛冈创建全国县级文明城市的现状和问题,从利益冲突、认知偏差、机制障碍三方面深入分析问题原因。最后,从建设服务型政府、构建扁平化组织、培育公共精神、科学行政决策、强化绩效评估五方面,探讨建立多元主体协同创建全国县级文明城市的路径,为佛冈县乃至人口、经济规模相同的县及县级市提供了可参照的范式。更多还原

【Abstract】 The party’s 20 th annual report points out that Chinese-style modernization is the modernization that coordinates material civilization and spiritual civilization.The construction of civilized city is the practical carrier of the construction of spiritual civilization from virtual to real.At present,it is the city honor brand with the most comprehensive content,the greatest difficulty,the highest requirement and the most gold content in China.The selection of civilized city creation is divided into four categories: provincial capital cities,municipalities directly under the Central Government,prefecture-level cities,county-level cities and counties.The evaluation content of the four types of selection is composed of four aspects: field evaluation,data declaration,household survey and negative list.Among them,field evaluation,data declaration and household survey are additional points,and negative list is minus points and article All the problems of the Ming city arise from these four aspects.This paper is based on the practice of county civilized city,adopted the literature analysis,empirical analysis,comparative analysis,in the analysis of the collaborative governance theory and the national civilized city creation process,on the basis of the study of focus on the government,enterprises,non-profit organizations,citizens and other multiple subject collaborative governance to solve the county create national county civilized city problems,put forward the county to create the national county civilized city collaborative governance path.First of all,it analyzes the concept and connotation of governance theory and collaborative governance theory,and proposes that collaborative governance is an inevitable choice after the development of China’s cities to the new era.Then,it explains and then explains the relationship between the four main governments,enterprises,non-profit organizations and citizens of the national county-level civilized city.Secondly,through the study of Fogang County to create a national county civilized city,combined with the national standard system of creating a county civilized city,the current situation of Fogang County to create a national county civilized city is summarized,and the problems existing in Fogang County to create a national civilized city at the county level are refined.Thirdly,based on the current situation and problems of Fogang creating a national county-level civilized city,the causes are deeply analyzed from three aspects of interest conflict,cognitive deviation and mechanism obstacle.Finally,from the five aspects of building service-oriented government,building flat organization,cultivating public spirit,scientific administrative decision-making and strengthening performance evaluation,we explore the optimization path of establishing multiple subjects to jointly create a national county-level civilized city,which provides a reference paradigm for Fogang County and even counties and county-level cities with the same population and economic scale.更多还原
