【摘要】 党的十八大会议精神提到,要加强社会管理能力,创新管理模式,提升管理效率;同时也明确要求在公共服务领域上能利用更多的社会力量,加大政府购买服务力度,政府职能转变得以实现。政府通过转变自身观念、角色和职能,按照相关规定,釆取了将部分公共服务,外包给更具经验以及资质良好的企业或者社会组织,来取代以往在管制时代中政府部门“大包大揽”的垄断模式。为提高管理效率,S区政府将协管员服务外包给有资质的机构、企业或社会组织。一方面,协管员外包服务能够节约人力物力和资源,提升服务的效率;另一方面,外包也不是“一包就灵”的特效药。本文选取S区政府协管员外包服务作为研究对象,基于新公共管理、政府治理、公私合作、协同治理等理论,通过资料搜集法和资料分析法,对政府各个相关部门、承接企业进行访谈,对访谈资料收集整理并加以分析,对当前S区政府协管员外包服务的现状、各个主体要素、全流程加以分析,指出当地政府协管员外包服务中存在的问题,对其产生的问题作出原因分析,并针对这些问题提出了相关建议:鼓励和培育其他非营利性组织的健康发展,形成有效竞争的市场;明确各职能部门的责任机制,引入专业化的管理;规范购买流程,建立政府官员的问责制度;完善有关法律法规和制度建设;加强政府的监督力度,引入公众监督机制等等。更多还原

【Abstract】 The spirit of the 18th National Congress of the Communist Party of China mentioned that it is necessary to strengthen social management ability,innovate management mode and improve management efficiency;At the same time,it is also explicitly required to use more social forces in the field of public services,increase the government’s purchase of services,and realize the transformation of government functions.By changing its own concepts,roles and functions,and in accordance with relevant regulations,the government has outsourced some public services to more experienced and qualified enterprises or social organizations,replacing the previous monopoly mode of "all-embracing" by government departments in the regulatory era.In order to improve the management efficiency,the s-district government has outsourced the Human Services of the coordinators to qualified institutions,enterprises or social organizations.On the one hand,the coordinator outsourcing can save manpower,material and resources,improve the efficiency of services;on the other hand,outsourcing is not a "one-pack" medicine.Based on the theories of New Public Management,government governance,public-private cooperation,contract governance,and so on,this paper chooses the outsourcing coordinator service of s district government as the research object,and through the methods of data collection and data analysis,conducting interviews with relevant government departments and outsourcing enterprises,collecting and analyzing the interview data,and analyzing the current situation,each main factor and the whole process of the government outsourcing coordinator service in the region,this paper points out the problems existing in the service of the outsourcing coordinator of the local government,analyzes the causes of the problems,and in view of these problems,give the suggestions:To encourage and nurture the healthy development of other nonprofit organization to form an effective competitive market;to clarify the responsibility mechanism of each functional department and Introduce Professional Internal Management;to standardize the purchasing process and establish an accountability system for government officials;Improve the relevant laws and regulations and system construction,strengthen the supervision of the government,the introduction of public supervision mechanism,etc.更多还原
