【摘要】 党的巡视巡察制度是加强党内监督的战略性制度安排,是全面从严治党的“利器”。自党的十九大报告提出要构建巡视巡察上下联动监督网以来,巡视巡察上下联动机制研究就成为新时代党内巡视制度深化发展的重要课题。一方面,巡视巡察上下联动机制蕴含着权力监督思想。权力监督理论源于对人性中过度贪欲的理性认知,政党作为现代国家的政治组织团体,是由人构成的集合体,并通过具体的人来掌握并行使权力,那么人性中对权力“恶欲”在政党中同样适用。因此,政党治理最核心的内容就是治权,对执政党的权力监督是现代化国家政治权力监督的重要内容。巡视巡察上下联动机制是党内巡视监督制度深化发展的结果,是习近平总书记关于党的自我革命战略思想的重要体现,是中国共产党对党内权力制约和监督的智慧结晶,它将自上而下的组织监督和人民群众的民主监督相结合,成为全面从严管党治党的有力举措。作为政治系统内的一项监督制度,党内巡视巡察制度的结构功能具有系统优势,能够在党内监督中发挥综合监督平台作用,本文采用阿尔蒙德结构—功能主义的分析视角,从体系、过程和政策层次三个层面,对巡视巡察上下联动机制的结构和政治功能进行阐释,有利于实现党内巡视巡察监督全覆盖,形成全国监督“一盘棋”,又能够进一步通过巡视巡察监督将党内其他监督形式贯通融合,与党外监督相结合,构建党内监督耦合机制和系统完备高效有序的党和国家监督体系。另一方面,党内巡视巡察上下联动机制在实践中逐步探索,经历了巡视巡察上下联动格局的基础建构阶段和中央巡视帮带省级巡视、省级巡视帮带市县巡察的联动运行历程。最后,在实践层面,随着实践的不断发展,一些有益经验被上升为制度和条例固定下来,在领导体制、运行机制和工作方法等方面都作出规定。但也存在主体认识不够,系统思维不强;巡视巡察机构、信息化建设、队伍建设、成果运用和问题整改以及巡视巡察上下联动的评价体系尚未建立等方面的困境。巡视巡察上下联动机制作为巡视系统性功能发挥的运行机制,需要打通和修复联动机制的各个环节,因此,需要强化巡视巡察主体系统思维,完善巡视巡察机构建设,发挥联动机制的枢纽作用;充分利用巡视巡察信息网,提高巡视巡察上下联动的工作效率;加强巡视巡察队伍建设,打造一支忠诚、干净、担当的队伍;落实巡视巡察整改,探索建立一套科学合理的评价指标体系。本文立足于理论、历史和实践以上三个层面,发掘巡视巡察上下联动机制的系统整合功能和独特的权力监督思想,加深对其实践探索历程的了解。巡视巡察上下联动机制虽然在新时代党的监督中发挥重要作用,肩负着重大期望,但其作为新生事物,仍处于不断探索中,当前的实践与实现党的战略目标还存在一定差距,因此,需要对实践中的不完善之处及时把握,并针对性地提出合理的建议,促进巡视巡察上下联动机制有效运行。更多还原

【Abstract】 The Party’s inspection system is a strategic institutional arrangement for strengthening intra-Party supervision and a "sharp weapon" for comprehensively governing the Party with strict discipline.Since the report of the 19 th National Congress of the CPC proposed to build a linkage supervision network of inspection and inspection,the study of the linkage mechanism of inspection and inspection has become an important topic for the deepening and development of the intra-party inspection system in the new era.On the one hand,the linkage mechanism of inspection and inspection contains the thought of power supervision.The theory of power supervision originates from the rational cognition of excessive greed in human nature.As the political organization of modern countries,a political party is composed of people,and can master and exercise power through specific people.Therefore,the "evil desire" of power in human nature is also applicable to political parties.Therefore,the core content of party governance is governance,and the power supervision of the ruling party is an important part of the supervision of modern national political power.Patrol the inspector upper and lower linkage mechanism is the result of deepening the development of the party patrol supervision system,is General Secretary Xi Jinping’s strategic thought on the party’s self revolution,is the wisdom of the communist party of China to party power restriction and supervision,it will be top-down organization supervision and the people’s democratic supervision,become a comprehensive governing party party.This paper adopts the almond structure-functional analysis perspective,from the system,process and policy levels,to inspect the upper and lower linkage mechanism structure and political function,is conducive to realize the full coverage of the party patrol supervision,form the national supervision "chess",and can further through the other supervision forms,combined with non-party supervision,build the party supervision coupling mechanism and system complete,efficient and orderly party and state supervision system.On the other hand,the linkage mechanism of intra-party inspection and inspection has been gradually explored in practice,and has experienced the basic construction stage of the linkage pattern of inspection and the linkage operation process of the central inspection and provincial inspection and cities and counties.Finally,at the practical level,with the continuous development of practice,some beneficial experiences have been fixed into systems and regulations,and the leadership system,operation mechanism and working methods have been stipulated.However,there is also an evaluation system of inspection organization,information construction,team building,achievement application,problem rectification,and inspection linkage The dilemma has not yet been established.As the operation mechanism to open and repair the linkage mechanism,we need to strengthen the inspection system thinking,improve the construction of the linkage mechanism,utilize the inspection information network,improve the working efficiency of the inspection team,build a loyal,clean and responsible team,and establish a scientific and reasonable evaluation index system.Based on the above three levels of theory,history and practice,this paper explores the system integration function and unique power supervision thought of the linkage mechanism of inspection and inspection,and deepens the understanding of its practice and exploration process.Patrol inspector upper and lower linkage mechanism although in the new era play an important role in the party’s supervision,shoulder major expectations,but as a new thing,is still in constant exploration,the current practice and achieve the party’s strategic goals still exist certain gap,therefore,need to grasp the imperfections in practice in a timely manner,and put forward reasonable Suggestions,carry out inspections and rectification,promote patrol up and lower linkage mechanism.更多还原
