【摘要】 “专项治理”是当代中国公共政策实践中作为国家治理及社会治理的特殊工具,不但用于突发性事件的有效应急处理,同时也在日常治理工作中发挥了重要的作用。在实践中,“专项治理”主要表现为“专项行动”“专项整治”“专项检查”等政策执行活动。“专项治理”公共政策的影响,覆盖到社会生活中宏观与微观的各个层面,而“专项治理”公共政策执行又是政策过程中,最重要的因素和环节之一。如果一项“专项治理”公共政策被有效执行,那么政府在社会群众心中的影响力会加强,社会矛盾会得到有效治理和解决,政治局势会更加稳定。虽然“专项治理”是我们国家政府经常使用的一种政策工具,也存在着一定的治理优势,有利于强化政府执行力。但是“专项治理”公共政策在执行的过程中可能存在着政策目标单一,缺乏科学的绩效管理,缺乏长效的管理机制来维护治理效果。因此“专项治理”公共政策执行问题的研究不仅是国家治理体系和治理能力现代化的迫切性需要,也是实现国家长治久安的必要性举措。本文将在公共管理学科的基础上,借鉴政治学,协同学,新闻学等多学科的基础理论和基本方法,结合案例分析法、文献分析法等基本研究方法,运用治理理论、政策执行理论、协同治理理论,紧紧围绕“专项治理”公共政策执行偏差及矫正这一主题进行研究和分析。基于史密斯政策执行模型,通过选取“专项治理”代表性案例(教育减负),分析“专项治理”公共政策执行偏差产生的具体原因。目的是将“专项治理”公共政策执行与普通公共政策执行的特征区别开,对症下药,深刻剖析“专项治理”公共政策执行偏差产生的原因。进而从政策设计、执行主体、目标群众、政策环境、政策监督等五个方面提出矫正“专项治理”公共政策执行偏差的方法。更多还原

【Abstract】 Special governance is a special tool for national governance and social governance in contemporary China ’ s public policy practice.It is not only used for effective emergency response of sudden events,but also plays an important role in daily governance.In practice,“ special governance ” is mainly manifested in policy implementation activities such as “ special action ”,“ special rectification ” and “ special inspection ”.The influence of ’ special governance ’ public policy covers all levels of macro and micro in social life,and the implementation of ’ special governance ’ public policy is one of the most important factors and links in the policy process.If a ’ special governance ’ public policy is effectively implemented,the influence of the government in the hearts of the public will be strengthened,social contradictions will be effectively managed and resolved,and the political situation will be more stable.Although ’ special governance ’ is a policy tool frequently used by our national government,it also has certain governance advantages,which is conducive to strengthening government execution.However,there may be a single policy goal,lack of scientific performance management,and lack of long-term management mechanism to maintain the governance effect in the implementation process of ’ special governance ’ public policy.Therefore,the research on the implementation of ’ special governance ’ public policy is not only an urgent need for the modernization of national governance system and governance capacity,but also a necessary measure to achieve long-term national security.In this paper,on the basis of public management discipline,drawing on political science,synergetics,journalism and other disciplines of basic theory and basic methods,combined with case analysis,literature analysis and other basic research methods,the use of governance theory,policy implementation theory,collaborative governance theory,closely.更多还原
