【摘要】 数字经济的浪潮迅猛袭来,国内外都在加大脚步发展数字经济,在我国整体经济已经从高速增长阶段转变为高质量发展阶段的当下,数字经济对区域经济高质量发展具有怎样的影响?又是通过何种途径影响?新时代背景下,含义丰富的数字经济与高质量发展又该如何衡量?基于此,本文通过梳理总结相关文献,首先界定数字经济和经济高质量发展的概念,在此基础上,本文认为中国信通院现有提出的“四化”框架是对数字经济最为契合的考量,新发展理念是对经济高质量发展内涵最好的概括。而当下学者们对数字经济的研究较少综合考虑数字化治理与数据价值化维度,对经济高质量发展也多从经济效率角度选取全要素生产率进行衡量,因此本文考虑从数字产业化、产业数字化、数字化治理以及数据价值化4个维度确定22个具体指标构建数字经济指标体系进行综合评价,从创新、协调、绿色、开放、共享5个维度确定23个具体指标构建体系对经济高质量发展综合评价。接着运用熵权+TOPSIS相结合的方法选取2016-2019年我国省级面板数据进行综合指数测算,基于结果绘制空间分布图以观察数字经济和经济高质量发展水平变化及空间特征。最后构建面板模型探讨数字经济及其各维度对经济高质量发展的影响效应并展开区域异质性分析。以期为政府在十四五规划时期发展数字经济,促进经济高质量发展提供有效的政策措施与改进建议。研究得到以下结论:(1)我国数字经济水平和经济高质量发展水平整体上均呈现出上升的发展趋势,经济在稳中向好的实现高质量发展。(2)基于“四化”框架构建的数字经济评价指标体系四个维度中,数字产业化维度在数字经济发展中仍占据最高比重,但数字化治理和数据价值化在样本期间内呈现出高增长率的发展。(3)观察GIS空间分布图,呈现出较明显的区域性差异,高发展水平省市主要集聚于东部沿海地区,但随着年份增长,发展水平有提升的省市在空间上呈现出从东部沿海向内地尤其成渝地区和中原地区扩散的趋势。(4)数字经济及其各维度均对经济高质量发展有着显著的正向促进作用,产业数字化对经济高质量发展的影响作用最大。(5)分东中、西部进行区域异质性检验,发现东中部地区数字经济对经济高质量发展的边际贡献更为明显。基于研究结果,提出:需进一步推进数字经济各维度发展,尤其产业数字化发展,因地制宜的制定动态化区域发展策略,优化相关技术人才的培养体系等相关政策建议。更多还原

【Abstract】 The wave of digital economy hit rapidly,both at home and abroad are increasing the pace of development of digital economy,in China’s overall economy has been transformed from high-speed increase gradation to high-quality development gradation,what is the influence of digital economy on the high-quality progress of regional economy? And through what ways? In the context of the new era,how to measure the rich meaning of the digital economy and high-quality development?In view of this,this paper through carding the existing scholars’ research literature,the concept of digital economy and high-quality economic development is defined,combined with the concept,the author believes that the "four modernizations" framework proposed by the Chinese Academy of Information and Communications Technology is the most suitable consideration for the digital economy,the new development concept is the best summary of the intension of high-quality development,and the current scholars’ research on the digital economy is less comprehensive consideration of digital governance and data value dimensions.On the basis of the framework of "four modernizations",this paper determines 22 specific indicators from the four dimensions of digital industry and industrial digitalization and digital administration and data value to construct a digital economy evaluation index system,and determines 23 specific indicators from the five dimensions of five new development concepts to build an estimate norm system for high-quality economic development.The provincial panel data of China from 2016 to 2019 were selected,and the comprehensive index was calculated by combining entropy weight method + TOPSIS,and the spatial distribution map was drawn based on the results to observe the changes and spatial characteristics of the level of high-quality evolution of the cyber economic and economy.Finally,a panel model is constructed to discuss the impact of the digital economy and branches on high-quality economic development,then regional differences analysis is carried out.With a view to providing effective policy measures and improvement suggestions for the government to develop the digital economy and improve the high-quality development of the economy during the 14 th Five-Year Programme period.The following conclusions are drawn:(1)The level of digital economy and the quality of economic development in China has shown an upward trend on the whole,and the economy has achieved high-quality development in a stable way.(2)Among the four dimensions of the digital economy evaluation index system based on the "four modernizations" framework,the digital industrialization dimension still occupies the highest proportion in the development of the digital economy,but digital governance and data value show a high growth rate during the sample period.(3)Observing the spatial distribution map of GIS,there are obvious regional differences,and the provinces and cities with high progress level are primarily focused on the eastern coastal areas,but with the growth of the year,the areas with improved development level show a trend of spatial diffusion from the eastern coast to the inland,especially the Chengdu-Chongqing region and the Central Plains.(4)The digital economy and its various dimensions have a significant positive role in accelerating high-quality economic development,and industrial digitalization has the greatest impact on high-quality economic development.(5)Regional heterogeneity tests were carried out in the eastern,central and western regions,and it was found that the marginal contribution of the digital economy to high-quality economic development in the eastern region was more obvious.Put forward: promote the progress of digital economy all dimensions,especially digital industry development,formulate dynamic regional development strategies according to local conditions,and optimize the training system of relevant technical talents.更多还原
