唐代言谏制度缕析

【摘要】 古语云:武死战,文死谏。中国古代的言谏制度对封建王朝的更新迭代发挥着举足轻重的作用,其监督约束君权的本质要义对后世国家治理同样具有重要借鉴意义。言谏制度作为中国特有的权力监督机制,在唐代发展到鼎盛。可以说正是言谏制度打下了治国理政的坚实制度基础,才造就了大唐盛世的繁荣局面。本文内容共有四章,第一章首先阐明唐代言谏制度相关概念,为下文逻辑梳理做铺垫;第二章具体分析唐代言谏制度的主要内容,分别论述唐代前期、中后期进谏制度和封驳制度的发展及变化;第三章希望借以分析唐代言谏制度在历史进程中发挥的积极作用和历史局限性,总结唐代言谏制度的优秀成果和失败教训;第四章是针对建设完备的行政监督体系所提出的启示,应结合党的二十大提出的建设新时代社会主义现代化强国的国情与使命,有效进行现代行政监督体制和机制改革,保证国家行政监督法律法规的有效实施,促进政府行政监督队伍提高行政效率。更多还原

【Abstract】 As the old saying goes,"Warfare is the death of war,and advice is the death of literature.The ancient Chinese admonition system played a pivotal role in the renewal of feudal dynasties,and its essential meaning of supervising and restraining monarchical power is also of great significance to the governance of later generations.As a unique mechanism for monitoring power in China,the system of speaking and advising developed to its peak in the Tang Dynasty.It can be said that it was the admonition system that laid a solid institutional foundation for the governance of the country and created the prosperous situation of the Tang Dynasty.This paper contains four chapters,the first of which is to clarify the concepts related to the Tang Dynasty’s admonition system,so as to pave the way for the following logical arrangement;the second chapter specifically analyzes the main contents of the Tang Dynasty’s admonition system,and discusses the development and changes of the admonition system and the feudal barge system in the early and middle and late Tang Dynasty respectively;the third chapter hopes to analyze the positive role and historical limitations of the Tang Dynasty’s admonition system in the historical process,and summarize the excellent achievements and failures of the Tang Dynasty’s admonition system.The fourth chapter is intended to provide insights into the construction of a complete administrative supervision system,to effectively reform the modern administrative supervision system and mechanism,to ensure the effective implementation of national administrative supervision laws and regulations,to promote the integrity and diligence of the high-quality government administrative supervision team,and to improve administrative efficiency,taking into account the national conditions and mission of building a strong socialist modern state in the new era as proposed in the 20 th Party Congress.更多还原
