【副题名】以山东省G区政府会议为例

【摘要】 在中国,会议和文件是政府推动工作的两大重要抓手。近一个时期以来,政府会议不可谓不多,频繁的会议也滋生出形式主义、官僚主义等作风问题,为党员干部和广大群众所深恶痛绝。一位多年主政地方的退休部级官员在回忆文章中将自己的职业生涯讽喻为“会海沉浮”,并粗略估算领导干部几乎有2/3的工作时间在开会。不少领导干部自嘲“不是在开会中,就是在准备开会中”。从中可以看出,政府会议在当前政治生活中占据了举足轻重的地位,对政府会议的深入研究也被赋予了很强的现实意义。本文立足于政府会议管理过程,选取山东省某区级政府一年来召开的所有会议进行了全面分析,并将该区政府会议分类分项,按照不同维度分别探究其管理困境:在主动型会议中,着重对政治锦标赛型会议、政治仪式型会议进行了研究讨论,并归纳概括出会议加剧政府资源配置失衡和无端消耗、造成政绩观异化等风险;在回应型会议中,着重对压力传导型会议、协调联动型会议进行了研究讨论,并归纳概括出会议统筹谋划不够,将会议演变为消解压力的临时补救手段等不足之处;在过渡型会议中,着重对注意力竞争型会议和运动式治理型会议进行了探究讨论,总结归纳出部分政府会议加剧基层治理任务、扰乱日常行政秩序、增加治理成本等方面的问题。通过对上述各类会议管理困境的分析,本文在最后的部分提出了改进提升政府会议管理的基本思路。本文认为,应进一步规范政府会议行为、强化流程管理,提升政府会议的制度化规范化水平,最大限度消除会议的无序性和随意性。同时,要着眼于改进会议方式、完善配套制度,对会议数量高位统筹,建立分析、预警、通报、考核等各项制度机制,以确保会议质量和效率持续提升。最后,应最大限度丰富会议民主形式,健全民主参与机制、畅通参与渠道、强化公众监督,有效改进提升政府会议管理。更多还原

【Abstract】 In China,meetings and documents are important levers for government agencies to effectively implement their work tasks.In recent times,government meetings have not been rare,and frequent meetings have bred formalism,bureaucratism and other style problems,which are deeply hated by party members,cadres and the general public.A retired provincial and ministerial cadre described his career as wandering in"the sea of meeting",and roughly estimated that leading cadres spend almost two-thirds of their time in meetings.Many leading cadres think they are either in a meeting or preparing for one.It can be seen that the government meeting occupies a pivotal position in the current political life,and in-depth study of government conference is also endowed with strong practical significance.The thesis is based on the process of government conference management,selects the conference held by a government in the past year as the research object,classifies the local government meetings and explores their management dilemmas according to different dimensions:In active kind meetings,this paper focuses on the study of the meetings based on active competition and meetings with a sense of ritual,sums up the risks such as the meeting aggravating the unbalance of government resources allocation,unreasonable consumption and alienation of political achievements;In responsiveness meetings,this paper focuses on the study of meetings of transmitting political pressure and meetings of integrating administrative resources,sums up the meeting planning is not enough,the meeting into a temporary remedy means to relieve pressure and other shortcomings;In transitional meetings,this paper focuses on the study of meetings of attracting attention and meetings of campaign-style gorvernance,concludes that some government meetings aggravate the tasks of grassroots governance,disturb the daily administrative order and increase the cost of governance.Through the analysis of the difficulties in the management of all kinds of meetings,this paper puts forward the basic ideas to improve the management of government meetings in the last part.This paper holds that we should further standardize the behavior of government meetings,strengthen the process management,improve the level of institutionalization and standardization of government meetings,and eliminate the disorder and randomness of meetings to the greatest extent.At the same time,we should focus on improving meeting methods and supporting systems,coordinate the number of meetings at the highest level,and establish systems and mechanisms for analysis,early warning,notification and assessment,so as to ensure that the quality and efficiency of meetings continue to improve.Finally,we should enrich the democratic forms of meetings to the maximum extent,improve democratic participation mechanisms,open up channels for participation,strengthen public oversight,and effectively improve the management of government meetings.更多还原
