【摘要】 “十四五规划”明确提出了“实行高水平对外开放,开拓合作共赢新局面”的目标。在此背景下,国内资本市场加快了双向开放的步伐,高水平的对外开放,对我国境内金融机构提出了更高的要求,国内托管银行在人民币参与海外投资的过程中扮演的角色越来越突出;外资银行准入门槛降低,必然会对国内资产托管行业产生冲击,国有商业银行必须激流勇进,抓住市场机遇迎接挑战。然而,以X银行为代表的全国性股份制商业银行的资产托管业务仍然以国内传统的资产托管业务为主,缺乏市场活力和创新能力,同质化竞争十分严重,甚至停留在打价格战的漩涡中,如何开拓新的业务增长点,强化托管银行核心竞争力是一个亟待解决的问题。在此背景下,本文以X银行作为研究对象,采用PEST理论及人力资源管理等相关理论,结合X银行近年来跨境资产托管业务的发展历程,通过案例分析、专家访谈等方法分析X银行跨境资产托管业务的发展现状,发现X银行跨境托管业务发展过程中存在国际化人才储备不足、全球托管行合作程度不足、对监管政策的研究及与监管的沟通不足、运营保障能力不足等问题。针对这些问题,作者提出了以下有针对性的建议:加强国际化人才储备、搭建跨境托管协同业务平台、重视跨境政策发展导向、提高运营管理能力等,希望为资产托管业务走向全球提供有建设性的意见和优化策略。本文从跨境类资产托管业务这一全新的视角,来探讨我国商业银行资产托管业务全球化的必要性和可行性。但本文研究对象X银行的跨境资产托管业务发展尚不够全面和深入,研究可能缺乏全面性,仍需要汲取国有大行和全球托管行的先进经验,在学习中不断完善和进步,开拓广阔的发展空间,将跨境资产托管业务发展成为商业银行轻资本转型中的一项新的中间业务增长点。更多还原

【Abstract】 The 14th Five-Year Plan clearly puts forward the goal of "implementing a high level of opening up to the outside world and opening up a new situation of win-win cooperation".In this context,the domestic capital market has accelerated the pace of two-way opening up,and a high level of opening up to the outside world has put forward higher requirements for financial institutions in China,and the role of domestic custodian banks in the process of RMB participation in overseas investment has become more and more prominent;The lowering of the entry threshold for foreign banks will inevitably have an impact on the domestic asset custody industry,and state-owned commercial banks must forge ahead and seize market opportunities to meet the challenge.However,the asset custody business of the national joint-stock commercial bank represented by Bank X is still dominated by the domestic traditional asset custody business,lacks market vitality and innovation ability,the homogenization competition is very serious,and even stays in the whirlpool of the price war,how to open up new business growth points,strengthen the core competitiveness of the custodian bank is an urgent problem to be solved.In this context,this paper takes Bank X as the research object,adopts PEST theory and human resource management and other related theories,combines the development process of Bank X’s cross-border asset custody business in recent years,analyzes the development status of Bank X’s cross-border asset custody business through case analysis and expert interviews,and finds that there are problems such as insufficient international talent reserves,insufficient cooperation degree of global custodian banks,insufficient research on regulatory policies and communication with supervision,and insufficient operational guarantee capabilities in the development of Bank X’s cross-border custody business.In response to these problems,the author puts forward the following targeted suggestions: strengthening the international talent reserve,building a cross-border custody collaborative business platform,attaching importance to cross-border policy development orientation,improving operation and management capabilities,etc.,hoping to provide constructive opinions and optimization strategies for asset custody business to go global.This paper discusses the necessity and feasibility of the globalization of the asset custody business of commercial banks in China from the new perspective of cross-border asset custody business.However,the development of the cross-border asset custody business of Bank X,the object of this paper,is not comprehensive and in-depth,and the research may lack comprehensiveness,and it is still necessary to learn from the advanced experience of state-owned large banks and global custodian banks,continuously improve and progress in learning,open up broad development space,and develop cross-border asset custody business into a new intermediate business growth point in the capital-light transformation of commercial banks.更多还原
